Few places blend raw natural beauty with ambition quite like Ras Al Khaimah‭. ‬Along its 64km coastline‭, ‬the Arabian Gulf stretches‭ ‬in sweeping turquoise‭, ‬lapping against untouched shores‭. ‬Inland‭, ‬the terracotta dunes of Awafi roll endlessly under the desert‭ ‬sun‭, ‬just before the peaks of Jebel Jais and the Hajar Mountain range that adorns the small emirate's horizon‭.‬
‭ ‬For years‭, ‬RAK was seen as a quiet escape‭ ‬—‭ ‬less of a destination for business and more of a refuge from it‭. ‬But now‭, ‬the emirate is emerging as an investment powerhouse‭, ‬drawing global businesses‭, ‬luxury developers‭, ‬and major hospitality brands‭. ‬That shift isn't just anecdotal‭ ‬—‭ ‬it's backed by numbers‭. ‬In 2024‭, ‬the emirate saw a 12‭ ‬per cent increase in tourism revenues‭, ‬surpassing 1.28‭ ‬million visitors‭, ‬and‭ ‬it is on track to hit 3.5‭ ‬million annually by 2030‭. ‬With mega projects like the‭ $‬2.4‭ ‬billion Wynn Al Marjan Island‭, ‬investors have taken notice of the emirate as a new real estate nesting ground‭.‬
‭ ‬'It's like Dubai 15‭ ‬years ago‭,‬'‭ ‬said Marc von Grundherr‭, ‬director of Benham‭ & ‬Reeves‭, ‬a London-based real estate broker with offices scattered across the UK‭, ‬Southeast Asia‭, ‬and the GCC‭. ‬Benham‭ & ‬Reeves helps investors and its clients buy both corporate and residential properties primarily in London‭, ‬Dubai‭, ‬Abu Dhabi‭, ‬Tokyo‭, ‬and in Switzerland‭. ‬'We're like an advisory body as much as a real estate broker‭,‬'‭ ‬von Grundherr said‭. ‬Ras Al Khaimah has only recently entered the Benham‭ & ‬Reeves portfolio as a destination for buyers over the‭ ‬last nine months‭. ‬Von Grundherr has estimated that the company's investors in RAK currently account for around 7.3‭ ‬per cent across the board‭, ‬although this figure is up from 0‭ ‬per cent last year‭.‬
Von Grundherr sees Ras Al Khaimah as an emerging hotspot for overseas investors‭, ‬particularly for those priced out of Dubai's expensive real estate market‭. ‬According to a report by KAYinvest‭, ‬in the first three quarters of 2024‭, ‬real estate sales in RAK reached Dh11.95‭ ‬billion‭, ‬up 70‭ ‬per cent from the mere Dh3.84‭ ‬billion in 2020‭, ‬just four years prior‭. ‬'We think it's jumped very high up on the overseas purchases map because capital values are lower than they are in Dubai‭. ‬Rental yield‭, ‬we estimate‭, ‬is going to be very strong and there's not so much being built up there that we expect capital values to set and to hold well‭,‬'‭ ‬he says‭. ‬In other words‭, ‬RAK is becoming more attractive to international investors because not only are property prices lower‭ ‬than they are in Dubai‭, ‬but the market isn't oversaturated with new developments or intense corporate competition‭, ‬which helps keep property values stable‭. ‬Still‭, ‬real estate prices are projected to creep up by eight‭ ‬per cent this year‭.‬
‭ ‬'We're telling‭ [‬clients‭] ‬the casino is coming and that is why we think it's going to be a hotspot‭,‬'‭ ‬von Grundherr says‭. ‬Wynn Al Marjan Island‭, ‬located just under 80km away from the Dubai International Airport‭, ‬will not only house 1,542‭ ‬rooms for guests staying at the casino‭ ‬—‭ ‬it will also connect to a 15,000-square-metre shopping plaza‭. ‬The parent company Wynn Resorts‭, ‬headquartered in Las Vegas‭, ‬received the official gaming license for the RAK resort late last year‭, ‬making it the first in the UAE to get the greenlight from the General Commercial Gaming Regulatory Authority‭.‬
Von Grundherr believes there will be both tourists and residents from Dubai and other emirates who will want to go to Ras Al Khaimah on the weekend for the casino‭, ‬the nightlife‭, ‬and the Nikki Beach resort being developed by RAK Properties‭. ‬'To support this growth‭, ‬we are enhancing air connectivity to Ras Al Khaimah International Airport with direct flights from key source markets‭,‬'‭ ‬said Raki Phillips‭, ‬CEO of the Ras Al Khaimah Tourism Development Authority‭ (‬RAKTDA‭).‬

‭ ‬While investors are eyeing RAK's growing property market‭, ‬the surge in real estate is just one piece of the emirate's larger investment story‭. ‬Beyond hospitality‭, ‬businesses from various industries are setting up in RAK‭, ‬drawn by the low costs‭ ‬and investor-friendly policies offered through hubs like RAKEZ‭, ‬or Ras Al Khaimah Economic Zone‭, ‬which offers businesses a tax-free service to get a business license‭. ‬It caters to startups‭, ‬individuals‭, ‬small businesses‭, ‬and established corporations equally‭, ‬across various industries‭. ‬13,141‭ ‬new companies set up shop in the emirate last year‭, ‬up 66‭ ‬per cent from the previous year‭, ‬said Ramy Jallad‭, ‬RAKEZ Group CEO‭.‬
