Climate change impacts were 'keenly felt' in 2024: KMA administrator
South Korea's nationwide average temperatures reached up to 14.5 degrees Celsius in 2024, making it the warmest year since 1973, according to the Korea Meteorological Administration's annual climate report released Tuesday.
According to the KMA's report, Korea saw 103.6 abnormally warm days based on daily low records and 76.7 abnormally warm days based on daily high records. Abnormally warm days, as defined by the KMA, refer to a day when daily low and high temperatures fall within the top 10 percent of historical averages for that time of year.
The average summer temperature was 25.6 C, marking summer 2024 the hottest since 1973. Based on average summer temperature records, it was also 1.9 C higher compared to previous years. A high number of tropical nights – referring to overnight temperatures remaining at or above 25 C from 6:01 p.m. to 9 a.m. the following day – were also observed at 20.2 days, which was 3.1 times higher than previous years.
Summer also lasted much longer in 2024, with abnormally warm temperatures recorded into September. That month, Korea saw 19.7 abnormally warm days based on daily lows, while 16.9 abnormally warm days were observed based on daily highs. During the Chuseok holiday, or Korea's mid-autumn festival, all parts of Seoul were put under a heat wave warning, the latest warning ever issued in the capital city since the heat warning system was introduced in 2008.
Such findings regarding abnormally warm temperatures were not just made by Korea's weather agency. The World Meteorological Organization also commented on its recently published report, 'Significant Weather and Climate Events 2024,' stating, 'South Korea experienced the hottest summer in 2024.'
Prolonged high temperatures, triggering heat waves and tropical nights, also caused great damage to crops, as up to 3,477 hectares of farmland and 17,732 hectares of rice paddies were damaged. By region, the most severely affected areas were the North and South Jeolla provinces and South Chungcheong Province, with reported damages of up to 3,098 hectares, 9,261 hectares and 2,979 hectares, respectively.
Additionally, up to 3,704 cases of heat-related illnesses were also reported from May 20 to September 30, a 31.4 percent increase compared to the reports made in 2023.
Due to high temperatures, the surrounding seas of Korea were also unusually warm.
The average sea surface temperature in 2024 reached 17.8 C in Korea, the highest it has been in the past 10 years from 2015 to 2024. Additionally, the number of days that saw abnormally high sea temperatures was recorded at 182.1 days, which was 3.6 times higher than the 10-year average of 50.4 days.
Such high sea surface temperatures prolonged into winter, triggering heavy snowfall in November as cold air passed over unusually warm waters of the West Sea. In November 2024, unusually heavy snowfall was observed, particularly focused in the Greater Seoul area and Gangwon Province, with some regions seeing accumulated snowfall of up to 40 centimeters over three days.
According to the KMA, the number of heat wave days has generally increased while the number of cold wave days has decreased, observing climate records between 1973 and 2024.
With 2024 being Korea's hottest year, KMA Administrator Chang Dong-eon regarded last year as a year when the impacts of 'climate change were keenly felt.'
'The KMA will continue to accurately analyze the scientific causes of climate change and extreme weather patterns to provide timely information to government agencies, industries and the public to safeguard the people's lives and their safety,' Chang continued.

1st monsoon rain to fall over Jeju Island on Thursday

Jeju Island is expected to witness the start of this year's monsoon on Thursday, with the rain expanding northward until Saturday, according to the Korea Meteorological Administration, Wednesday. Starting early Thursday, rain is expected on Jeju Island due to a stationary front situated south of the region. According to the KMA, the front formed under the influence of Typhoon Utip, the first typhoon of the summer, as it moved northward along the western coast of the Philippines toward southern parts of China. The state weather agency expects the North Pacific high-pressure system to expand westward, pushing the stationary front northward to trigger Jeju Island's first monsoon rain of the season. This year's monsoon season is projected to have an earlier start, with Jeju Island normally seeing monsoon rain around June 19, on average. If weather conditions persist, this year's monsoon rain will come a week earlier than usual and would mark the third earliest monsoon season on record, following records set in 2020 and 2011 on June 10 and in 1998 on June 12. On Thursday, the stationary front is expected to move eastward, while hot and humid air from the east of the Philippines will flow into the Korean Peninsula along the edge of the North Pacific high-pressure system. This will bring heavy rain of up to 60 millimeters to Jeju, and up to 40 mm of rain to South Jeolla Province and South Gyeongsang Province. Rain clouds will also expand toward North Jeolla Province and the southern parts of North Gyeongsang Province by late morning, bringing close to 5 to 20 mm of rain. By the afternoon, North Chungcheong Province as well as northern parts of North Gyeongsang Province can also expect to see rain, ranging between 5 to 10 mm. The KMA added that rain clouds will spread to most regions nationwide, including the greater Seoul region and Gangwon Province, by Friday, before clearing up later that night. Despite widespread rainfall, KMA meteorologist Gong Sang-min added that this week's rain is unlikely to mark the official start of monsoon season for other parts of Korea other than Jeju. This is because rain must be triggered by a stationary front to be considered monsoon rain, not simply from other systems. Though subject to changes, heavy rainfall is also expected to fall nationwide from Sunday to Monday, due to the clash between humid air flowing in from the south and a cold air mass moving down from the north.

K-eco bolsters flood response for small-scale sewage facilities

The Korea Environment Corporation conducted a flood response drill on May 27 to prepare for potential flooding at small-scale sewage treatment plants, ahead of the anticipated summer monsoon season. The drill was part of K-eco's 'Integrated Water Disaster Response Support System' initiative, aiming to minimize environmental damage and ensure stable sewage services by strengthening pre- and post-disaster protocols against flooding. Small-scale sewage treatment facilities, which handle less than 500 cubic meters of wastewater per day, are often uncrewed and are considered particularly vulnerable to natural disasters. According to the Korea Meteorological Administration, South Korea has seen rainfall exceeding 100 millimeters per hour more often over recent years, with heavy rain anticipated once again this summer. At the Saetmal small-scale sewage treatment facility in Gapyeong-gun, Gyeonggi Province, the simulation addressed torrential rain that would cause power outages, equipment shutdowns and wastewater leaks — events that could compromise local water quality and public safety. Around 20 officials — from K-eco, the Gapyeong-gun government and the facility's private operator, Phinix — took part in the joint drill, which involved emergency drainage exercises using submersible pumps, power supply restoration with backup generators and flood monitoring via drones. In addition to such drills, K-eco also plans to carry out preinspections in coordination with regional environmental offices of flood-prone regions throughout the summer as part of its annual preparation measures. 'With the growing risk of water-related disasters caused by abnormal weather events such as typhoons and heavy rainfall, strengthening our response capabilities has become essential,' said Ahn Byung-yong, director of K-eco's Water Environment Division and head of the disaster response task force. 'K-eco will continue to lead preparedness efforts for water disasters across all stages — from prevention to recovery.'

Mangjong, one of the 24 seasonal markers on the lunar calendar that heralds the grain-sowing period, fell on Thursday, signaling the onset of summer as daytime temperatures exceeded 25 degrees Celsius in most parts of the country. In Seoul, temperatures reached a high of 27 degrees Celsius, while some cities, such as Daegu and Gangneung, Gangwon Province, saw the mercury rise above 30 degrees. Under the scorching sun, many used parasols and hats to stay cool, while families gathered at park fountains to escape the heat. The Korea Meteorological Administration has forecast a 40 percent chance of above-average temperatures in June, citing warmer-than-usual sea surface temperatures in the tropical western Pacific as one reason.
