BART restored service to all 50 stations Wednesday morning, but there is still no Green Line service.
Tuesday's fire at San Leandro station damaged track equipment.

SAN LEANDRO, Calif. - BART reopened early Wednesday morning after a very long outage to all points south of Oakland's Lake Merritt station. Given the size of Tuesday's fire the San Leandro Station and the damage it did, BART crews distinguished themselves by coming up with a fix that works for now.
What we know
On Wednesday, at San Leandro's BART station, three things were going on at the same time. One: almost normal service provided relief to regular riders after a terrible Tuesday.
"I depend on BART to get to work and, you know, when I get here and something's going on, it's like it's not dependable," said BART rider John Kelly.
Many thousands were inconvenienced.
"Yesterday, I had to take Uber, paid forty-something dollars," said BART rider Dorothy Cartehena.
"I had to check my BART app to see what the message was regarding which line was working," said rider Kisela Kalamay Ortega who was happy she didn't have an appointment yesterday.
"A lot of people on the bus, but it took maybe 40 minutes by bus. It wasn't bad, but it would have took me 15 [minutes] on BART," said rider Rick Mason.
What we don't know
Two: the investigation into the precise cause of the fire continues. Three: the temporary repairs are being closely watched.
"You make temporary repairs so you can restore service right away. Then you focus on more of the long-term repairs which will happen into this weekend," said BART Spokesperson Chris Filippi.
Due to ongoing repairs, the Green Line from Berryessa to Daly City requires a change of trains.
"We have service to all 50 stations in the system," said Filippi.
The passage of Measure RR in 2016 provided $3.5 billion to rebuild BART's critical infrastructure. "Of that, more than $1.2 billion goes to our power infrastructure," said the BART spokesman.
So far, 60 miles of main train power cables have been replaced. "You need to maintain your infrastructure and you need to replaces items when they outlive their design life," said Filippi.
Fact is: San Leandro Station is one of the oldest stations because it's one of the original stations and that means wear and tear is a constant thing decade after decade after decade.
Yet, hope for BART springs eternal. "I know BART is struggling right now but I think it can overcome times like this for sure," said rider Jonathan Neumann. "I hope they can get this situation solved and all the BART riders will be happy," said rider Kenneth Hill.

Gang ‘followed and killed tourist after failed bag snatch'

A gang of five allegedly followed and stabbed a Greek tourist multiple times after a failed attempt to steal his bag, a court has heard. Antonis Antoniadis, 26, was allegedly followed and attacked on a doorstep in New Cross, south-east London, on July 7 last year. He died two weeks later from his injuries. Four men – Shian Johnson, 25, Sofian Alliche, 20, Joshua McCorquodale, 20, and Alfie Hipple, 18 – as well as a 17-year-old youth are charged with his murder and planning to rob his personal items. Opening their trial at the Old Bailey on Thursday, William Emlyn Jones KC, prosecuting, said the defendants tracked Mr Antoniadis across London before fatally stabbing him in the chest and thigh as he tried to defend himself on the ground, causing 'catastrophic blood loss'. Mr Antoniadis, who travelled to London for a week's holiday with two friends, went to the 32 Portland Place nightclub in Marylebone in the early hours of July 7, jurors were told. The trio did not leave the venue until after 8am and booked an Uber back to a friend's address in New Cross where they were staying. Mr Emlyn Jones said: 'They had no idea that five young men had been hanging around outside that nightclub all night in a stolen car, looking for someone they could rob. 'It seems that when that group of five saw Antonis come out of the club, those robbers thought they had found a suitable target. 'So when they saw him come out and get into his Uber, they, in their stolen car, followed him.' The defendants then followed the taxi for more than half an hour to its destination, the court heard. As one of Antoniadis's friends struggled to find the house key upon arriving at the address, the victim 'was approached by four figures in hoods and balaclavas', with the fifth group member acting as a getaway driver, the prosecutor said. Mr Antoniadis managed to hit one of the robbers with a brandy bottle as he struggled against the group, who appeared to want to take a bag he was carrying. 'Tragically, whether it was brave or whether it was just an instinctive response, that reaction was to cost him his life,' Mr Emlyn Jones said. At least two of the attackers were carrying large knives, the court heard. After he was punched and kicked by the attackers, Mr Antoniadis was then stabbed in the middle of the chest and suffered a large, deep stab wound to his right thigh, severing his femoral artery. He also suffered cuts and bruises to his face and head and wounds to his arms, the prosecutor said. The attackers then fled the scene in the getaway car, leaving the victim to bleed to death. There was no CCTV footage of the incident, but some or all of the incident was heard or seen by a number of people, the court heard. Antoniadis was treated at the scene and taken to hospital where attempts were made to save his life, but he later died from his injuries on July 21 last year. Mr Emlyn Jones said: 'It is the prosecution case that the five robbers were the five young men sitting in the dock in this room, and that all five of them are jointly responsible for the murder.' The prosecutor told jurors the group were 'clearly prepared to use really serious violence' in their efforts to rob Antoniadis's possessions. The car allegedly used by the robbers – a stolen Kia Sportage with false number plates – was captured on CCTV on two occasions leaving the area around the nightclub and following a different car on the night of July 7, the court heard. California bill allowing more housing near transit stops narrowly passes Senate

