PROGRESS 2025: Bluefield moving closer toward 400 block rebuild effort

bluefield — Work is expected to begin this summer on Bluefield's long-planned rebuild project for the city's 400 block.
Thrasher Engineering in Beckley was selected last December to complete the final design work for the 400 block rebuild plan, which was unveiled to the public on March 3.
The goal is to see work underway on the 400 block rebuild phase this summer, according to Bluefield Economic Development Authority Executive (BEDA) Director Jim Spencer.
'Summer is still the timeline,' Spencer, who is retiring in April as the BEDA director, said. 'That's our goal.'
The design plans were presented to city residents during an open house forum earlier this month.
Landscape architect Samuel Rich with the Thrasher Group in Beckley described the downtown concept to about 100 residents who attended that meeting on March 3.
'We have been tasked by the Bluefield Economic Development Authority to develop a concept plan for the redevelopment of the 400 block plaza here in downtown Bluefield,' Rich said. 'And a lot of this is focused on creating an events space or a mixed use green space for the downtown area that would be an aesthetic destination for visitors or residents of the area to utilize. It's kind of reactivating this whole downtown area by programing it with events which would take place on a weekly basis and special events on the weekends and also giving a place for downtown workers and residents to utilize a green space.'
'It will have a performance stage and restrooms as well as just a lot of unprogrammed green space that will be utilized as the seating during events or just a space to pass a Frisbee or hang out with your dog,' Rich said in describing the plans. 'We're wanting to program it so it can have events like a Christmas festival or other types of events like farmers markets or food festivals.'
The downtown square concept includes having food trucks or tour buses parked on Raleigh Street, which could be closed during events, Rich said.
The project's goals include downtown revitalization, encouraging private investment and creating a community and destination space, Spencer said.
'We're trying to create a new Bluefield, a new economy based off of our assets and things like that,' Spencer said.
Under the current plan, Scott Street, which is along the 400 block would be closed to make more space for the new square.
The project will take time to develop and will require additional funding, according to Bluefield Mayor Ron Martin.
The project's first phase, creating the green space landscaping, could begin within 12 months, Rich said. How long the project will take to complete will depend upon available funding. The project's total cost would be over $4 million.
Funding could come from federal, state and other sources, Martin told the crowd gathered at the March 3 public forum.
'We've got to get knocking on doors for money,' Martin said about the search for financing.
A number of abandoned structures along the 400 block, including the former JcPenney and Montgomery Ward buildings, were demolished last summer. The third and final phase of the project calls for a rebuild of the 400 block, which is now a largely flat and grassy area.
Spencer said the grass was planted last fall.
'It looks great,' Spencer said of the flat new section of the downtown. 'The grass is coming in real well. It has changed the whole look of the downtown.'
BEDA's goal is to use the new 400 block as an anchor and an attraction for other developments in the city's downtown.
For example, Spencer said several existing structures located near the 400 block, which are currently vacant, could be utilized by prospective businesses, including the former Elk and Landmark buildings, both of which are owned by the city of Bluefield.
The overall goal for the project is downtown revitalization, encouraging private investment and the creation of community and destination space.
'That's the three goals of this project,' Spencer said. 'Because with the concept we are doing here now other developers may be interested in other businesses around the 400 block. So this could be an anchor.'
The downtown abatement/demolition/rebuild project began in late 2023 with the removal of asbestos and other hazardous materials from seven vacant structures along the 400 block.
The demolition phase of the project began on February 26, 2024, as demolition crews tore into the brick walls of the old JcPenney building.
Contractors started at the top of each building and worked their way down. The last building to come down was the eight-story Montgomery Ward building.
Planning for the 400 block project actually dates back to 2019. That is when a Brownfield Assessment grant was awarded that allowed the city to review several structures, including those that were later demolished along the 400 block.
On October 6, 2020, the Bluefield Board of Directors voted to deed the 400 Block to the Bluefield Economic Development Authority.