‭ ‬'Ras Al Khaimah's industrial sector contributes more than one-third of the emirate's GDP‭,‬'‭ ‬Jallad said‭. ‬The emirate is responsible for more than a quarter of the UAE's total manufacturing output‭, ‬solidifying its role as a key player in the country's industrial economy‭. ‬This industrial expansion is reflected in the growing presence of major international companies setting up‭ ‬operations in RAK‭. ‬Finnish company Peikko‭, ‬a global supplier of floor structures and precast construction materials‭, ‬recently announced it will increase its manufacturing capacities by up to 40‭ ‬per cent to meet regional demand‭. ‬Beyond construction and materials‭, ‬RAK is also making its mark in the food production sector‭. ‬Italfoods‭, ‬another US-based company specialising in Italian food products‭, ‬manufactures up to 60‭ ‬tonnes of cheese daily at its RAK facility‭, ‬catering to both local and international markets‭.‬

‭ ‬For as little as Dh6,000‭, ‬the RAKEZ provides a streamlined service for companies from any industry‭, ‬a pathway to apply for a business license‭. ‬Whether they're e-commerce startups‭, ‬packaging firms‭, ‬or global consultancies‭, ‬the RAKEZ services all industries‭. ‬It's not a hard sell either‭ ‬—‭ ‬Ras Al Khaimah offers some of the lowest business costs in the region‭, ‬with operating fees running 50‭ ‬per cent lower than the UAE average‭. ‬Companies also benefit from 0‭ ‬per cent corporate and personal income tax‭, ‬100‭ ‬per cent foreign ownership‭, ‬and full profit repatriation‭, ‬according to the investment authority‭.‬
‭ ‬As RAK's business scene grows‭, ‬so does its hospitality sector‭ ‬—‭ ‬the business-friendly environment isn't just attracting corporations‭ ‬—‭ ‬it's also fuelling growth in tourism‭. ‬But which came first‭? ‬With luxury resorts and Wynn Al Marjan Island drawing both tourists and‭ ‬investors‭, ‬it's a chicken-or-egg moment where business and tourism fuel each other's rise‭. ‬While the casino's opening in 2027‭ ‬is expected to shake up the entire tourism scene in RAK‭, ‬the emirate already houses 56‭ ‬hotels and resorts‭. ‬In‭ ‬a statement‭, ‬Phillips said that the RAKTDA's goal is to have its tourism sector contribute to‭ ‬'one-third of the emirate's GDP and create over 20,000‭ ‬jobs by 2030'‭. ‬
Georgina Kelly‭, ‬founder‭ & ‬CEO of RAK Entrepreneurs‭, ‬runs a grassroots business network for local entrepreneurs to meet with one‭ ‬another‭, ‬trade‭, ‬and network‭. ‬' I wanted to make sure that we‭, ‬who are living and working here with our businesses‭, ‬get a bite of the cherry ourselves‭,‬'‭ ‬Kelly said‭. ‬Originally from Ireland‭, ‬Kelly has lived in Ras Al Khaimah for more than a decade‭.‬
‭ ‬'Ras Al Khaimah is run by small and medium sized businesses‭ (‬SMEs‭),‬'‭ ‬she said‭. ‬One of RAK Entrepreneurs Group's goals is to be a platform to connect SMEs with big corporations in charge of building massive developments and major infrastructure projects‭. ‬' I know a lot of people think that suddenly the dam has burst and Ras Al Khaimah is the place to be‭,‬'‭ ‬Kelly said‭, ‬but she argues‭ ‬ the foundations for a healthy business ecosystem have been put in place well over a decade‭. ‬However‭, ‬she argues‭, ‬when you have a‭ ‬big player like the casino‭, ‬it shows confidence in the RAK infrastructure and economy‭, ‬and that gives other people the faith to‭ ‬'dip their toe'‭ ‬in the market as well‭.‬
‭ ‬' I believe that they're going to be creating a couple of thousand jobs‭,‬'‭ ‬Kelly says about the upcoming casinos and beach resorts‭. ‬'Now those jobs‭, ‬those people in those jobs will need apartments to live in‭. ‬Those apartments will need to be furnished‭. ‬Those people‭, ‬whether they're single or married with children‭, ‬will need schools‭... ‬They'll need all kinds of stuff‭, ‬you know‭? ‬So there's going to be a knock-on effect from the top down‭.‬'
‭ ‬Benham‭ & ‬Reeves currently has a few active projects just near the casino and the Nikki Beach resort‭, ‬also set to open in 2027‭. ‬'It's a huge pull‭,‬'‭ ‬von Grundherr says about Wynn Al Marjan Island‭, ‬adding that about 10‭ ‬per cent of inquiries from individual investors are about‭ ‬Ras Al Khaimah‭. ‬People who want to invest in the UAE like the storyline and promise of growth fuelled by immigration‭. ‬'But then they also want to come in at lower capital values because they think there will be higher returns‭,‬'‭ ‬he said‭. ‬Benham‭ & ‬Reeves investors come from all over‭, ‬including China‭, ‬Singapore‭, ‬Hong Kong‭, ‬the UAE‭, ‬and the UK‭.‬
