
LCSD1 addresses MCER misconceptions, parents continue to push back
CHEYENNE – Following continued frustration from the broader community, Laramie County School District 1 and its Board of Trustees released a new statement late Friday regarding a controversial Most Cost-Effective Remedy (MCER) study.
In the statement, the board and LCSD1 administration attempted to 'dispel misinformation' and clarify what the board knew prior to voting through a plan that will effectively close eight schools in the district.
'The board firmly supports our district staff and the role they played in the MCER study,' the statement reads. 'It is vital to clarify that there was no collusion or ulterior motives influencing the outcome. Every step taken was aimed at addressing the challenges faced by our district and finding viable, fiscally responsible solutions.'
The district reiterated promises to prioritize the needs of the district and quality education.
The MCER study, adopted by board members in October of last year, proposed implementing Remedy 4, which will close eight elementary schools in LCSD1 in order to fund essential maintenance for several of the remaining schools.
The remedy also allows the district to build two new schools, including a new Arp Elementary, whose students have been displaced since the fall of 2023.
The decision was met with widespread outrage, which accumulated in a petition signed by more than 1,000 people and a lawsuit being filed against the State Facilities Commission (SFC), the Wyoming State Construction Department (SCD) and the state of Wyoming.
'While we understand that some in the community were surprised and upset about the recommendation to build four new elementary schools while closing eight smaller, aging schools over the next decade, we believe that the ire and negativity directed at those that took part in the MCER on behalf of the district is unfair and misplaced,' the statement reads.
While the statement said there will be four new schools, Remedy 4 calls for building two new schools and addressing facility concerns in five schools, whether that be replacing those schools or building additions to the facilities. The proposed changes would take place over the next 10 years.
District involved
Despite the statement's attempt to clarify the district's intentions with the study, parents remain frustrated with the lack of transparency in the process.
'The Board of Trustees say they appreciate the ongoing concern and conversation regarding the future of school buildings,' Abigail Boudewyns, an LCSD1 parent, shared via email. 'The Board, however, has had no conversations with parents, nor made any effort to engage with parents on these issues. Despite what the Board of Trustees might believe, conversations cannot be had during a one-sided, three-minute public comment.'
Boudewyns wrote the district has opted 'to avoid parents by hiding behind lawsuits and abdicating its statutory responsibilities to unelected staff,' rather than engage in conversation with parents.
A parent and former second-grade teacher, Murphy Booth, reiterated Boudewyns' concern about the district, adding that the board is meant to represent the public and their needs.
'I'm still disappointed that the board is acting like an arm of the district instead of an arm of the public,' Booth said. 'I think that's still my biggest sadness after reading this (statement).'
Many parents believe alternative remedies in the study would have allowed the district to both keep the eight schools slated to close and build a new Arp Elementary. This was further substantiated when the Cheyenne Parent Alliance released a statement claiming that stakeholders, including the district, intended to use the MCER study to close schools.
The news release included a video compiled from meetings between the district, the SCD and consulting firm FEA dating back to January 2024.
'(The video) shows LCSD1 administrators, along with the SCD, actively shaped the MCER process and advocated for eliminating elementary schools, rather than pursuing necessary renovations or replacements,' according to the release.
The board challenged this in its statement, saying that it wanted to dispel the narrative that it wasn't informed/provided updates as the MCER proceeded.
'The Board received updates throughout the MCER process about the different types of remedies being considered,' the statement reads. 'However, many of the trustees were surprised at the final decision that was brought forward that was broader and presented as an all-or-nothing option in order to receive the funding for the much-needed buildings. While the administration was involved in many conversations throughout the process, ultimately it was the responsibility of the state's third-party consultant to determine the most cost-effective remedy.'
The board and administration maintained that they did not receive the final MCER, nor were they aware of the consultant's ultimate recommendation, until the end of the process. Once received, the MCER was immediately posted on the district's website for public review.
Over the past several years, district staff have made numerous presentations to the Board of Trustees, community members and others to 'help garner awareness of the district's facility funding needs and plans to consolidate many of its aging facilities,' according to the latest LCSD1 statement.