As the demolitions got underway, Bluefield residents spoke with the Daily Telegraph and recalled what life was once like at the 400 block.
Doris Sue Kantor of Bluefield remembered when the demolitions got underway that a Trailways Bus station operated years ago at the 400 block.
She said at the time that she recalled that her father, the late Judge Jerome Katz, practiced law there. Businesses long-time Bluefield residents can remember such as Steckler's Men's Shop and the Kresge's store — known for its lunch counter and fresh doughnuts — once stood there as well.
Spencer later said longtime residents have told him how buses used to drive under the 400 block's buildings in order to reach streets on the opposite side, adding he would like to see photographs that were taken when this was possible.
Although not a part of the 400 block project, two additional buildings located in very close proximity to the 400 block will be coming down this summer.
The city of Bluefield and the Bluefield Economic Development Authority announced in February that they were seeking bids for asbestos abatement and the demolition of structures located at 200 and 210 Bland Street. The structures are the former Communications Workers of America building and the former Bland Ferri building.
'This project has been on the plate for several years, and so I made an application on behalf of the city for a Community Development Block Grant for the abatement and demo, and that is a West Virginia grant,' Spencer said. 'So it was funded and we had to go through the typical regular review.'
Spencer said the two structures to be torn down are owned by the city, but BEDA is assisting with the effort.
Both the old Communications Workers of America building and the Bland Ferri building have been vacant for years.
'Especially the Bland Ferri building, it's been vacant for as long as I can remember,' Spencer said. 'That building is in pretty bad shape.'
The hope is to begin the new demolitions by this summer. The tentative plan is to create additional parking in the area for future growth that is planned at the 400 block rebuild site and the former Landmark Antique building, which is located adjacent to the former Communications Workers of America building.
Spencer said the city would like to see a new business move into the former Landmark Antiques building.
'The plan is to use the Landmark and other vacant businesses downtown,' Spencer said. 'We are trying to attract businesses.'
Once demolition work begins on the 200 and 210 Bland Street structures, Spencer said all necessary traffic control efforts will be implemented at that time.

LOS ANGELES — Job opportunities at the Port of Los Angeles are dwindling as President Donald Trump's steep tariffs take a hit on global trade and a major economic engine for the regional economy. Nearly half of the longshoremen who support operations at the port went without work over the last two weeks, Gene Seroka, executive director of the Port of Los Angeles, said in an interview. The port processed 25% less cargo than forecast for the month of May, he said. Trump's tariffs have drastically stemmed the flow of goods into the U.S., driving down activity at the neighboring ports of L.A. and Long Beach, which collectively processed more than 20 million 20-foot-long cargo units last year. The two ports are the largest in the country and provide jobs for thousands of dockworkers, heavy equipment operators and truck drivers. But work has fallen off sharply in recent weeks. Over the last 25 work shifts, only 733 jobs were available for 1,575 longshoremen looking for work. 'They haven't been laid off, but they're not working nearly as much as they did previously,' Seroka told the Los Angeles Times. 'Since the tariffs went into place, and in May specifically, we've really seen the work go off on the downside.' Marine terminal operators post available work opportunities, known as job orders, on a digital board at the port three times a day. Longshoremen can review the job orders at each shift and bid on the jobs they want to take. If there are more longshoremen than job orders, a portion of workers will go without pay. The average of 733 job orders posted over the past 25 shifts, which is equal to roughly two weeks, is unusually low. Ordinarily, between 1,700 and 2,000 job orders are posted during a typical day shift, and between 1,100 and 1,400 are posted during a standard night shift. Seroka attributed the decrease in job opportunities to lower cargo volume moving through the port. In May, 17 cargo ships canceled their planned trips to Los Angeles amid uncertainty over duties the Trump administration imposed worldwide. Although May is typically a busier month than April, this past May saw 18% less cargo processed than the month before, according to port data. The falloff comes during a critical time in advance of the Christmas shopping season, orders for which are usually placed before July 1. Conditions are not expected to significantly improve anytime soon. 