
B.C., federal government support dredging Vancouver's Burrard Inlet, others opposed
British Columbia's energy minister is backing plans to dredge and deepen Vancouver's Burrard Inlet to accommodate fully loaded oil tankers, despite concerns from environmentalists, experts and First Nations.
The plan, floated recently by Prime Minister Mark Carney, could result in fewer tankers carrying more oil from the Trans Mountain pipeline to markets abroad.
The expanded TMX pipeline has been operating since May 2024 and there have been calls to expand it again to help diversify energy exports away from the United States.
'We certainly have said we are supportive, given that it would meet the environmental requirements and consultation requirements (with First Nations) that you have,' Energy Minister Adrian Dix said in a recent interview.
Dix added that it would be a federal project that 'would allow for less traffic at the port and better utilization' because ships could fully load.
'To do that (now), to fully load up would risk you hitting the bottom,' he said. 'You don't want to do that.'
The comments are a reversal by the NDP government from 2017 when then-premier John Horgan vowed to use 'every tool in the tool box' to try to stop the expansion of the pipeline.
The Supreme Court of Canada shut down the B.C. government's opposition three years later, ruling that the province lacked the constitutional authority to interfere with projects crossing provincial borders, but still First Nations, environmentalists and experts say such an expansion raises concerns.
Dredging Burrard Inlet would allow fully loaded Aframax-class tankers to pass under Vancouver's Second Narrows Bridge after filling up at the Westridge Marine Terminal at the water's edge in Burnaby, the end of the 1,180 kilometre-long pipeline that begins near Edmonton.
Aframax tankers measure up to 25 metres long and have a draft of up to 16 metres deep, but Trans Mountain says on its website that such tankers generally load to about 80 per cent of capacity to provide clearance in Port Metro Vancouver.
Juan José Alava, principal investigator with the Ocean Pollution Research Unit at the Institute for the Oceans and Fisheries at the University of B.C., said any proposal to dredge the area requires careful scrutiny because of its impacts on the ecology on one of 'most beautiful areas, water bodies' in B.C.
Alava, who lives near the inlet, said it's very shallow with an average depth of 21 metres and a maximum depth of 66 metres. Dredging could have short-term and long-term impacts on the inlet's ecology, he said.
Dredging suspends more solids in the water, increasing its turbidity, he said. Higher turbidity in turn hampers the production of phytoplankton, the base of the food pyramid. This would impact larger animals, fish and mammals like seals and killer whales, he added.
'So you can create a real cascade effect in the ecosystem,' Alava said.
Dredging can also impact the ability of salmon to spawn and would release pollutants trapped on the ocean floor, he said.
Enda Murphy, assistant professor in the department of civil engineering at the University of B.C., said it is not clear how much material would have to be removed at what cost, without all of the information in front of him.
It may not be a huge project compared with the millions of cubic meters per year taken from the nearby Fraser River, he said.
He agreed with Alava on several points, including the dangers of digging up pollutants that have accumulated over the decades of industrial use.
'(That) can pose risks to adjacent shorelines, particularly communities that have been trying to restore parts of Burrard Inlet like Tslei-Waututh (First) Nation.'
Any future dredging of Burrard Inlet to accommodate heavier tankers would also have to consider potential impacts on shore lines through their wakes and on other marine traffic, Murphy said.
Any future dredging project would require fairly rigorous studies, but the technology and tools are available, he said.
That would be outweighed by the need to engage with the First Nations and other communities around the inlet, which would be 'highly political,' Murphy said.
No one from the Tsleil-Waututh First Nation was available for an interview, but Chief Jen Thomas said in a written statement that it has 'not received any formal engagement regarding a proposed dredging of Burrard Inlet to facilitate further oil shipments past our community.'
Thomas said Burrard Inlet and the Second Narrows are important cultural, spiritual, historical, economical and ecological sites for the nation.
'A proposal to dig up the seabed, which is culturally a part of us, is a very serious concern,' Thomas said, adding that Tsleil-Waututh First Nation will 'certainly have more to say on this matter' once it receives and has time to review such a proposal.
She notes that the Tsleil-Waututh hold inherent and constitutionally protected title and rights to the area.
'The Crown must remember that TWN is an order of government with jurisdiction over these matters as well, and Tsleil-Waututh cautions those who speak as though this project has been pre-approved.'
Lucero Gonzalez, conservation and policy campaigner with the Wilderness Committee, said Burrard Inlet and the Salish Sea can't sustain megaprojects like the TMX, if B.C. wants to preserve those ecosystems and endangered species like the Southern Resident orcas that depend on them.
'Doubling down on ecological destruction for a project that was never ecologically or economically viable is a complete political failure,' Gonzales said.
Dix stressed that the dredging would be a federal, not a provincial project. 'We just made it clear that we'd have no objection other than it obviously meets all the proper standards.'
Carney had first raised the possibility of deepening Burrard Inlet on March 21 as one of several potential projects to develop Canada's natural resources and infrastructure.