‭ ‬In terms of challenges‭, ‬Von Grundherr warns that foreign investors should be cautious when dealing with smaller developers due‭ ‬to potential restrictions‭. ‬'It's better to go with a long-term‭, ‬master developer rather than a smaller firm‭,‬'‭ ‬he says‭, ‬pointing to the track record of major players like Emaar and Nakheel as examples of stability in the UAE market‭. ‬While‭ ‬other emirates like Dubai and Abu Dhabi might have strong investor protections‭, ‬real estate laws and regulations in RAK are still developing‭. ‬
Despite the risks foreign investors may face in RAK's property‭, ‬industrial‭, ‬and corporate sectors‭, ‬the emirate's growing potential is impossible to overlook‭. ‬Investors looking for strong returns are taking notice‭ ‬—‭ ‬and for some‭, ‬like von Grundherr‭, ‬that interest has become personal‭. ‬'I'm an investor myself‭,‬'‭ ‬he says‭. ‬'I owned property in Dubai‭, ‬I sold it this year‭, ‬and I'm actively considering Ras Al Khaimah at the moment‭.‬'

Of all the losers from the Bank of England's decision to hold interest rates - which includes the 591,000 people currently on tracker mortgages, as well as those among the 7.1 million households on fixed rate mortgages who are scouting around for a new deal - the biggest loser of all could be one Rachel Reeves. The chancellor needs the British economy to start firing. Number 11 has very little headroom if it is to keep to Reeves' fiscal rules, which prohibit borrowing to fund day-to-day government spending, and avoid a tax-raising Budget in the autumn. Base rates at the current 4.25 per cent — described by the Bank as 'restrictive' — are throttling the growth that could ease the pressure, and provide some much needed assistance to businesses struggling under the weight of high financing costs, not to mention mortgage holders grappling with high costs. Three members of the rate-setting Monetary Policy Committee were sufficiently worried about the economy — and the prospect of inflation dipping below the Bank's 2 per cent target next year — to vote for an immediate cut. True, they were the usual suspects - dove-in-chief Swati Dhingra, an external MPC member, Alan Taylor, also an external member and the first Reeves appointment, and Dave Ramsden, one of the Bank's deputy governors. However, that all three of them combined to vote to defy market expectations and cut now, together with comments from governor Andrew Bailey after the decision was made public, have raised hopes that a cut could come in August. The City was previously betting on September as the more likely date. While even August may not come soon enough for Reeves, business groups would certainly cheer given the headaches created by higher taxes, rampant uncertainty and rising wages, especially at the bottom of the scale where those on the minimum wage have been granted a big raise. That is welcome. But we are starting to get to the level at which it's fair to at least debate how much further the floor can be raised before damaging the labour market and the wider economy, particularly given how shaky the latter currently is. Some companies have also clearly responded by squeezing those in roles that pay just above the minimum. The increase could thus be filed under the heading 'no good deed goes unpunished'. The unstable global picture, dominated by conflicts that look increasingly frightening, inevitably complicates the MPC's job. The outbreak of hostilities between Israel and Iran has already driven a sharp rise in the oil price, and a lesser, but still significant rise in natural gas prices. Pay close attention to the latter in particular, given the impact it could have on OfGem's next energy price cap, and the inflationary impact higher gas prices have caused in the past. Britain remains over-reliant on wholesale gas prices, a longstanding and vexatious problem that will not be fixed easily or quickly. The Bank said it was 'monitoring' the situation, but its rate-setters could easily find themselves caught between a rock and a hard place if the conflict damages the economy while also stoking inflation. Stagflation — a stalling economy, with high inflation and high interest rates — is the nightmare scenario. What really doesn't help matters is the unreliable data the Bank has been receiving from the Office for National Statistics (ONS), particularly the longstanding problems with its labour force survey. It also recently emerged that it got the April inflation number wrong. This represents a huge problem. If the labour market is weaker than the official numbers suggest, and wage settlements are lower, then there would be more scope to cut rates, to the economy's benefit. Recruitment firm Hays has seen its shares slump to a 14-year low as a result of a global slowdown in hiring, with its UK and Ireland division a notable weak sport. A 13 per cent decline in fees were forecast in the domestic market while the company expects a 9 per cent decline