'The June numbers that we're projecting right now are nowhere near where they traditionally should be,' Seroka said. An average of five ships have entered the port each day over the last week. This time of year, there would typically be between 10 and 12 ships in the port each day. 'The drop in cargo volume caused by Trump's tariffs will mean empty shelves when products don't reach our stores, rising prices on everything from groceries to clothes to cars, and undoubtedly, more Americans out of work,' U.S. Sen. Alex Padilla of California said in a news conference last month. The decline in shipping has broader ripple effects on L.A.'s logistics economy. A 2023 report found that the ports of Los Angeles and Long Beach contributed $21.8 billion in direct revenue to local service providers, generating $2.7 billion in state and local taxes and creating 165,462 jobs, directly and indirectly. A decline of just 1% in cargo to the ports would wipe away 2,769 jobs and endanger as many as 4,000 others, the study found. Union officials could not be reached for comment on Friday but had previously predicted job losses for their members. 'Some of the workforce will not be getting their full 40 hours a week based on the loss of cargo,' Gary Herrera, president of the longshoremen union ILWU Local 13, warned last month. 'That is going to have an effect on the work opportunities for not just us, but for truck drivers, warehouse workers and logistics teams,' he said. The slowdown in activity at the ports of L.A. and Long Beach has also spread into surrounding communities. Businesses in the area rely on a robust community of port workers to frequent their establishments. 'We're starting to hear from small businesses and restaurants in the harbor area that their customer patronage is trending downward,' Seroka said. Trump made headlines this week for going all Marie Kondo on the American economy—and I am here for it. During an interview with Meet the Press's Kristen Welker, Trump answered a question about rising prices due to his tariffs on China by declaring his aversion to the excesses of American-style capitalism: 'I don't think that a beautiful baby girl—that's 11 years old—needs to have 30 dolls,' said the President, before continuing later in the interview, 'They can have three.' In that same interview, he also stated that the nation's rates of pencil ownership have gotten out of control: 'They don't need to have 250 pencils,' he decreed of the sick stationery addicts among us. 'They can have five.' Exactly right! Families across the nation going broke trying to keep up with the latest pencil innovations. Our strategic graphite reserves at an all-time low. Finally, an American president has the courage to stand up to those b----rds at Dixon-Ticonderoga. Is it surprising that the President of the United States is now dictating how many dolls, crayons, vaccines or eggs children need? Sure, a little bit. But why should it be? Many of the world's great leaders have advocated for a centrally planned command economy—Josef Stalin and Mao Tse-Tung come to mind. And funnily enough, I've been making the argument that we waste too much money on cheap plastic cr-p from China to my wife for years, especially at Christmas when the kids were young. 'A Grinch,' she used to call me, a charge I have never denied. So I'm delighted to discover that the First Family hates Christmas as much as I do, although maybe I should have guessed as much during the first Trump administration when Melania apparently took her seasonal decorating theme from The Shining. Speaking of which, I was also heartened to see Trump's intention to impose 100% tariffs on foreign films. Why do we need to shoot films abroad when we've already got the entire world built to scale in Las Vegas? And why stop there either? I'd also like to see a 100% tariff on subtitles and on elevator music that sounds a little too 'ethnic.' Economists are warning that the significant impacts of Trump's economic policies should hit our shores this week, as the first Chinese ships to leave port following the imposition of the tariffs begin arriving in the U.S. Speaking with CNN, Gene Seroka, executive director of the Port of Los Angeles, said that 'cargo coming into Los Angeles will be down 35% compared for a year ago.' Fewer shipping containers means less work for dockworkers, fewer hauls for truckers, fewer products for sale. Will shortages follow? Some economists think so, with consumers likely to experience scarcity and/or price hikes in toys, footwear, glassware, cutlery, furniture, bedding and clothing—as are U.S. companies that rely on China for plastic, iron, steel and electronic components. One has to wonder whether Trump's message