A sound system has been banned from Notting Hill Carnival after a man at the venue had a bottle smashed over his head and was left on the street.Kensington and Chelsea Council said it had no choice but to revoke Volcano Sound System's licence after the reveller suffered "deep lacerations" to his neck, head, legs and hand during last year's celebrations.The authority called the decision "proportionate and appropriate" after the Met Police raised concerns about letting the venue operate again this year.The council said the carnival should safe for everybody, the Local Democracy Reporting Service reported.
According to documents shared with the council, the bottle incident took place when a drunken party-goer was refused entry to a VIP area by an employee.The Met said nobody at the club called the police or ambulance service, and criticised Volcano manager Courtney White's handling of the matter as "completely unacceptable".Mr White said it was "unfortunate" the police had requested a licence review after what he said was a decade of safely delivering a sound system experience.But the council committee said Volcano, which had operated at the festival since 2008, failed to protect an intoxicated and clearly vulnerable person who had been seriously assaulted on the premises.It said the venue breached a number of its licensing conditions, including ensuring security staff were clearly identifiable.
'Deflected his responsibility'
Volcano staff and Mr White, the committee said, showed no consideration for the victim's vulnerability and made no effort to tell police or ambulance services about what had happened.It said nobody approached police to explain the situation once they arrived and that Mr White did not appreciate his responsibility to run his premises safely.The decision read: "At times during the hearing, the premises licence holder seemed to deflect his responsibility by stating that his security team did not follow his instructions and that the Metropolitan Police did not provide him with enough support."It said the police had explained their role was more reactive whereas the premises licence holder should be proactive.This was a summary decision, and Volcano cannot appeal until a full decision is handed down.Mr White, who claimed a person involved in the assault wearing a Volcano T-shirt had bought it and was not a staff member, said they would stop selling branded clothing to aid in identification. He also pledged to train staff and volunteers "via a reputable training provider" and increase the number of welfare stewards.

In separate social media posts, White and far right thug Tommy Robinson backed a Glasgow rally in September last year which was widely feared to be a magnet for extremism. Robinson said of the demo: 'The British are rising.' Above a 'stop the boats' image, White wrote: 'Looking forward to joining fellow Glaswegian in George make our voices heard. Stand up and be counted.' Reform UK's by-election campaign has been marred by allegations of racism against Scottish Labour leader Anas Sarwar. They put out an online ad claiming Sarwar would 'prioritise' Pakistani communities, a claim the Scottish Labour leader said was 'blatantly racist'. White could not be reached. The by-election is on June 5th.

DCI White speaks out on early intervention to protect vulnerable people from harm which is part of the force's Violence Against Women and Girls strategy As the Detective Chief Inspector for Lothian and Scottish Borders Division, I want to use this week's column to discuss some of the current workstreams we are involved in to safeguard communities against various types of public protection-related offences. Prevention and early intervention to protect vulnerable people from harm is at the root of what we aim to achieve and as part of our Violence Against Women and Girls strategy, we are working alongside colleagues within Education to provide information on a range of issues to pupils at schools throughout the Division. ‌ We recognise the importance of educating children and young people on healthy relationships, consent, and online safety to prevent the development of harmful attitudes and behaviours. ‌ In the coming weeks, we will be looking to develop our work with P7 leavers and our young people starting high school to support the inputs they receive in class time in terms of relationships, sexual health, and parenthood. To support these messages, School Link Officers will look to deliver additional inputs either in school setting or as part of the Risk Factory Centre trips, to reinforce healthy relationships and boundaries, understanding of consent, the various guises of domestic abuse and where our young people can go in terms of sign posting if they require help and support. Last month, some of our Detectives and Response officers attended a continuous development training event during National Stalking Awareness Week. This was designed to strengthen officer confidence and capability in identifying, investigating, and responding to stalking reports. Stalking can have serious and lasting effects on victims. It affects a person's quality of life, ability to live freely and in some cases can lead to significant harm or even death. Stalking behaviours can be subtle, manipulative, and disguised by perpetrators as legitimate or incidental actions on their part. Our officers heard case studies exploring patterns, behaviours, observing the real-life toll on victims from perpetrators as well as hearing from real life Police investigations which allowed us to share good practice and learning opportunities. ‌ It is essential that our officers are equipped to understand their responsibilities in respect of stalking, how to recognise the signs and maximise investigative opportunities in order to provide the best service we can to those impacted. Within Lothians and Scottish Borders Division, we benefit from positive working relationships with our partners across Health and support services and regularly receive third party reporting from survivors of sexual abuse who, for valid reasons, were not ready, or did not wish to contact Police at the time of an offence. NHS Sexual Assault Response Coordination Service (SARCS) is a dedicated NHS service which can offer healthcare and support in the days after an assault, if you are not ready to tell the Police or are unsure. Second Scot arrested in connection with death of teen in Leeds 'hit-and-run'

A second Scottish man has been arrested in connection with a fatal crash in England. Ashton Kitchen-White died after being struck by a red Ford Focus around 10.09pm on Middleton Ring Road near Beeston Park in Leeds on Friday. The car allegedly made off from the scene, leaving the 19-year-old to die at the roadside. Investigators issued an appeal for three men to come forward in connection with the incident. Regan Kemp, aged 26, from St Just, Penzance, and Liam Miller, aged 24, from Polbeth, West Lothian, were arrested after handing themselves in to police in their respective areas. Kemp has been charged with causing death by dangerous driving, while Miller remains in custody. West Yorkshire Police Ashton Kitchen-White West Yorkshire Police Both were expected to be returned to West Yorkshire for interview. Macauley Martin, 26, from Livingston, was arrested in connection with the incident following a police appeal and also remains in custody. Ashton's family described the teen as 'one in a million' who was set to begin studying at Leeds University. Their statement read: 'Ashton Kitchen-White was indeed one in a million. Loved by all his family and friends alike, and adored by his brother and two sisters. 'At 19, he was about to embark on his journey to become a doctor at Leeds University. He loved going to the gym and combat sports. 'We cannot express the sheer devastation we all feel. Although his life was cruelly taken from us he will always be remembered for the absolutely beautiful soul that he was. 'The family would like to thank everyone for their support and outpouring of love and ask that their privacy is respected at this difficult time.'
