Election Commission to upgrade VTR sharing process to ensure timely updates
New Delhi [India], June 3 (ANI): The Election Commission of India (ECI) on Tuesday announced to introduce a new technology-driven system to provide more timely and accurate updates on voter turnout trends.
The initiative, called the Voter Turnout Ratio (VTR), will be integrated into the ECINET app and allow Presiding Officers (PROs) at each polling station to enter voter turnout data directly every two hours on polling day.
'Under this new initiative, the Presiding Officer (PRO) of each polling station, will now be directly entering voter turnout on the new ECINET App every two hours on polling day in order to reduce the time lag in the updation of the approximate polling trends. This will be automatically aggregated at the constituency level. The approximate voting percentage trends will continue to be published every two hours as before,' the ECI said in a statement.
According to ECI, the new VTR sharing process reduces the time lag associated with earlier manual reporting methods. However, the legal requirement to detail the account of votes recorded by the polling agents remains unchanged.
'Under the statutory framework of Rule 49S of the Conduct of Elections Rules, 1961, Presiding Officers (PROs) are required to furnish Form 17C, detailing the account of votes recorded, to polling agents, who are nominated by the candidates and are present at the polling station at the close of poll. While this legal requirement remains unchanged, the process of updating the VTR App, which had evolved as a facilitative, non-statutory mechanism to keep the public informed of the approximate voter turnout percentage trends is being streamlined to ensure faster updation,' the ECI said.
The PROs will enter the voter turnout data into the ECINET app after the closing of poll, which would reduce the delays and ensure that approximate percentage of votes polled would be available on the updated VTR app constituency-wise.
'Where mobile networks are unavailable, entries can be made offline and synced once connectivity is restored. This updated VTR App will become an integral part of ECINET before the Bihar elections,' it said.
Earlier, sector officers collected voter turnout data manually and passed it on to Returning Officers (ROs) via phone calls, SMS, or messaging apps.
'This information was aggregated every two hours and uploaded to the Voter Turnout (VTR) App. The polling percentage trends were often updated hours later, based on physical records arriving late in the night or even the next day, leading to delays of 4-5-hours or more leading to misperceptions by some,' it added. The Election Commission had brought out all these facts in its reply to the INC on 24th December 2024 itself, which is available on ECI's website. It appears that all these facts are completely being ignored while raising such issues again and again," it said. EC to share Maharashtra, Haryana voter rolls since 2009 on Cong plea
The Election Commission has cleared the way for sharing electoral roll data for Haryana and Maharashtra from 2009 to 2024, following an assurance it gave to the Delhi High Court earlier this year, ET has learnt. Last week, the Chief Electoral Officers (CEOs) of both states passed orders allowing Congress leaders to obtain electoral roll data from relevant district and election officers. This includes voter roll data from the 2009, 2014, 2019, and 2024 elections. While political parties receive free copies of draft and final rolls at election time, obtaining them retrospectively-such as in the case of Congress MP Randeep Surjewala 's December 2024 request-requires approval from the CEO or ECI and must be paid for. Surjewala had moved a representation in December 2024 seeking electoral data for all elections in the two states since 2009, following the assembly polls in Maharashtra and Haryana. Citing delays, he subsequently filed a writ petition in the Delhi HC. Live Events In February 2025, the ECI told the court that given the range of data sought, it would require time to examine the request. It sought three months to decide the matter in accordance with the law, by issuing a speaking order and, if necessary, hearing the petitioner. Hearings have since been held by the respective CEOs. In his petition, Surjewala argued that political parties must be able to examine EC-collected data over the years to ensure transparency in the electoral process. The Congress has repeatedly flagged alleged discrepancies in the Maharashtra voter rolls-claims the ECI has denied.

Rabbi Alam, Chairman of Joy Bangla Brigade and vice president of Bangladesh Awami League, USA, has condemned the announcement of national election by the interim government of Bangladesh and maintained that Sheikh Hasina "is the duly elected Prime Minister" till 2029. In an interview with ANI, Alam slammed Muhammad Yunus, the Chief Advisor of the interim government of Bangladesh, for announcing that a national election would be held in the first half of April 2026. Sheikh Hasina, president of Awami League, was ousted from power in a student-led uprising in August last year. She fled to India, and an interim government led by Muhammad Yunus, a Nobel Laureate, was formed. "As you know, Bangladesh went through was a false flag operation. The protest led by the students was hijacked by (people now in) the interim government headed by Dr Yunus," Rabbi Alam alleged. Rabbi Alam said "many false allegations, many false claims, empty promises" were made. He said the announcement of a national election is "like a lollipop being handed to a young child". Rabbi Alam said Bangladesh is to be run by a democratic form of government. "Our constitution is the core of the fundamentals of the nation and this constitution gives the rights. Sheikh Hasina is democratically elected. We will condemn this so-called election because, according to our constitution, Sheikh Hasina is the Prime Minister until 2029. People are the main powerhouse in a democratic form of government. People voted, elected Sheikh Hasina...," he said. "With a false flag operation, Dr Yunus robbed our democracy," he alleged. He expressed concern over the law and order situation in Bangladesh and blamed Muhammad Yunus. "We know that the country faced a heavy backlash. There are many incidents of rape, killing, arson, burning, fire. Lynching, mob justice is every day matter," he alleged. He also said that Dr Yunus "doesn't understand politics" and "is an economist". Bangladesh's interim government on Friday announced that the national election will be held in the first half of April 2026. "I am announcing to the countrymen today that the next national elections will be held sometime in the first half of April 2026. Based on this announcement, the Election Commission will provide you with a detailed roadmap for the elections in due course", said Muhammad Yunus, Chief Adviser to the interim government of Bangladesh, in an address to the nation through state television, BTV, on the eve of Eid-ul-Azha. Political parties in Bangladesh have expressed mixed reactions to the announcement of the national election.
