Centre Notifies New Reservation Rules For Ladakh, 85% Jobs For Locals

The government on Tuesday introduced new reservation and domicile rules for the Union Territory of Ladakh, reserving 85 per cent jobs for locals and one-third of the total number of seats in the Ladakh Autonomous Hill Development Councils for women.
The move is aimed at safeguarding local interests as people in Ladakh have been protesting for constitutional safeguards to protect their language, culture and land after the special status of the erstwhile state of Jammu and Kashmir under Article 370 was abrogated in 2019.
The changes in the policies of the reservation in jobs, autonomous councils and domicile will come into effect immediately, according to multiple notifications issued by the government.
Under the new rules, those who have resided for a period of 15 years in the UT or studied for a period of seven years and appeared in class 10th or 12th examination in an educational institution located in the UT shall be domicile of Ladakh for the purposes of appointment to any post under the UT or under a local or other authority other than cantonment Board.
Children of Central government officials, All India Services Officers, officials of Public Sector Undertaking and autonomous body of Central government, Public Sector Banks, officials of statutory bodies, officials of Central Universities and recognised research institutes of Central government who have served in the UT for a total period of 10 years are also eligible for domicile.
The reservation for the Economically Weaker Sections continues to be 10 per cent.
In another notification, the government said that in the Ladakh Autonomous Hill Development Councils Act, 1997, not less than one-third of the total number of seats in the Council shall be reserved for women and such seats may be allotted by rotation to different territorial constituencies.
The rotation of constituencies reserved for women shall be made on the basis of serial number allotted to each constituencies by notification in the official gazette.
A high level committee led by Minister of State for Home Nityanand Rai was first constituted in January 2023 to address the concerns of the people in Ladakh. It held several meetings with the representatives of Ladakh to find an amicable solution to their demands.
In October 2024, climate activist Sonam Wangchuk also sat on an indefinite fast in Delhi to press for their demands After that, talks were held with civil society leaders from Ladakh on December 3, 2024 and again on January 15 this year and on May 27.

1 2 3 Chandigarh: A review meeting of various departments was held under the chairmanship of the governor Gulab Chand Kataria, to assess the progress of ongoing development projects, revenue generation, and expenditure management in the UT. The meeting also included a detailed discussion on infrastructure initiatives aimed at addressing the housing needs of govt employees. During the meeting, the finance secretary apprised that the ministry of finance (MoF) set specific targets for monthly revenue receipts and expenditure. Consequently, all departments were instructed to achieve these targets. Directions were issued to the administrative secretaries concerned to ensure strict adherence to these goals. The administrator also reviewed the present govt housing available for the employees of the Chandigarh administration. He directed the engineering department to ensure the timely and quality completion of the upgradation and renovation work of old govt housing units so that they can be allotted to employees without delay. The governor also reviewed various projects in the education and healthcare sectors. He was informed that the government school in Kajheri was complete, while the school in Karsan was at an advanced stage of completion. Sarangpur project is expected to be ready in the current year itself. The governor instructed that work on schools in Dhanas and Maloya should be started within this year. These institutions, located in the peripheral areas of Chandigarh, must be made functional at the earliest to ensure access to quality education for all. In the healthcare sector, the Mother and Child Care Centre at GMCH-32 and the MBBS hostel block in Sector 48, which are in progress, should also be completed within the timeline fixed. Additionally, the IT block is ready for use, and the girls' hostel in govt college, Sector 46, should also be completed within this year. The governor also emphasised the need to expedite the construction of the hostel block for Kurukshetra students at Punjab Engineering College, Chandigarh, and directed departments to speed up pending works to enable its use by the students. Recognising the growing demand for housing among UT employees, the administrator reiterated the need for swift construction of new housing units to meet accommodation requirements. In terms of police housing, it was noted that 240 houses for Chandigarh Police personnel were completed and will be handed over within the next three months. Kataria urged all departments to maintain momentum and adhere to project timelines so that essential infrastructure is delivered promptly and benefits reach the people without delay.

Nainital (Uttarakhand) [India], June 7 (ANI): Uttarakhand Chief Minister Pushkar Singh Dhami inaugurated and laid the foundation stone of 27 development projects of Nainital district worth about 126 crore 69 lakhs in a program organised at Lalkuan, Nainital on Saturday. These projects include schemes related to education, road, medical, irrigation, sewerage, urban development, beautification and destitute cow protection. During this, 9 schemes were inaugurated at a cost of 25.93 crores and foundation stone were laid for 18 schemes at a cost of 100.76 crores. The Chief Minister said in his address that these projects will strengthen the infrastructure of the area and provide better facilities to the citizens. Appreciating the nationwide development work being done under the leadership of Prime Minister Narendra Modi, he said that India is becoming a leader in every field including defence, science, sports and infrastructure today. He mentioned the changing power and resolve of the country, referring to 'Operation Sindoor', the abolition of Article 370 and the construction of a rail bridge in Kashmir. The Chief Minister said that in order to make Nainital district an ideal district, projects like Mental Hospital, Cancer Institute, Ayush Hospital, Open Gym, Ambedkar Park, Ring Road, Bypass Road, Astro Park, Pollinator Park and Sports University are being implemented rapidly. Waste Management and Sewerage Management schemes have been started to make Haldwani a clean and green city, while multi-storey parking is being constructed to overcome the problem of jam. Efforts like the Jamrani Multipurpose Dam Project and Industrial Smart City in Khurpiya will give long-term benefits to the Terai region. The Chief Minister said that the state government is fully committed not only to development but also to protect cultural identity and social harmony. Strict steps have been taken against conversion, love jihad, land jihad etc. Uttarakhand is the first state in the country to implement Uniform Civil Code and the country's strictest anti-copying law has also been implemented here. Concrete efforts are being made under the 'Gau Sanrakshan Kanoon' for the protection of cows.
