Construction contract in Estonia (Rail Baltica Ülemiste passenger terminal)

On 21 May 2025, AS Merko Ehitus Eesti, part of the AS Merko Ehitus group, and OÜ Rail Baltic Estonia signed a construction contract for the Rail Baltica Ülemiste international passenger terminal in Tallinn.
The contract covers the design and construction works of the Ülemiste terminal building, which will be named 'Linda' and is designed by the internationally renowned architectural company Zaha Hadid Architects. The terminal building will be constructed across Suur-Sõjamäe street, the planned Rail Baltica railway, and the existing Estonian Railways infrastructure.

The section of the terminal building crossing the railway will be approximately 180 metres long and will rise about 20 metres above street level – the equivalent of a six-storey building. To access the train, three platforms with a total length of approximately 1,250 meters will be built next to the railway tracks, about half of which will be covered with a canopy. With a unique facade and roof solution in Estonia, the building will meet all European railway traffic standards and will be constructed without interrupting existing rail operations.
The contract value is approximately 85 million euros, plus VAT. The construction deadline is October 2028.

The legislation has more than 80 co-sponsors in the Senate, potentially making it veto-proof. Graham said he is in constant contact with President Trump about the bill. Republican lawmakers have signaled they are anxious to move but waiting for a green light from Trump before bringing the bill to the floor. 'We are separate entities coordinating with each other,' Graham said about whether Trump is dictating when the bill will come to the floor. Graham said the carveout would apply to countries who have 'meaningfully' assisted Ukraine. 'There's some of our allies who've really helped Ukraine but would be affected by the bill, they've earned their way to get a carveout. Those who have helped Ukraine, meaningfully, will get a carveout. In other words you'll incentivize people to help Ukraine.' The move could have big implications for India, a close ally of the U.S. that has maintained deep ties with Russia. India is a top purchaser of Russian oil, but has provided Ukraine humanitarian support. Despite discontent among some clubs over the rules, which have helped Chelsea to meet profitability and sustainability rules (PSR) by selling two Stamford Bridge hotels to businesses linked to their owners, no vote was taken on changing them at the league's annual general meeting in Harrogate on Wednesday. Chelsea's hotel sales were ultimately cleared by the Premier League after a lengthy assessment which concluded earlier this year.
