Dubai: Sheikh Ahmed bin Mohammed bin Rashid Al Maktoum, Second Deputy Ruler of Dubai and Chairman of the Dubai Media Council, met with participants of the Media Leadership Programme, an initiative launched by the council to develop the second line of government media leaders.
The Programme is part of the council's broader mission to build a media ecosystem that strengthens Dubai's status as a global media hub.
Speaking during the meeting, Sheikh Ahmed said: 'Dubai's progress is the result of ambition, clarity of vision, and a relentless commitment to excellence. It is a story that deserves to be shared with the world. The Media Leadership Programme reflects our commitment to cultivating government communicators who can tell the Dubai story with credibility and conviction, and in ways that resonate with global audiences. The initiative is designed to equip our talent with the skills to craft compelling narratives that capture both our current achievements and future ambitions.'
Designed for professionals from 20 government and semi-government entities, the Programme provides participants with the skills to lead strategic communication in a rapidly-evolving landscape. It blends academic insight, international best practice, and real-world application to ensure Dubai's government communicators can engage effectively with both regional and global audiences.
Powerful tool
Mona Al Marri, Vice Chairperson and Managing Director of the Dubai Media Council, said: 'Strategic communication is one of the most powerful tools in shaping perception and influence. The Programme provides Dubai's emerging leaders with the insight, tools, and global perspective needed to articulate the city's story with confidence. We are building the next generation of storytellers who can capture the spirit of Dubai and translate it into meaningful, future-focused messaging.'
Nehal Badri, Secretary General of the Dubai Media Council, said: 'The Media Leadership Programme reflects our belief that strong institutions are built on strong communication. It equips participants with global best practices and the strategic agility needed to navigate an evolving media environment. From international engagement to public trust, the Programme addresses the real-world demands of modern government communication.'
Hesham Al Olama, Director of Strategy at the Dubai Media Council, said: 'This Programme was designed to ensure global standards while addressing Dubai's specific needs as a fast-growing city with a global profile. The initiative seeks to develop strategic thinkers who can lead with clarity, build trust, and create unique narratives that drive results. The talent in this cohort gives us great confidence in the future of Dubai's media leadership.'
International partners
The nine-month Media Leadership Programme was developed in collaboration with globally renowned institutions such as the Massachusetts Institute of Technology (MIT), Columbia University, and George Washington University. The course features international study tours to countries with recognised expertise in government communication. Through lectures, workshops, and hands-on training, participants will gain the skills and certification needed to execute government media strategies with impact.
The Programme supports the Dubai Media Council's broader strategy of enabling talent, advancing innovation, and aligning media capabilities with the city's long-term development agenda.

Egypt Founder Leads Limited to $7M Raise for Global Stablecoin Banking Expansion

Limited, a US-based next-generation fintech startup offering stablecoin-based global banking services with self-custody, has secured US$7 million in a seed funding round. The round was led by North Island Ventures, with additional participation from existing backers Third Prime and Arche Capital, as well as new investors Collab+Currency and SevenX Ventures. This brings the company's total funding to US$10 million since its founding in 2024. Founded by Hussein Ahmed, an Egyptian entrepreneur, Limited has developed a banking and payments platform that integrates the security of self-custody stablecoins with the functionality of traditional banking services. Available on iOS, Android, and web, the platform is accessible in 176 countries and enables users, both individuals and businesses, to access global payment systems while retaining full control of their funds via self-custody wallets. The platform also includes tiered Visa and Mastercard offerings and cross-border payment tools that support over 300 local payment methods in more than 80 currencies. 'With stablecoin transaction volumes exceeding $30 trillion annually and global remittance fees averaging 6.3%, we've created a solution that finally resolves the traditional tradeoff between self-custody security and ease of use,' said Ahmed. 'This funding will accelerate our growth in high-opportunity markets across Latin America, Southeast Asia, and the Middle East, where demand for borderless financial services is strongest.' Unlike earlier fintech models that largely built on existing financial infrastructure, Limited offers a platform designed from the ground up, merging usability with enterprise-grade security. The company aims to meet the growing demand for more secure, globally accessible financial tools, especially in emerging markets where traditional banking services may fall short.

W Group unveils real-time programmatic DOOH platform

W Group Holding has launched a real-time, audience-targeting programmatic Digital Out-of-Home (pDOOH) platform. Touted as a global first, the AI-powered technology, AiOO, brings dynamic targeting to outdoor media by adapting ad delivery based on real-time audience traits and behaviour. AiOO is now being deployed across the UAE by Hypermedia, W Group's DOOH company that operates a large screen network. The technology is also being scaled globally through DXTA, the group's digital arm, giving agencies and advertisers access to new levels of precision across markets. Designed with a privacy-first approach, AiOO does not use facial recognition – instead using advanced audience analysis to detect real-time traits and movement behaviour and adjusts content based on relevance, while meeting international data protection standards. According to W Group, the platform is a step forward in how out-of-home campaigns are bought, measured and optimised, with the aim of helping brands connect with audiences more intelligently. The technology was officially unveiled during W Group's 25th anniversary event, held at the Theatre of Digital Art (TODA) in Dubai. The launch brought together industry leaders and representatives from government entities including Dubai Media Council, Mada Media, and the Department of Economy and Tourism. Habib Wehbi, Chairman and Group CEO of W Group Holding, said, 'Tonight, you witnessed a preview of our future: a real-time audience targeting breakthrough that redefines precision in Digital Out-of-Home. This innovation is more than a product – it's a strategic leap forward for W Group and the industry. Built to power intelligent, data-led media at scale, it marks the beginning of a new era in programmatic DOOH, starting here in Dubai and expanding globally. It reflects our belief in bold ideas, our confidence in local innovation, and our commitment to shaping what's next in media.' Following Wehbi's keynote, key industry and government leaders, from entities including the Dubai Department of Economy and Tourism, Dubai Media Council and Mada Media, took the stage to share their perspectives on the unveiling of W Group technology. Mohammed Al Hammadi, CEO of Mada Media, said: 'We at Mada Media are delighted to be part of this groundbreaking moment as Dubai unveils the future of technology. Investments like these not only raise the industry standard but also inspire progress across the market.' Hesham AlOlama, Director of Strategy & Performance Management at Dubai Media Council, stated: '25 years in the making, W Group has been innovative, and it actually is a global leap for Dubai's creative economy. This is more than a project launch. It is a statement, a declaration that innovation is not just happening in Dubai, it is being led by Dubai.' The event also featured a panel featuring Ian Manning, Executive Director of IAB MENA, Tom Goddard, President of the World Out of Home Organization (WOO), Mickael Ferreira, VP and Global Chief Business Officer of Azerion, Hammad Benjelloun, CEO of AiOO, and Philip Matta, CEO of Hypermedia.
