Japan to set up minister-level meeting to address rice supplies

TOKYO – Japan will set up a minister-level meeting as early as this week to address the supply of rice, Prime Minister Shigeru Ishiba said in Parliament on June 2, as the government seeks to stabilise the price of the nation's staple grain and quell public anger ahead of a summer election. The government released a further 300,000 metric tons of stockpiled rice last week in a bid to bring down prices, which have doubled in the past year. The move came as households struggle with inflation less than two months before an Upper House election that could punish a minority government already on the back foot after an underwhelming performance in 2024's general vote. 'With rice costing twice as much – even 2.5 times as much in some regions – as last year, it's very important to steady that and stabilize the market,' Agriculture Minister Shinjiro Koizumi said in the same parliamentary session on June 2. Retailers including Aeon Co Ltd and Pan Pacific International Holdings Corp, the parent company of popular discount store Don Quijote, started selling the stockpiled rice over the weekend, according to statements from both companies. Aeon priced its 5kg bag at just under ¥2,000 (S$17.97) before tax, well below the ¥4,200 per bag average consumers are seeing at storefronts. The government auctioned off batches of stockpiled rice starting in February, but prices have continued to hit record highs. Mr Koizumi announced last week that the most recent release would be sold at a fixed price instead of auctioned, and bypass the usual supply chain, which includes rice collection agencies and wholesalers. Japan pauses stockpile sales as retailers snap up rice

The rush to snap up the reserves usually stored for natural disasters comes as the government tries to assuage the impact of inflation on households. PHOTO: AFP TOKYO – Japan paused its sale of rice reserves after seeing a fast response from retailers, in a positive sign for the government's efforts to temper soaring rice prices and ease consumers' cost-of-living concerns ahead of an election this summer. Major players including Rakuten Group and Pan Pacific International Holdings, the parent company of popular discount store Don Quijote, were among the some 70 retailers to secure a portion of the 200,000 metric tons of the staple grain on sale on May 27, according to the Ministry of Agriculture. The rush to snap up the reserves usually stored for natural disasters comes as the government tries to assuage the impact of inflation on households, which have seen rice prices nearly double over the past year, ahead of an upper house election that could be punishing for Mr Shigeru Ishiba's minority government. Agriculture Minister Shinjiro Koizumi told reporters late on May 27 that he was 'very grateful' for the response and the speed at which retailers bought up the rice, adding that he hoped the next round of sales could start on May 30. The government is set to unload a total of 300,000 tons of stockpiled rice with a fixed wholesale price of about 10,000 yen (S$89) per 60kg, instead of auctioning it as had been done in earlier reserve releases. Mr Koizumi has said that he hoped selling directly to retailers at a set price would halve the current rice price for consumers of more than 4,000 yen per 5kg to around 2,000 yen. Japan pledges to cut rice price with direct sales to retailers

TOKYO: Japan's new farm minister said on Monday (May 26) the country's embattled government would release reserve rice directly to large retailers in an attempt to bring down prices for consumers after the recent spike. The cost of the staple has soared in recent months, creating a major headache for Japan's unpopular leadership ahead of upper house elections due in July. Farm Minister Shinjiro Koizumi said the strategy in recent months of auctioning rice from the government's strategic reserve had failed to reduce prices in stores. Officials have therefore "decided to sell it in voluntary contracts" to "large retailers, who treat 10,000 tonnes of rice annually", Koizumi, the son of former premier Junichiro Koizumi, said. This rice will hit shelves "in early June at the earliest", and the volume of rice the government will release this time - 300,000 tonnes - will be expanded if demand is strong, he added. Koizumi's predecessor, Taku Eto, resigned last week after saying he never buys rice because he gets it free, sparking public fury. Data on Friday showed rice prices rocketed an eye-watering 98.4 per cent year-on-year in April, slightly more than the previous month's increase. Factors behind the rice shortfall include poor harvests caused by hot weather in 2023 and panic-buying prompted by a "megaquake" warning last year.