Those presentations and district MCER studies determined the district's priorities, such as continuing the 5-6 grade configuration model, phasing out older buildings to reduce the district's major maintenance burden, relieve staffing issues and consolidate design remedies. Additionally they discussed a need for three new buildings in the South triad.
'These board-approved priorities were brought forward by district staff to the most recent state-funded MCER,' the statement reads.
Parents still opposed
Despite the district's statement, some parents are still perturbed by the lack of transparency and public input, an issue they've been stating since the study was released in October.
'The mass-closing of schools is one of the most important issues a district can face,' Boudewyns wrote. 'Yet, these school closures received zero public engagement. The trustees cannot continue to be a captured board, acting as passive bystanders as the district administration shuts down a third of its neighborhood schools. This district deserves leaders.'
Parents were also concerned that the district has now stated that they were informed, as board members stated they were 'just as shocked' as the public was when they voted in October.
'As a parent, I am extremely upset by the lack of transparency and blatant disregard the district has shown throughout this entire process,' parent and former educator Fallon Bonomo shared in a written statement. 'They have gone out of their way to keep parents and community members in the dark – just look at the rushed timeline as proof of that. The study was released, and in less than a week, the board voted on it. There was no adequate time for parents and community members to analyze and challenge this drastic overhaul of our education system.'
Booth said the statement won't deter her from continuing to speak out. Several parents have continued to use public comment during board meetings to speak with the district about the MCER.
'As long as there's still an option to save these schools, I will never stop,' Booth said. 'This type of statement just shows me that they're doubling down even more … and trying to make it seem equitable by closing schools instead of bringing all schools back up to appropriate condition levels.'
Parents are continuing to demand the board 'do their job' and represent the voters.
'Reconsidering a decision and changing course because you've heard the will of the people doesn't make you look weak – it does the opposite,' Bonomo wrote. 'It shows integrity, leadership and respect for the community you serve. But forcing through an unwanted plan despite overwhelming opposition suggests a desire to control, rather than collaborate, a disregard for the voices of those you represent, and a failure to put students and families first.'

'Bold vision': Johnson tapped as FAMU president after 'overwhelmingly negative' feedback
Several months of vehement opposition and some powerful support at Florida A&M University have resulted in one of four presidential finalists being named FAMU's new Rattler-in-chief: Marva Johnson. FAMU's Board of Trustees met virtually and in person May 16 in the Grand Ballroom on campus, selecting Johnson to serve as the university's 13th president following an 8-4 vote. The meeting came just days after she visited the "Highest of Seven Hills" and stood in the firing line of concerned community members who strongly opposed her candidacy as the contentious presidential search neared its end. 'Florida A&M University has long stood as a beacon of excellence and empowerment," Johnson said in a statement released by the university hours after the vote. "To be considered for the opportunity to lead this storied institution is the honor of a lifetime. I will approach this role with bold vision − focused on student success, innovation, and national prominence − while building strong bridges with the FAMU community and honoring the legacy that makes this university so special." The conclusion was no surprise to some in the FAMU community, including board member Belvin Perry, who believed the fix was in for the woman who has been a close ally to Governors Rick Scott and Ron DeSantis. "It is a foregone conclusion as to the result of this vote today," Perry said. "That's the truth." Many view Johnson's ascension as the latest example of DeSantis reshaping the higher education landscape in his political mold – this time at the nation's No. 1 public HBCU (historically Black college or university). How the vote went down: Recap: Florida A&M University picks Marva Johnson as new president amid 'MAGA' drama While Johnson currently serves as group vice president of the internet and cable TV company Charter Communications, she is now the second woman in university history to be named president of FAMU. The other is the university's 11th President, Elmira Mangum, who served 2014–16. The selection of Johnson to serve as FAMU's new leader comes after former President Larry Robinson stepped down last year in the aftermath of a major donation debacle, which led to interim President Timothy Beard stepping in to serve in the role since August for a one-year term. As the winning presidential candidate, Johnson was the board's pick over University of Maryland Eastern Shore Provost and Vice President for Academic Affairs Rondall Allen, University of Central Florida Senior Vice President for Administration and Finance Gerald Hector and FAMU's Executive Vice President and Chief Operating Officer Donald Palm. Palm was lauded by many in the FAMU community and even confidently declared himself the university's "next president" in a May 15 campus interview with trustees. Board Chair Kristin Harper, as well as Perry, Craig Reed and FAMU Student Body President Zayla Bryant made up the minority of trustees who voted for Palm instead of Johnson; Allen and Hector got no votes. 