across the group as a whole. The ONS needs to fix its problems. It simply isn't good enough. As it is, the MPC is predicting a 'significant slowing' in wage settlements as a result of a looser jobs market, in which vacancies have been tumbling and unemployment rising: even though the MPC trotted out its usual line about taking a 'cautious' approach to cutting rates, while making clear that their path is not 'pre-determined', that is another hint that an August cut could be in the works. Immediate beneficiaries would be those looking to buy homes or remortgage their existing residences. Fixed-rated deals have risen recently because the markets reset their expectations of the pathway for rates. Another change in sentiment could improve deals again. Capital Economics, for one, thinks rates could fall to as low as 3.5 per cent, even with inflation not expected to move back towards the 2 per cent target until next year, with the current 3.4 per cent rate expected to peak at 37 per cent in September.

Rachel Reeves is to water down plans scrapping her non-dom tax rules amid concerns about the number of wealthy individuals deserting the UK. It must be true, because it's being repeated everywhere — complete with a bland, non-denial from the Treasury: 'The government will continue to work with stakeholders to ensure the new regime is internationally competitive and continues to focus on attracting the best talent and investment in the UK.' A key item under discussion is said to be the proposal to make non-doms' worldwide assets liable to inheritance tax, or IHT, including those held in foreign trusts. There is no doubt many rich people have gone. One analysis by Bloomberg puts the number of company directors who have left at 4,400 in the past year. Examination of Companies House filings shows departures were 75 per cent higher in April than in the same month last year. The worst affected sectors were finance, insurance and property, all of them popular with non-doms. In the most expensive areas of London, stories abound of shuttered mansions, and a knock-on effect across restaurants, hair and beauty salons, car firms and all the other ancillary services. The UK, once a favoured magnet for the world's billionaires and multi-millionaires, has fallen off its perch. A recent Oxford Economics survey found that 60 per cent of tax advisers expect more than 40 per cent of their non-dom clients to leave within two years of Reeves ending their beneficial status. With them will go their families, close staff - and their money. It was the latter that made previous governments, including Labour, seek to attract them in the first place. If they base themselves in Britain, they are more likely to spend and to invest here. That is why other nations are doing their level best to woo them. It's what the Treasury means when it refers to the new regime being 'internationally competitive'. What is bizarre and shaming is that this administration did not see it coming. Seemingly, ministers did not realise that non-doms would quit. They did not appreciate that, in today's world, rich people can move freely and easily and work from anywhere. Either they are guilty of extraordinary unworldliness, deluding themselves that wealthy foreigners would carry on living in the UK merely because they like it here - ignoring the effect on their finances; or they simply did not care, and allowed political ideology to prevail. Whatever the answer, they are now engaged in the sort of reversal and damage limitation exercise which is becoming all too familiar where this government is concerned. The question now is: will it be enough? Already, South Africa's richest self-made woman Magda Wierzycka, the billionaire behind UK venture capital fund Braavos, has stated she will shelve plans to leave should the chancellor U-turn on IHT: 'I would absolutely stay and it's not about protecting my money from the tax man. I pay all my taxes, but South Africa has foreign exchange controls and I don't know whether [my estate] would be able to pay the IHT bill under the current rules.' Whether others are so persuaded, and if Reeves does pull back entirely on IHT, remains to be seen. The problem for her and for Keir Starmer is that the tone has been set. Even if they do climb down, the feeling persists that this iteration of Labour (as opposed to that of Tony Blair, which famously declared it was 'intensely relaxed about people getting filthy rich') cannot abide well-off people. The purging of the non-doms followed a pattern. It joined VAT on private schools, the removal of the winter fuel allowance, hitting farmers with their own new IHT bills, and other measures, aimed at the more advantaged end of society.

