Road closures, traffic disruptions as protest rages in Diepkloof

As the new working week begins, road closures and traffic disruptions are occurring in Diepkloof, Johannesburg.
The Johannesburg Metropolitan Police Department (JMPD) has urged motorists to be aware of the ongoing traffic disruptions caused by protest action at the Diepkloof Interchange in Diepkloof on Monday.
Traffic delays
JMPD spokesperson Xolani Fihla warned that severe traffic delays are being experienced and are expected to worsen in the vicinity of the Diepkloof Interchange and surrounding areas due to ongoing road closures.
The following roads are closed:
N12 Eastbound and Westbound at the split with the N1.
N1 Northbound and Southbound at the split with the N12
'Dangerous driving conditions persist near the Diepkloof Interchange due to vehicles making U-turns and travelling against the flow of traffic. Exercise extreme caution in this area.'

Looting
Fihla said the JMPD is attending to reports of protests, and there are further reports of truck looting.
'Motorists are strongly advised to avoid the Diepkloof Interchange completely. Consider using alternative routes such as Rand Show Road and Golden Highway to avoid the Diepkloof Interchange.
'Please note that these alternative routes are also likely to experience increased traffic volume and delays. Plan your journey accordingly and allow for extra travel time,' Fihla said.

EFF VAT march
Meanwhile, the EFF is expected to hold will what it calls 'a VAT victory march' in Pretoria on Monday morning.
The march is set to begin at the Union Buildings and proceed to the National Treasury.
It takes place a day before Finance Minister Enoch Godongwana tables his third Budget for this year in Cape Town, Western Cape.
'This marks a decisive victory for the people of South Africa, particularly the poor, the working class, and the unemployed, who would have borne the heaviest burden of such an unjust measure. Having defeated the VAT hike, we now intensify the struggle against student debt and austerity,' the EFF said.

POLOKWANE – Limpopo Legislature Speaker Dr Makoma Makurupetje has denied allegations of extravagant spending after media reports claimed that over R6m in public money was used to procure two luxury vehicles – one apparently for her personal use. In response to the claims, Makurupetje has called for a full investigation into the legislature's vehicle procurement practices. She rejected reports suggesting she bypassed National Treasury guidelines, which cap the cost of official vehicles at R1.2m. 'I was really shocked to hear that a vehicle was bought for me, and I deny the R6.5m expenditure,' she said. Makurupetje clarified that upon assuming office in June, the official vehicle used by her predecessor had already exceeded its mileage limit, and the deputy speaker's vehicle had been involved in an accident. As a result, a procurement process for new vehicles was already underway before she and her deputy took office. She disclosed that the vehicle assigned to her cost R1.4m, while a Mercedes-Benz purchased for the deputy speaker cost R1.5m. Although both figures exceed the Treasury cap, she explained that the purchases fall under the Financial Management of Parliament and Provincial Legislatures Act of 2009 and not the Public Finance Management Act (PFMA), which applies to other government entities. He emphasised that the adjustment is necessary to address fiscal challenges, especially after the government scrapped a proposed VAT increase earlier this year. Since the South African government's decision to increase the GFL, widespread concern has arisen among motorists, industry stakeholders, and opposition parties. The Automobile Association (AA) has expressed strong opposition to the levy increase, warning of its immediate and far-reaching consequences. 'This levy adjustment comes at a time when South Africans are already contending with high food prices, elevated interest rates, increased electricity tariffs, and persistently high unemployment,' the AA stated. Members of Parliament from various parties argued that the fuel levy increase is a regressive tax that disproportionately affects lower-income households. They accused the National Treasury of replacing the scrapped VAT hike with the fuel levy increase without considering alternative revenue proposals, such as wealth taxes. In response to the backlash, the National Treasury clarified that the fuel levy increase is in line with expected inflation of around 4% and is not intended to replace the VAT increase. Chris Axelson, the acting head of tax and financial sector policy at the Treasury, stated that the fuel levy adjustment is expected to generate approximately R4b, significantly less than the R75b anticipated from the proposed VAT hike.