'The students have spoken, the alumni have spoken, faculty and staff have spoken,' Bryant said. 'History has its eyes on us, and I would be remiss if I were to take my position in vain and not vote to be the voice (for students) ....' As frustrations have run high in the past few weeks leading up to the board's decision, Johnson – a Winter Garden native – endured a heated presidential candidacy. She was heavily criticized by some vocal opponents as "MAGA Marva." Many alumni said her Republican political ties would put the university in danger and maintain she lacks experience due to her background outside of academia. 'I believe in the values of this institution – accountability, transparency, integrity and inclusion,' Harper said ahead of her vote against Johnson. 'Your voice matters, and leaders can't lead if there's no one who is following.' At the top of the board's meeting, about 20 people – including FAMU students and alumni – spoke against Johnson during the meeting, both virtually and in person. Having run out the 15 minutes for public comment, Harper extended by another 25 minutes, given the gravity of the decision. 'A decision to vote in favor of Marva Johnson reflects a reckless disregard for the stakeholders who have placed their trust in you,' said FAMU alumna Amy Wheeler, a 1995 graduate. FAMU's Student Body Vice President Kennedy Williams said the university needs a leader who recognizes that the school is 'more than just a business venture.' But despite the concerns, Johnson remained optimistic about securing the presidency during her May 14 campus visit, saying that she will make efforts to give FAMU 'a seat at the table.' 'I was not sent here to dismantle FAMU," said Johnson, who served as a co-chair on one of DeSantis' transition committees and was Board of Education chair for eight years under Scott. "I would love the opportunity to work with you and to grow FAMU." More: 'I am not a Trojan horse': FAMU community grills president finalist Marva Johnson While FAMU trustee Natlie Figgers did not attend the May 16 trustee meeting, the remaining eight trustees – including Raphael Vazquez, who was appointed to the board May 15 ahead of the presidential selection – cast their votes in support of Johnson. That came after Harper went over an analysis of feedback from campus stakeholders. The overall response to Johnson was "overwhelmingly negative," the summary showed, with many expressing "distrust and opposition." The consensus was Johnson was "not in alignment with the university's needs." Some even had "fundamental concerns about FAMU's institutional integrity" were she to become its leader. 'I respect the viewpoints expressed, but respectively – and it's proven by data – the skill sets and strategies that we have used to get here may not be the same strategies that we'll take to move us forward,' trustee Nicole Washington said, 'and I'm excited for new leadership who is going to be capable of navigating these complex challenges.' The presidential search results come after speculation that board vice chair Deveron Gibbons, who chaired FAMU's search committee, insisted on adding Johnson to what was initially a list of three final candidates. Gibbons has repeatedly denied such claims during previous meetings. Ahead of the trustees' vote, FAMU trustee and Faculty Senate President Jamal Brown, as well as other board members who voted for Johnson, said the university needs a leader who has 'access and political connections" to garner the kind of funding the university needs. Washington expressed how the landscape of higher education "is changing, and the role of a president is changing" with more university leaders focused on finance and fundraising than academics. Following three trustees who indirectly spoke in favor of Johnson back-to-back before voting, Gibbons touched on the need for FAMU stakeholders to focus on improving their fundraising efforts. 'We should do better in giving and fundraising – we, meaning us Rattlers,' Gibbons said. 