Bhubaneswar/Rourkela/Keonjhar: An explosives trader and his driver were arrested in Rourkela on Tuesday for illegal operations, with local police simultaneously inspecting explosives storage facilities in Keonjhar district. Shravan Agrawal (42) and his driver Birsa Samad alias Ishak Samad (30), who were arrested in Rourkela, do not have any links with Maoists, police said. "Agrawal is accused of selling explosives to unlicensed persons, preparing fake invoices, fudging stock registers and facilitating illegal storage. We have so far not found his link with Naxals," SP (Rourkela), Nitesh Wadhwani, told TOI. The arrests occurred after cops found explosives materials in a truck near a petrol station on June 1, posing public safety risks. A second truck containing unauthorised explosives was seized on Tuesday. The accused were booked under sections 288 (negligent conduct with respect to explosive substance), 125 (endangering life or personal safety of others), 318(4) (cheating) of the BNS and section 4 and 5 of Explosives Substance Act. The seized trucks contained explosives, super electronic detonators, and various types of wires, used for blasting in mines and stone quarries. "Our investigation revealed Agrawal's involvement in illegal explosive distribution for profit, with four warehouses located in different areas of Bargaon in his name," another police officer said. DIG (western range), Brijesh Kumar Rai, said, "The accused not just supplied explosives to ineligible persons, but also violated the SOPs regarding the safe movement of explosives on roads. Following the loot of explosives in Sundargarh, police in Keonjhar district inspected all magazine explosives warehouses in mining-dominated Joda, Barbil, Champua, Bamebari, Rugudi, Bolani, Sadar, Ghatgaon, Soso and Daitari areas and checked their licences, safety measures and compliance of guidelines for storage. "An awareness meeting is going to be organised with the owners of all explosives warehouses in the district. Strict action will be taken against those who violate the rules," said SP (Kepnjhar), Nitin Kusalkar. Sources said districts like Sundargarh, Mayurbhanj and Keonjhar require substantial explosives due to extensive mining operations. Police are scrutinising storage facilities, transportation practices and documentation. "Frequent violations of safety protocols, with explosives transported improperly on motorcycles have come to the fore. Warehouses, typically situated half a km from village boundaries, often lack adequate security personnel," Santosh Nayak, a retired police officer, said.

Congress leader suggests ‘ceasefire with Maoists', BJP alleges ‘vote bank' politics
The Bharatiya Janata Party (BJP) accused the Congress of endorsing a call for a ceasefire with the banned CPI (Maoist) and said it has "exposed" the opposition party's 'double standards' on the issue of taking on the Naxal menace. The controversy erupted after a recent remark by Telangana Congress president B Mahesh Kumar Goud, who said that he would bring an appeal of a peace talk committee for a ceasefire with the CPI (Maoists) to the notice of chief minister A Revanth Reddy and also discuss the issue in the party's high-level committee. The BJP seized on the statement, with national spokesperson Shehzad Poonawalla accusing the Congress of supporting Maoist insurgents for 'vote bank politics.' Poonawalla also asked why the grand old party "always stands with enemies of India – from Naxals to Pakistan-based terrorists'. Ex-Maoist found dead in Hazaribagh open jail
A 30-year-old surrendered Maoist was found dead in a surrender inmates' open jail in Hazaribagh district. Jail authorities confirmed that the inmate — identified as Chhota Shyamlal Dehri, also known by the aliases Santu Dehri and Somlal Dehri — was found unresponsive inside his allotted cottage. Jail officials said that Dehri hailed from Dukhan Dehri village in Jharkhand's Dumka district. He had been transferred from Central Jail Dumka and entered the 'surrender prison' on February 9, 2021. He was facing trial in eight pending criminal cases related to Naxal activities. The incident came to light during the morning headcount when Dehri, who was lodged in Ward No. D, did not respond to calls from prison staff. Jail Superintendent Jitendra Kumar told The Indian Express that the deceased was an unmarried man from Dumka district and had been living alone in one of the 100 cottages meant for surrendered Naxals. 'Each inmate is given an individual unit that includes a room, a kitchen, and a bathroom. This isn't a typical prison, but a rehabilitation facility for surrendered cadres.' He had reportedly surrendered on April 22, 2020, after initially joining the banned outfit due to a land dispute in his village. 'He joined the Naxal outfit hoping they would help resolve his land issue, but when that didn't happen, he… surrendered,' Kumar said. Officials said the inmate had shown no signs of mental illness during his stay. 'He wasn't under any psychiatric care. Those with such issues are referred to Ranchi for treatment,' Kumar said. However, another official said, 'We don't have a trained counsellor in this jail, and honestly, most prisons across the country don't. There's a serious staff crunch. Sometimes NGOs conduct small sessions, but nothing is regular or institutionalised.' One fellow inmate also said that the deceased occasionally spoke of stress over unresolved land disputes. Official information said no suicide incidents were reported in the Hazaribagh Open Jail in recent years. However, in the last two to three months, four such cases have occurred in jails across the state. These were reported to the National Human Rights Commission (NHRC).