State Sen. Scott Wiener's bill to legalize mid-rise apartments around major transit stops squeezed through the state Senate Tuesday, five years after his previous attempt died in the same chamber. Senate Bill 79 would allow taller, denser projects — whether housing or commercial — to be built within a half-mile of some transit stops, with the most generous bonuses reserved for projects near major systems like BART, Caltrain and parts of the Los Angeles Metro. The maximum height and density would depend on how close a project is to a transit stop, and the type of transit it's near. Most projects would likely be buildings between four and six stories, said Michael Lane, state policy director with urban policy think tank SPUR, which backed the bill. The bill would also allow projects built on land owned by transit agencies to bypass the California Environmental Quality Act, a law that critics say often leads to yearslong development delays, if they include an improvement to the transit infrastructure. In a nail-biting session in which the bill at first didn't have enough support — that is, until some members showed up at the last minute to pass it — SB 79 received the exact number of votes it needed to pass the state Senate. It still needs to get through the Assembly to become law. But its passage in the first chamber reflects a potential shift in legislators' willingness to push through housing bills over the opposition of cities — and even some of its Democratic members. The shift illustrates how housing affordability has become an increasingly vital political issue — particularly in the Bay Area, where all but one of the senators representing the region supported the bill. California renters continue to be burdened at some of the highest rates in the nation, with the cost of building housing far above that of other states. Wiener's last attempt at a transit-oriented housing bill, which was more expansive and would have also allowed for denser housing near job centers, died in the Senate by three votes in 2020. The lawmaker said that this time, the legislation is 'nuanced and surgical,' focusing largely on major transit systems. Smaller transit systems, such as those without dedicated bus lanes or signal priority, wouldn't be covered by the bill. 'California urgently needs to build more homes to bring down costs, and building them near transit provides our public transportation systems with an urgently needed infusion of new riders,' Wiener said. 'This is an idea whose time has come.' A portion of the homes built through SB 79, would have to be set aside for lower-income households, as determined by either local law or state density requirements. Supporters of the bill, which include a number of California YIMBY groups, said SB 79 would simultaneously address housing, transit and the environment. It would allow for housing within walking distance of trains, light rails and buses, they argued, reducing residents' reliance on cars and giving a boost to the state's struggling transit systems. 'These are not skyscrapers that we are asking for,' Lane of SPUR said. 'It's just that kind of density that can help our transit systems work throughout the Bay, or even outside of the larger cities where we do have that robust transit.' But dozens of California cities, including Napa, Palo Alto, San Rafael and Walnut Creek, staunchly oppose the bill, saying it would effectively contradict their own housing plans by letting developers build at a scale they never intended for their neighborhoods. 'There is already accumulating data that purport to show that overriding local control like this, given that most local housing elements include state housing mandates, has not resulted in needed housing,' Alice Fredericks, legislative committee chair of the Marin County Council of Mayors and Councilmembers, said in a statement. 'SB 79 further eviscerates local control without even pretending to be in service of filling the need for housing.' Wiener said he took such concerns into account. SB 79 would allow cities and counties to create an 'alternative plan' that trims the density around one transit stop in exchange for boosting density along another, as long as this doesn't lower the number of feasible units. And whatever homes were built would generally still have to follow other local development rules and go through environmental review, unless the developer used a separate streamlining law such as SB 423. Still, some of the bill's strongest critics were Wiener's fellow Democrats. Some said on Tuesday that California's transit systems, many of which are still struggling to regain ridership post-COVID, are not yet robust enough to justify building housing nearby. Others expressed concern that the bill doesn't do enough to prevent displacement or build subsidized housing. If members of the state Assembly take those concerns seriously, they could lead SB 79 to the same fate as Wiener's last transit-oriented housing bill.
