Nigeria: Tax reform bill allows Sharia, customary laws to deal with section of inheritance, ACF urges NASS

The mouthpiece of the North Arewa Consultative Forum (ACF) has submitted a report containing comprehensive set of observations and recommendations to the National Assembly, saying Sharia, customary laws should be given jurisdiction on religious matter of inheritance.
It equally called for the expunging of section 4(3) of the tax reform bill.
This was contained in a statement issued by the National Publicity Secretary, Professor Tukur Muhammad Bab, and made available to newsmen in Kaduna on Monday.
The group called for the retention of the current 7.5% rate Value Added Tax(VAT) in view of the economic challenges facing Nigerians and their businesses.
The statement also said VAT on all agricultural equipment should be expunged, saying, and the words 'supply and supplies' in Chapter 6 (VAT), Part 1, Sections 143, 144, 145, and 147 of the Tax Administration Bill should be changed to 'consumption or consumptions'.
Also, ACF contended that the term 'derivation' needs to be clearly and unambiguously defined and its distribution should be based on consensus reached through consultation with states and local governments as well as the advice of the Revenue Mobilisation and Fiscal Commission (RMFC)
'All small towns and major cities should have their streets named and houses numbered to make taxpayers easily traceable,' it stated.
It also called for the reduction of the powers attributed to the Chief Executive Officer and Chairman of the Board of Directors/Governance of the Joint Revenue Board as the proposed provisions amount to attributing and concentrating almost absolute powers of supervision and accountability to a single person.
It, therefore, suggested, 'Six Executive Directors reflecting federal character must replace the proposed eight Coordinating Directors; the Executive Directors must be nominated by the President and confirmed by Senate;
ACF also called for the retention of TETFUND and NITD through re-couching Section 69 of the proposed Nigeria Tax Bill as a Development Levy to be shared with TETFUND, NITDA, NASENI, and the Education Loan Fund.
While calling for the replacement of the word 'ecclesiastical' with 'religious' throughout the Bills, ACF noted that 'Section 4(3) of the Tax Bill should be expunged and the matter left to the jurisdiction of Sharia and customary laws.
'The Bills must allow for records of account and preparation of tax returns in local, and not just the English, languages,' it stressed.

The National Directorate of Employment has announced plans to train 3,650 residents of Katsina State in various skills under the Renewed Hope Employment Initiative. This programme targets individuals from diverse backgrounds, including school leavers, women, tertiary graduates, retirees, and persons with disabilities, providing training in vocational skills development, small-scale enterprises, rural employment promotion, special public works, and ICT and digital skills. The federal government's focus on practical learning is evident in the restructuring of the TVET curriculum, with 80% now dedicated to hands-on training and only 20% to theoretical learning. This shift aims to align Nigeria's education system with the needs of its youthful population, 70% of which is under the age of 30.

The Egyptian Tax Authority (ETA) said it was reacting to media reports that it intends to raise value added rates and abolish exemptions on taxes on basic food commodities. ETA said in a statement published on Tuesday that it is not considering any new taxes that could increase food prices that will increase the burden on citizens. 'The Tax Authority emphasises that supporting the national economy is a top priority for the state, which is primarily based on achieving sustainable economic and social development and providing a strong social safety network,' the statement said. 'This commitment is evident in the stability of the current tax policy and the absence of any plan or intention by the Authority to impose new tax increases, whether income taxes or the general rate of value-added tax,' it added. ETA said it remains 'fully' committed to enhancing tax policy stability, with the aim of supporting government efforts to attract more investments and stimulate growth. 'ETA wants to emphasise the importance of protecting the interests of taxpayers as well as vulnerable groups and low-income groups,' the statement said. 'In this context, the Authority categorically denies reports circulating in some media outlets regarding any intention to increase the general value-added tax rate or cancel exemptions for basic food commodities," it said. US administration launches federal probe into Muslim housing development in Texas

The US Department of Justice has launched a federal civil rights investigation into a planned Muslim-friendly housing development in Texas, according to Republican Senator John Cornyn. Cornyn requested a federal investigation into the housing development, citing concerns about 'religious discrimination' and 'sharia law' in Texas. He announced in a post on X on Friday that attorney general Pam Bondi had notified him that an investigation was launched on 9 May. 'Attorney General Pam Bondi] notified me that [Department of Justice] is opening an investigation in response to my request into the proposed EPIC City development in North TX. Religious discrimination and Sharia Law have no home in Texas. Any violations of federal law must be swiftly prosecuted, and I know under [President Trump's] administration, they will be. The maelstrom around the proposed housing development did not start with Cornyn and may be part of a political campaign to win voters. Texas Governor Greg Abbott launched the initial salvo in February when he posted on X: "Sharia law is not allowed in Texas." Abbott amplified the message, characterising Muslim families building homes as a threat to be taken seriously. A month later, on 25 March, Texas attorney general Ken Paxton followed suit, launching a formal investigation into the development dubbed "Epic City" and demanding records from its developers and local officials. Though framed as a routine legal step, the inquiry targeted supposed violations of state law, despite no evidence of illegality or any attempt to establish a parallel legal system. That did not stop Texas officials from invoking national security language to criminalise what is, in essence, a housing development. Shortly after, Abbott escalated matters further, instructing the developers to confirm within seven days that they would immediately cease any construction of their "illegal project". Two weeks later, on 8 April, Paxton announced his bid to unseat Cornyn. The very next day, Cornyn called on the Department of Justice to investigate the project, echoing the same narrative of preventing "religious discrimination". Both men seized on the same Muslim-led housing project to outflank each other in a hardline race to the right, with the presence of Muslims being portrayed not as a right to be protected, but as a threat to be investigated, critics say. What is Epic City? The proposed housing development in question is being spearheaded by the East Plano Islamic Center (Epic), a mosque 30 miles northeast of Dallas. The development would include hundreds of homes, a faith-based school, a community college, and assisted living for the elderly. Epic describes itself on its website as 'a multi-ethnic, multi-racial, multi-lingual, non-sectarian, diverse, and open community committed to full and equal participation and involvement of men and women'. Dan Cogdell, an attorney for Epic City who defended Paxton in his 2023 impeachment trial when he was acquitted by the state senate, told NBC 5 Dallas-Fort Worth that the developers have 'done nothing illegal and we will cooperate fully with all investigations - regardless of how misguided and unnecessary they are.' The state investigations include whether the development is violating financial and fair housing laws and whether the mosque has conducted illegal funerals. Cogdell has said there would not be this much concern if the development were planned around a church or temple. The attacks on the project about Islamic law and other claims 'are not only completely without merit and totally misleading, but they are dangerous as well,' Cogdell said Friday. 'These folks are US citizens, law-abiding and Texans,' NBC 5 Dallas-Fort Worth reported. The Justice Department did not respond to a request for comment or confirm Cornyn's announcement by the time of publication.