'We should not be pointing fingers at other people about nonsense that doesn't matter and trying to attack people's integrity and impugn them.' During the meeting, trustees also approved a compensation range of $450,000 to $750,000, which Gibbons said was recommended by the university's presidential search committee. This comes after Johnson asked for a $750,000 salary in her application for the job, where she left out how much she currently makes in her position at Charter Communications. But what led to the board's implosion later in the May 16 meeting was FAMU trustee Michael White's proposal to delegate to Washington the authority to negotiate a contract with Johnson − a move that breaks the usual procedure of the board's chair handling the contract for a new president. "This is so interesting. This could be a Lifetime movie," Harper said, later adding more seriously, "I take personal offense at what is happening." In a 6-4 vote in which the board OK'd Washington dealing with the contract, Perry said 'it strikes me strange that a motion was made as if someone had discussed this beforehand, but it is very typical of what's been going on.' "It's quite apparent that lightning struck and hit here at FAMU," Perry said, backing Harper to negotiate the contract. "I find it horrible that in an institution that values love and charity, there is no love and there is no charity." Although the FAMU trustees voted for Johnson, her official naming as the new president is subject to an interview and confirmation by the Florida Board of Governors, which oversees the state's university system. "FAMU's culture and impact are unmatched, and I am committed to upholding and amplifying that legacy as we move forward together,' Johnson said in a statement. KHSD to consider banning discriminatory teaching material in proposed revision to policy
BAKERSFIELD, Calif. (KGET) — The Kern High School District Board may update its policy to ban the use of textbooks and other class materials that would subject a student to discrimination. According to the agenda for the KHSD Board of Trustees meeting scheduled for Monday, the revision is meant to reflect Senate Bill 153, a new California law passed in 2024. The existing policy, first adopted in November 2009 and revised Jan. 18, 2024, outlines the procedure of processing complaints made against instructional materials for the school district. KHSD offers free meals for children, teens this summer The proposed revision, if passed, would prohibit the school district's Board of Trustees from adopting or approving textbooks, instructional material, supplemental teaching material and class curriculum that would make a student suffer from 'unlawful discrimination.' Unlawful discrimination includes discriminating against someone based on their disability, gender, gender identity, gender expression, nationality, race or ethnicity, religion, sexual orientation, immigration status and other characteristics, according to California's Education Code 220. The bill also allows anyone to file a complaint if they believe the board violated this prohibition. However, the KHSD policy maintains the school district will only accept complaints from the school district staff, district residents or the parents and guardians of the district's students. Ono's rejection is classic example of GOP power grab
If Florida citizens haven't noticed, you best should. There is a concerning trend affecting almost every corner and aspect of Florida governance. It's called 'power grab' and it is evidenced most recently by the Florida Board of Governors' rejection of Santa Ono, the University of Florida's President-elect chosen by its board of trustees. You may believe - or not - Ono's self-distancing from DEI policies he once embraced at the University of Michigan from whence he came. His beliefs (like President Trump's ever-changing views and policies) are not the point. What is germane are the facts of how the situation was decided: Fact 1: The folks who stand closest to the situation and who would be most adversely affected should their choice for president go wrong, the UF Board of Trustees, made a choice - Santa Ono. Fact 2: They were overridden by the Florida Board of Governors, who rejected Ono, sending trustees 'back to the drawing board.' (Chalk up the 'sunk costs' - time and money for the search). What's wrong with this picture? First, it violates every rule of efficient and effective decision-making. Decision making is delegated downwards to those nearest the situation and most exposed to the effects of bad results should something go south. This is a key tenant of Fredrick Taylor's 'Theory of Scientific Management' and Kaizen, an offshoot of Edward Deming's Quality Management theory. Second, the US fought a Civil War in small part over the policy of 'state's rights' - states asserted the federal government was going and deciding where it shouldn't. What happened with Ono - as it has with many issues in Florida lately (education and municipal prerogative especially) - is that the 'higher authority' who by constitutional law, case law, common law, civil codes and historical tradition should not be interfering with lower policy makers, is taking proper and legally delegated authority away from duly authorized decision makers. Why is this wrong? More: Santa Ono barred from UF presidency amid mounting pressure from GOP officials First, it is not the 'American Way.' Second, it is not legally sound. Third, (and for Democrats the laugh provoking reason) it sets Republicans against Republicans. They really do 'eat their own.' As laughable as the Republican intra-party battles may seem to Democrats, the centralizing power grab is a dangerous policy. It becomes an inefficient way to make decisions with potential large and expensive negative outcomes on not just the 'argument principals' but a wide swath of Florida's population. We at the local level are losing legal rights to a Tallahassee group, a dominant segment of the Republican Party, whose aim is to grab power - and perpetually keep it.