Dix had signalled his government's support on previous occasions, including on April 17 during question period, when Opposition Conservative Gavin Dew asked if he was working with authorities to speed up a second expansion of Trans Mountain pipeline and the dredging of the Burrard Inlet.
'It's my view that given that public investment, that private investment and the importance of energy issues, we should use what we've built (the pipeline) to the fullest possible extent,' Dix said. 'We built it. We paid for it. We should use it.'
Dew said in an interview he supports dredging up Burrard Inlet, adding that it 'obviously needs to be done in a responsible and compliant' way.
'But it's just common commercial sense that we shouldn't be underutilizing tankers,' he said. 'Then, the pipeline was common sense when the NDP were dead set against it for years.'
The B.C. Greens interim leader Jeremy Valeriote expressed surprise that the issue has surfaced in 'the absence of an actual proposal or further details' from government.
Valeriote said in a statement that he expects to see a full environmental assessment, meaningful engagement with the Tsleil-Waututh First Nation and a 'transparent explanation of the rationale and potential impacts' if dredging up Burrard Inlet.
'It's not the kind of decision that should be floated casually or pursued without thorough public scrutiny,' he said.
Dix agreed that the project needed a full review from the federal government, adding that the provincial government has already spoken with to Tsleil-Waututh First Nation.
'Obviously, it is not a project yet,' Dix said. 'It's not our project, but we did (speak with the nation) before we expressed our views on this.'

Business leader says BC Ferries' hiring of Chinese shipyard is 'informed decision'
VICTORIA — A business leader on ferry-dependent Vancouver Island says BC Ferries made a "strongly informed decision" in hiring a Chinese shipyard to build four new major vessels. Both the NDP government and B.C. Conservative Opposition have criticized the choice of Chinese state-owned China Merchants Industry Weihai Shipyards to build the new ferries. Bruce Williams, CEO of the Greater Victoria Chamber of Commerce, said the Chinese contract in the best interests of all who rely on BC Ferries, adding that BC Ferries needs more capacity to meet growing demand. "So, this is very timely, and it's a good thing to have this happen," Williams said. The decision is also making waves in Ottawa, where Conservative MP Jeff Kibble, whose riding neighbours Victoria, asked Transport Minister Chrystia Freeland whether Ottawa would make a $33-million federal grant to BC Ferries conditional on buying Canadian-built ships. Freeland said she "absolutely" shared concerns about procurement at all levels, but noted that the ferry agreement was not a federal contract. Williams said few companies around the world have the capacity to build vessels of such size, and BC Ferries did "due diligence" for years in a global procurement process that did not receive any Canadian bids. "So, at this point, I think it's in the best interest of all the people, who rely on BC Ferries … especially up and down the coast in communities that are very reliant upon it," he said. Williams said he would like to see a fifth vessel added to the contract to meet growing demand. The independent BC Ferry Commission rejected a request by BC Ferries earlier this year to add a fifth major vessel to the contract, saying it is "neither essential nor affordable." "It's too bad the fifth one hasn't been approved by the Ferry Commissioner, but it's great to see this, because the fleet is aging," Williams said. Dan McGreer, an adjunct professor in UBC's Faculty of Applied Science, previously worked for a firm that did some of the early concept development for the new ferries, but he wasn't involved in the contract. McGreer couldn't say why BC Ferries chose that shipyard. "But I suspect that the advantage the Chinese shipyard had is a lower cost," he said, noting Chinese wages in the shipbuilding industry are "significantly lower" than in Canada. "I know that BC Ferries did evaluate their capability … and I believe they were comfortable that the shipyard could build the ships," McGreer said. McGreer said their quality from Chinese shipyards "is reasonably good," but construction needs to be "carefully" monitored. "I think some of the European (shipyards) do have a longer experience and a higher reputation for quality, but I think the Chinese yards do deliver a product with reasonable quality." Canadian shipbuilder Seaspan said in a statement after the request for proposals was issued last year that shipyards and their suppliers in Canada can't compete with countries that have low wages and lower safety and environmental standards. The B.C. Conservatives have called on Premier David Eby's government to cancel the contract that was announced on Tuesday, while accusing the premier of abandoning Canadian workers. Opposition transport critic Harman Bhangu said in a statement that the "deal is fully within the government's control" because BC Ferries board chair Joy MacPhail is a former NDP cabinet minister. 'Premier Eby put on a big show of not stopping in China on his trade mission to Asia,' Bhangu said. 'Then the NDP sends billions of dollars to a state-owned shipyard in China.' Transportation Minister Mike Farnworth said Tuesday that he raised concern with BC Ferries about the contract, but notes that the operator is an independent company that makes its own operational decisions. The provincial government is the sole preferred shareholder in BC Ferries and it receives public funding, and Williams said the purchase decision was not a government decision. When asked about Farnworth's comments, Williams said his organization is "politically agnostic" in reserving comment. "But I think that the most important thing to remember is that BC Ferries will have a team on site … in China, overseeing the project," he said. The four new major vessels will offer 52 per cent more space for passengers and 24 per cent more space for vehicle compared to the vessels they are replacing. The ferries will also feature diesel-battery hybrid propulsion systems that could fully run on electricity in the future, propellers that minimize underwater noise that impacts at-risk whales. Liberals reject Bloc proposal to split Bill C-5 to speed 'consensual' lifting of internal trade barriers
