Ten people have been injured in an explosion at a construction site in Tokyo's Edogawa Ward.
The blast took place on Tuesday morning in a residential district near Kasai Station on Tokyo Metro's Tozai Line.
Footage shows black smoke rising from a construction vehicle. More than 30 fire engines were deployed, and the blaze was mostly contained in about 90 minutes.
Tokyo police say 10 people are complaining of pain in their ears and throat, but that none of their injuries are life-threatening. They reportedly include workers and residents, all in their 20s to 70s.
Police say workers were driving piles into the ground for a new condominium building at the time of the incident.
They say an underground gas pipe could have been damaged in the process.
Police urged nearby residents to evacuate, as multiple explosions continued after the initial blast.
A resident in his 60s said the explosion blew out a window, and his house is littered with glass. He said he heard about five successive blasts.
Two 19-year-old students at a vocational school close to the site said they heard a thunderous roar during class.
They said they thought heavy machinery might have collapsed at the construction site, but then they smelled smoke.
A man in his 30s who lives in a nearby apartment said he rushed out of his bedroom after hearing a bang.
He said the air conditioner had fallen off the living room wall, so he knew it was serious. He said he quickly changed his clothes, grabbed his work bag and left the house.

TOKYO -- Sexual deepfake images and videos created by misusing generative artificial intelligence and targeting children and women are rapidly spreading across Japan. In some cases, fake nude images of individuals are created without their knowledge, and exposed online along with their real names, addresses and school names. The Mainichi Shimbun looked into the real damage caused by generative AI, which can not only lead to children becoming victims but also potential perpetrators. Sumire Nagamori, head of the volunteer organization Hiiragi Net, which patrols the internet and reports content to platform operators and the police, scrolled through her computer screen with a grim expression. She was doing research on an overwhelming volume of sexually fake images and videos posted on social media, including school group photos which have been edited to make the female students appear naked, and yearbook pictures where bodies beneath the faces have been modified sexually. Many schools use a system where professional photographers upload event photos to dedicated websites, allowing families to select and purchase the images they want. It appears that these pictures are also being leaked and misused online. There are even exchanges on the internet, such as, "Let's trade login IDs and passwords for each school's photo sales website." Previously, creating sexually fake images such as "idol collages," known as "aikora," which combine a person's face with pornographic content, required some degree of editing knowledge and technical skill. But now, with apps and websites that incorporate generative AI, users can simply upload an image and generate a deepfake in a matter of less than a minute. The lowered barrier to creation is contributing to the rapid rise in damage. The Tokyo-based nonprofit Organization for Pornography and Sexual Exploitation Survivors, or PAPS, which has supported victims of digital sexual violence, began actively calling on victims of pornographic deepfakes to seek help around six months ago. One victim became unable to attend school after fake images of them were spread online along with their school name, due to fear that "a stranger might be waiting in front of the school." PAPS chairperson Kazuna Kanajiri stated, "The fear experienced by victims is immeasurable," and urged those affected to seek support. The government's Tohoku Local Finance Bureau on Thursday issued a business improvement order to regional credit cooperative Iwaki Shinkumi Bank, partly for covering up fraudulent loans for many years. According to the bureau, former executives of the cooperative, including a former chairman, concealed for a long time fraudulent corporate loans, including through the accounts of depositors opened without their consent. The practice is believed to have started in 2004 or even earlier, according to the bureau and the Financial Services Agency. In addition, the lender, based in Iwaki, Fukushima Prefecture, let a former employee who committed embezzlement continue working as usual without taking disciplinary action. The employee later committed further embezzlement. The bureau said that corporate governance did not function due to the massive influence held by the former chairman. The bureau requested that Iwaki Shinkumi Bank submit a business improvement plan by June 30. It also ordered the cooperative to revise a special business plan drawn up in exchange for a public funds injection in 2012. On Thursday, Iwaki Shinkumi Bank said that its leader, Yohachi Honda, and other executives will resign to take responsibility. The lender had disclosed its misconducts in November 2024.