of austerity will fly among his own base. Republican orthodoxy has always been 'buy, buy, buy!' Following 9/11, for example, George W. Bush's message to the nation was, in effect, 'Go shopping.' After any one of our nation's frequent mass shootings, Republicans respond to calls for gun control by saying it isn't a matter of needing to own more guns, but of having the right to own as many as we, the people choose. How many guns do Americans get, Mr. President? Is it more or less than the number of pencils? We are told that any pain caused by these tariffs is likely to be short-lived. Treasury Secretary Scott Bessent reassured investors at the Milken Institute this week, claiming that, 'the result of the president's economic plan will be more. More jobs, more homes, more growth, more factories, more critical manufacturing plants, more semiconductors, more energy, more opportunity, more defense, more economic security, more innovation.' That may end up being the case, although it's hard to see where all the new jobs are coming from, or the wood to build all those new homes. It's difficult to envision factories springing up across the heartland paying American wages to American workers. It's difficult to see how cutting ourselves from the world will lead to more opportunity. But while it's tough to see how destroying our trade relationships creates more economic security (or national security) rather than less, I do agree with the Treasury Secretary that we are likely to see more innovation. After all, nothing inspires creativity like empty shelves.

Just days before Christmas in 2023, the big box megachain Target announced it was using artificial intelligence to make the holiday shopping experience "even better." It was a little over a year after OpenAI released the first mass-market large language model (LLM) chatbot, ChatGPT, and you could practically cut the AI hype with a knife. Everyone — and more importantly, every business — was rushing to prove how cutting edge they were with an onslaught of AI technobabble. Target was no exception, as the company droned on about using AI to become the "future of retail." In reality, all that "innovation" and "efficiency" talk basically amounted to a huge surveillance initiative, which allegedly includes facial recognition software, according to a class action lawsuit. One plaintiff alleged that, shortly after shopping at a Target in Illinois, she got a notification that a loss prevention manager had looked her up on LinkedIn, which informs users when others visit their profiles. There was also a generative AI "Store Companion," a chatbot meant to make low-wage employees even more efficient, and Roundel, a data-gathering AI-marketing platform "connecting our guests to brands they love through product ad placements." Over two years into Target's paradigm-changing AI initiative, it clearly isn't panning out. Target's first quarter earnings results were way wide of the bullseye, with revenue falling $24.5 billion compared to last year. Total sales dipped three percent, while in-store foot traffic fell off. The bad news prompted the big box store to flip its 2025 financial forecast from positive to negative, sending its stock into a nosedive. Though Target blamed Trump's erratic tariffs and sustained boycotts following the chain's rollback of DEI policies for its woes, it's chosen to solve the issue with — you guessed it — even more AI. Following up on its dismal earnings results, Target announced a "multi-year Enterprise Acceleration Office," led by COO Michael Fiddelke. The box store explained that this new office will "drive even greater speed and agility across the company, positioning Target to deliver faster progress on its roadmap for growth." During Target's first quarter earnings call with investors, Fiddelke said he'll work to "more boldly leverage technology and AI." What that means in practice is anyone's guess. The executive hinted that Target has "compelling technology projects in flight" that will "modernize and streamline core inventory management and allocation processes," which sound an awful lot like the same systems the corporation was bragging about revolutionizing with AI back in 2023. "AI helps us ensure our guests find the holiday gifts and essentials they need by forecasting product demand and keeping items from going out of stock," the company's Chief Information Officer Brett Craig proudly chimed at the time. "Further up the supply chain, we use AI to ensure inventory is in the right locations so we can quickly and efficiently respond as demand fluctuates." At the moment, it's unclear where Target could even cram more AI in a way that would benefit shoppers. Customers frequently complain about long wait times at self checkouts, trashed aisles, and empty shelves. And it's immensely hard to imagine AI solving any of those real-world woes.