OTTAWA — Government House Leader Steven MacKinnon rejected the Bloc Québécois' proposal to split Bill C-5 in two parts, so that the sections on lifting internal trade barriers and the fast-tracking of major projects can be studied separately. Bloc House Leader Christine Normandin said earlier this week it made little sense that the bill, in its current form, would be sent to the House of Commons committee on transport as it falls under the mandate of Minister of Transport and Internal Trade Chrystia Freeland. Normandin instead suggested dividing the bill to study the portions on free trade and labour mobility in one committee and the fast-tracking of major projects in the national interest in another. She said the free trade portion is 'rather consensual' and could go 'a bit faster,' whereas the major projects portion would warrant more scrutiny. On Wednesday, MacKinnon offered a resounding 'no' to the Bloc's proposition. 'This is a bill that responds to economic conditions caused by the tariff war, among other things, and mobilizes premiers, mobilizes Canadians from coast to coast to coast behind projects of national significance,' he said. 'These projects have a certain urgency, as do interprovincial trade barriers that must fall,' he added. 'This is a very comprehensive bill. We understand that it's going to be debated, but it's something that we solicited and secured a mandate for.' Prime Minister Mark Carney said his intention is to see the bill passed before June 20, when the House of Commons rises and MPs return to their ridings for the summer. 'It is a top priority for this government, and we will do everything to get it passed before the summer,' he said after C-5 was tabled on Friday. 'And if Parliament needs to sit longer, it should sit longer in order to get it passed. That's what Canadians expect.' MacKinnon said to date there is no consensus from other parties to sit into the summer. The part of the bill on lifting internal trade barriers would allow a good or service that meets provincial or territorial rules to have met federal requirements but also make it easier for workers to get a federal licence by recognizing provincial or territorial work authorizations. The second part, which is a bit more contentious, seeks to get projects deemed in the national interest — such as highways, pipelines, mines and nuclear facilities — built faster by having only one environmental assessment done and respecting federal conditions. On Wednesday, the Assembly of First Nations (AFN) once more expressed concern the Liberals were 'ramming' through this bill without giving First Nations time to properly study the text. 'I keep hearing that they want to push through this legislation right to the end of this month, and I think that that's the wrong way to go,' said AFN National Chief Cindy Woodhouse Nepinak during a press conference on Parliament Hill. Woodhouse Nepinak is expected to meet with Carney in July, presumably after the bill may have passed. She urged the government to slow down the process to allow meaningful consultation and study to occur with all the parties involved, including First Nations. 'Look, take the summer, take the time to listen to First Nations, take the time to listen to Canadians. And I think that'll make a more united country,' she said. Conservative Leader Pierre Poilievre, on the other hand, is favourable to the fast-tracking of major projects like pipelines and dismissed the need for a consensus to move ahead. 'If you wait till everybody agrees on everything, nothing will happen. You're never going to get everybody to agree on every single project,' he told reporters on Monday. 'If the prime minister says he's going to wait until everyone agrees, then nothing will get done, which is what has been happening for the last decade,' he added. Woodhouse Nepinak said national chiefs before her were ignored in discussions on major projects, which caused civil unrest and lawsuits that slowed down the projects. 'Isn't it better to talk through things rather than always being in litigation?' she asked. 'It seems like First Nations always need to litigate, and then we get… results later.' USS Oscar Austin crew accepts combat award for Red Sea deployment
The crew of the destroyer Oscar Austin received military decorations for providing combat support to U.S. naval forces in the Red Sea against Houthi rebels, according to a Navy release. Sailors and other personnel aboard the vessel were awarded Unit Combat Action Ribbons after completing Austin's first forward-deployed Naval Forces-Europe patrol in the U.S. Sixth Fleet and Fifth Fleet, which operate out of Europe and Africa, and the Middle East, respectively. 'I'm honored to have assumed command of Oscar Austin during her first patrol as a forward deployed warship,' said Oscar Austin Cmdr. David Nicolas. 'Having served previously as the ship's executive officer, I feel immense pride in witnessing the growth and development of the crew in their preparation for and completion of Patrol One.' The vessel briefly visited the Mediterranean before joining the Harry S. Truman Carrier Strike Group as it battled missile and drone attacks from Yemen's Houthi rebels — an Iran-backed terrorist group — over several months. President Donald Trump's administration began conducting large-scale bombings against Houthi sites in Yemen on March 15, a shelling that ended in May after the U.S. claimed to have hit more than 800 targets. US strikes dozens of Houthi sites in Yemen as broader campaign begins Oscar Austin left its home base of Naval Station Rota, Spain on Dec. 11, 2024, to join the Republic of Cyprus National Guard and conduct signaling and maneuvering exercises alongside the Cyprus patrol vessel Commodore Andreas Ioannides. In April 2025, the Oscar Austin jointed Fifth Fleet operations, offering air and missile defense reinforcements to the Harry S.
