NHAI calls for one agency to clean drains that flood Delhi-Gurgaon expressway

Gurgaon: Frustrated with the lack of a permanent solution to waterlogging on the Delhi-Gurgaon expressway, particularly near Narsinghpur, the National Highways Authority of India (NHAI) chairperson Santosh Kumar Yadav wrote to the
Haryana chief secretary
, Anurag Rastogi, urging him to appoint a single agency to handle drainage issues along the corridor.
In a letter to the state govt last week, NHAI pointed out how the multiplicity of agencies, such as NHAI, GMDA, MCG, district administration, and HSIIDC, led to poor coordination and shifting of responsibilities during the monsoon, severely affecting drainage management after every spell of rain.
It proposed that one local agency, either MCG, GMDA, or HSIIDC, be tasked with managing the drainage works in and around NH-8 during the monsoon to ensure accountability and avoid coordination hurdles.
"Despite regular discussions on various forums, no permanent solution has been effectuated to date by the local administration, which would solve the problem of waterlogging along NH-8, especially at Narsinghpur. As a result, we will have to revert to the deployment of pumps for discharging the water, which is not an efficient solution," the letter states.
NHAI assured that it will bear its share of the cost incurred by the designated agency for tackling the drainage issues.

In the past, GMDA blamed NHAI for not maintaining the surface drain along the Delhi-Gurgaon expressway, while NHAI pointed the finger at MCG for not being able to manage garbage disposal, which ends up in the drains, choking them. Similarly, GMDA officials said the responsibility for resolving the waterlogging issue on the highway lies with NHAI, but the latter blamed the local civic authorities for failing to provide an outfall for the surface drain.
"Year after year, we are stuck in the same situation with multiple agencies involved in the drainage management. To avoid such a scenario, the authority proposed that a single local agency should be appointed to handle the drainage management. We are ready to bear our share of the cost," said a senior official of NHAI.
The Narsinghpur stretch of NH-48 turns into a bottleneck during rains, with frequent waterlogging causing traffic snarls and pedestrian inconvenience.
While short-term measures, including the deployment of pumping machinery and installation of pipelines, were taken over the years to address the issue, the absence of a permanent solution is still lacking.
Last year, NHAI and GMDA jointly deployed 12 pumping machines on the Delhi side of the expressway. Earlier, GMDA planned to construct a 750-metre drain connecting the highway with the Badshapur drain, but the project remains stalled due to land hurdles. Subsequently, Haryana's chief secretary directed the district administration and HSIIDC to explore acquiring 1,750 square metres of land under the Disaster Management Act, 2005, to build a drain and address the persistent waterlogging problem on the expressway.

1 2 Nagpur: The National Highway Authority of India (NHAI), which had built an artificial island on the Nag river bed to accommodate heavy machinery for ongoing flyover works, has finally removed the island near Ashok Chowk, providing a clear path for water to flow. The artificial island was one of the major obstructions on the Nag river and reduced the width of the water body drastically. NHAI is currently building the Rs998 crore Indora to Dighori project as part of its two flyovers — Kamal Chowk to Reshimbagh Chowk, and Bhande Plot Square to Dighori — are being built. For the construction of the Kamal Chowk to Reshimbagh Chowk flyover, the NHAI is building a rotary at Ashok Chowk. For this purpose, they had built the island. The TOI had recently highlighted that there were multiple obstructions on the Nag river, including near Ashok Chowk, raising concerns about floods. NHAI sources confirmed that they have completely removed the island and cleaned all the sand from the river bed. "The artificial island was built as we needed to do multiple works at the spot. We built four piers on either side of the bridge for building an approach to the rotary. Now our work is also complete, and there is no need to work on the Nag river bed," said the official. Nagpur Municipal Corporation (NMC) had also instructed NHAI to remove the island as part of their flood mitigation measures and pre-monsoon preparations. NMC has also carried out the cleaning of nullahs and river bodies, including the Nag river, Pili river, and Pora river, across the city as part of their pre-monsoon preparations.

Gurugram civic body struggles to find agency to manage construction waste

GURUGRAM : MCG's search for securing an agency for managing the city's construction and demolition (C&D) waste collection and transport has failed to meet success so far. The corporation has issued a fresh tender recently for legacy C&D waste removal. In April, the corporation sought bids to remove 6 lakh metric tonnes of legacy waste from the city, attracting three bidders. However, none of these bidders satisfied the required eligibility conditions. According to an MCG official, the city produces around 1,500 to 2,000 tonnes of construction waste daily. As per the proposal, it is a Rs 9-crore project which mandates the use of GPS-equipped vehicles and the establishment of a dedicated helpline for the resolution of complaints within 48 hours. The agency hired would also need to submit their vehicles' registration details and fitness certificates before starting work. At present, the city relies on a single company that runs the Basai C&D waste processing facility , which collects construction waste within a 15-kilometre radius of the plant. The facility at Basai has a daily capacity to treat 300 MT of construction debris. The MCG has not been able to identify any contractor to handle construction waste collection beyond this range. In the last fiscal year, MCG allocated Rs 10 crore for C&D waste management in their budget. The corporation spent only 50% of it on construction waste management. This fiscal year, the civic body has allocated Rs 20 crore for the same. Councillor of Ward Number 9 Avneesh Raghav said, "The situation regarding construction debris scattered throughout the city is as concerning as municipal solid waste. Yet, there remains uncertainty about any initiatives to address the accumulated C&D waste from previous years." From old parts of the city to the Gurgaon-Faridabad road, the city has been struggling with unauthorised disposal of C&D waste. The councillors in April raised the issue with the MCG officials, requesting the establishment of zone-specific C&D waste processing facilities in the city. They demanded that dedicated collection and processing units be set up.
