UAE, Dubai: The Ministry of Health and Prevention (MoHAP) has showcased the latest achievements of its flagship National Programme for Organ and Tissue Donation and Transplantation, 'Hayat," during the Abu Dhabi Global Health Week.
The international forum brought together global healthcare leaders, experts, and academics to strengthen collaboration, enhance care quality, and design comprehensive solutions for future health challenges.
As part of its strategic participation, MoHAP aimed to promote 'Hayat' programme as a regional and global model for ethical and effective organ donation systems. It also aimed to expand cross-border cooperation through regional organ exchange networks and highlight the UAE's progressive legal framework for transplantation—widely regarded as a scalable and ethically sound system.
Additionally, the Ministry sought to stimulate investment and innovation in transplantation technologies while presenting updated data and performance indicators that showcase the rapid progress of the 'Hayat' programme.
Regional leadership
While taking part in a session titled 'The New Era of Organ Transplantation,' held under the theme 'Longevity and Precision Health,' His Excellency Dr. Amin Hussain Al Amiri, Assistant Undersecretary of Health Regulations Sector at MoHAP, reaffirmed that the UAE will accelerate its efforts to become a regional and global hub in organ donation and transplantation.
'MoHAP together with its strategic partners, is committed to adopting the latest solutions that save lives and help develop health policies in line with international regulatory practices' He said, while emphasizing the need for cross-sector collaboration and public trust and ensuring alignment with World Health Organization (WHO) guidelines and best-in-class global standards.'
Results and achievements
Citing recent achievements, Dr. Al Amiri revealed a 20% year-on-year increase in organ donation rates, a rise attributed in part to the introduction of robotic transplant technologies in the country. In 2024, a total of 252 organs were successfully transplanted, a milestone that reflects both operational progress and increased public awareness about the 'Hayat' programme.
Looking ahead, he outlined a comprehensive development roadmap for the UAE's transplant ecosystem. Key initiatives include mandatory reporting of potential organ donation cases across all hospitals and implementing a performance-based hospital classification system using monthly scorecards. This is in addition to scaling up digital registration and public awareness campaigns to boost community participation as well as expanding health insurance coverage for transplant procedures to ease financial barriers for patients.
Dr. Al Amiri concluded by reaffirming the importance of strengthening collaboration with the WHO and leading international transplant organisations, noting that a unified global approach is essential to building a healthier, more equitable future.
Discussion topics
The session explored the rapid evolution of organ transplantation in the region, addressing regulatory reforms, cross-border collaboration, and medical innovation. Speakers stressed the importance of aligning with World Health Organisation recommendations, noting that the UAE's integration of global best practices into national health legislation has contributed to establishing flexible, ethical, and responsive transplant systems.
Discussions also touched on the latest developments in complex and multi-organ transplantation, as well as the growing use of technologies such as robot-assisted procedures.
The session also addressed the role of regional and international partnerships in building integrated transplant services, highlighting the need for capacity building—starting with medical specialists and logistics infrastructure—as a cornerstone for future progress. Rising demand and continued innovation in multi-organ and robotic transplantation are set to redefine the landscape of advanced healthcare delivery in the years ahead.

UAE's midday break for outdoor work begins June 15
The annual mid-day break, which restricts outdoor work between 12:30 pm and 3:00 pm, will come into force on June 15, the Ministry of Human Resources and Emiratisation (MoHRE) announced. It will end on September 15, the ministry added. The summer mid-day break is now in its 21st year, and is part of the UAE's efforts to provide a safe work environment during the summer months. Workers must have access to shaded areas during off-duty periods that has cooling equipment such as fans, sufficient access to drinking water and first-aid kits. Those caught violating the rule will be fined AED5,000 for each person found working during the break hours and up to a maximum of AED50,000 if the case involves multiple workers. Exceptions will apply to work that demands continuity, like asphalt mix laying and concrete pouring, and repair work that concern interruptions to water supply lines, power outages, traffic disruptions and other essential services. The exception also includes work that require a permit from a competent government authority due to their impact on traffic and public life. Mohsen Al Nasi, Assistant Undersecretary for Inspection and Compliance Sector at the Ministry, said regular field visits will be conducted to check if companies are following the rules. UAE to implement Midday Break for 21st consecutive year from June 15 to Sept.15, 2025
The Ministry of Human Resources and Emiratisation (MoHRE) has announced the implementation of the Midday Break, prohibiting work under direct sunlight and in open-air spaces between 12:30 pm and 3:00 pm, from 15 June to 15 September 2025. Now in its 21st consecutive year, the Midday Break is rooted in a sustainability-centred approach that the UAE implements in line with its commitment to providing a safe working environment as per international best practices and occupational health and safety standards, protecting workers from injuries and illnesses caused by working in high temperatures during the summer months. Under the terms of the Midday Break, companies are required to provide necessary supplies and arrangements, including shaded areas to protect workers from the sun during the break or while performing permitted tasks. They must also ensure appropriate cooling equipment is available, such as fans, adequate quantities of drinking water, and hydration supplements like electrolytes as approved for use by local authorities, along with other amenities and first-aid supplies at the Midday Break regulations take into account the need for continuity in certain types of work that serve public interests. Exemptions apply to tasks that must continue uninterrupted for technical reasons, such as laying asphalt or pouring concrete when it is unfeasible to complete these activities after the exclusions include work required to address hazards or repair issues that impact the community, such as disruptions to water or electricity supply, traffic congestion, and malfunctions in basic services. The exemption also covers activities that require a permit from a competent government authority due to their impact on public life and Ministry of Human Resources and Emiratisation works to assess the level of compliance with the Midday Break requirements among companies, using its monitoring system throughout the duration of the initiative. This also highlights the high level of awareness regarding the need to protect human capital, the most valuable resource in any company, reflecting the commendable and people-centred nature of labour regulations and practices embraced in the UAE, especially with regards to occupational health and safety.' Al Nassi highlighted the Ministry's commitment to raise awareness among establishments and their workers about the importance of adhering to the provisions of the Midday Break through field visits by inspectors to workplaces and labour accommodations. This contributes to enhancing awareness of occupational health and safety requirements and protecting workers from heat-related illnesses. For her part, Dalal Alshehhi, Acting Assistant Undersecretary for Labour Protection at MoHRE, said, "The Midday Break has become a prime example of constructive partnerships between the Ministry of Human Resources and Emiratisation, the private sector, and the wider community, with many partners developing their own initiatives to support workers while the Midday Break is in effect,' Alshehhi added. "This reinforces the principle of social responsibility and ensures the success of our awareness strategies, further embedding humanitarian values in the UAE's work environment, which welcomes more than 200 nationalities to live, work, and invest, in line with the objectives of the 'We the UAE 2031' vision.' Alshehhi commended private sector establishments that have taken the initiative over recent years to provide fully equipped rest areas designed to ensure workers' utmost comfort during the daily Midday Break, demonstrating these establishments' strong commitment to ensuring workers' well-being before they resume their daily duties after the break. She urged all private sector establishments to adopt similar initiatives, which have a positive impact on workers' health and contribute to enhanced productivity. WAM