Chancellor of the Exchequer Rachel Reeves admitted mistakes had been made during the government's difficult first year when she addressed a private meeting of the parliamentary Labour Party (PLP) after announcing her spending review. Her audience knew what she meant: her catastrophic decision on the pensioners' winter fuel allowance. Reeves was more honest in private than she is in public. Even after their spectacular U-turn, she and Keir Starmer insist last July's decision was right at the time. In her defence, the chancellor said Labour had been out of power for 14 years and in office for one — an admission, perhaps, that ministers must learn on the job. She won a good reception at the PLP for her £113bn boost to investment projects and her framing of her review, first made in The Independent, as "Labour's choices". But Reeves' plea for Labour MPs to "get out and sell" the spending programme in their constituencies landed badly with some in her audience. On Westminster's summer party circuit, they grumbled about a lack of salesmanship from both Reeves and Keir Starmer. These critics have a point. Neither the prime minister nor the chancellor is a natural storyteller. They sometimes look like technocratic automatons as they prioritise the "stability" they offered after Conservative chaos over their election-winning pitch of "change". Although the social democrat Reeves is more ideological than the arch-pragmatist Starmer, many Labour backbenchers complain she has become a prisoner of "Treasury orthodoxy". The double act of PM and chancellor works better when they complement each other. Tony Blair was a good communicator and Gordon Brown the brains behind New Labour's strategy and domestic policy. The relationship between David Cameron and George Osborne was similar, and without the corrosive personal tensions between Blair and Brown. Crucially, Blair and Cameron had a story to tell. Today, even some Starmer allies admit privately he has yet to articulate a coherent narrative about his and his government's purpose. However, ministers and Labour backbenchers sense the spending review marks the overdue start of such a process. They detect an important shift — from a technocratic approach towards Labour's traditional goal of social justice: the winter fuel U-turn, an extension of free school meals and a £39bn boost for affordable housing. The biggest symbol of this change of tack will be measures to combat child poverty in the autumn, likely to include lifting the two-child benefit cap. That would be a break with the opinion poll-driven approach of Morgan McSweeney, Starmer's chief of staff. Although the cap is supported by the public, sometimes politicians have to lead public opinion rather than merely follow it. Aides insist Starmer's pragmatism is an asset that gives him the flexibility to try different approaches if Plan A doesn't work and to correct mistakes. But the absence of an ideological anchor can be a liability. To see off the real threat from Nigel Farage, Labour will need more than attacks on Reform UK; it will require a positive vision based on Labour values to woo centre-left voters. A crusade against child poverty will unite the Labour Party, while welfare cuts divide it. Soft-left ministers have a spring in their step: "Things are moving in the right direction," one told me. Indeed, the spending review was not dictated by "Treasury orthodoxy" and the short-termism which often results in cutting investment projects to balance the books. Reeves addressed at least some of the long-term challenges facing the country. Labour's poor results in last month's local elections in England encouraged the rethink. They proved that caution isn't working. What is needed now is not old Labour but bold Labour. That will require more boldness and honesty on taxation. It's an open secret that, barring an economic miracle, Reeves will have to raise taxes in her autumn Budget. Significantly, she is not ruling it out, reverting to the formula Labour used before last year's election: there's nothing here (in the manifestospending review) requiring higher taxes. It's the politicians' old, disingenuous friend of "no plans" used before Reeves raised taxes by £40bn in her first Budget. Starmer and Reeves should prepare the ground now by making the case for higher taxes to deliver better public services and the higher defence spending needed in the dangerous new world of Donald Trump and Vladimir Putin. If they don't, the vacuum will be filled by months of damaging headlines predicting which taxes Reeves will raise - many of which will turn out to be wrong. If Starmer and Reeves don't make the case, a right-dominated press will blame the inevitable tax rises on Labour economic mismanagement. There is another story to tell. Although the public tend to prioritise avoiding tax increases over investing in public services, Labour can win the argument by exposing the fantasy economics of Reform and Tory plans to cut taxes and raise spending. Brown won such an argument when he raised national insurance to fund the NHS in 2002. Reeves' fiscal rules can provide the "stability" and tax rises the "change." Labour must deliver both. Ministers need to start the debate on tax and spending that the country should have had before last year's election. Now.
