Nili Kaplan-Myrth exits OCDSB, blaming 'toxicity' on and off the board

A high-profile member of Ottawa's largest school board has resigned, alleging the organization is "entrenched in internal toxicity" and "driven by external forces with a goal to undo human rights and social justice work."
Dr. Nili Kaplan-Myrth is a family physician who rose to public prominence while advocating for vaccines during the COVID-19 pandemic.
In 2022, she was elected to a four-year term as the Capital/Alta Vista trustee for the Ottawa-Carleton District School Board (OCDSB).
That tumultuous tenure came to an end at the tail end of the board's committee-of-the-whole meeting on Tuesday, with Kaplan-Myrth announcing her exit from the organization.
"We need people to stand up for public education," she said, reading out from her letter of resignation, "but nobody should have to do so in the face of the kind of harassment I have experienced."
After Kaplan-Myrth's remarks, trustee Cathryne Milburn asked the board chair, Lynn Scott, if she had any response.
"I don't wish to have remarks from the chair," Kaplan-Myrth cut in. "It's not her who has the final word. That is my resignation."
Kaplan-Myrth then rose from her seat and placed her letter in front of Scott.
The board chair said Kaplan-Myrth's resignation must be accepted at the board's next regular board meeting. The board then has 90 days to find a replacement.
"I'm disappointed, frankly," Scott told CBC after the meeting. "When we have trustees who have been with us for a while and when we have seen that there are good things that they can do, it's always a sense of loss."
Pino Buffone, the board's director of education, acknowledged Kaplan-Myrth received "a lot of vile, unacceptable comments from the public more broadly, irrespective of her position or her perspective on various issues."
Days before Tuesday's meeting, Kaplan-Myrth sent a statement to CBC News outlining her reasons for leaving the board despite having more than a year left in her term. Before the meeting, she'd informed at least one other trustee of her plan to resign, according to her statement.
Kaplan-Myrth said the board failed to support her when she faced threats and hateful messages because of her progressive views and her being an outspoken member of Ottawa's Jewish community.
"That's the reality of politics, you're no doubt thinking," she wrote in her statement. "[But] it discourages decent people from putting their hands up as candidates at all levels of government."
"What made matters much worse," she added, "was the toxicity within the school board."
'The final straw'
Among Kaplan-Myrth's other specific allegations against the board was the "weaponization" of code-of-conduct complaints she says were designed to silence or punish her.
Since being elected in October 2022, Kaplan-Myrth has faced three code-of-conduct complaints. One failed to gain enough traction among other trustees, while another resulted in Kaplan-Myrth being disciplined in December 2023.
A third, "vexatious" complaint was filed against Kaplan-Myrth this past April and concerned comments she made during a meeting that month, according to a letter her lawyer sent the Ministry of Education. Kaplan-Myrth also shared that letter with CBC.
At the April meeting, Kaplan-Myrth spoke against a member of the board's equity committee wearing a keffiyeh, calling it an "act of aggression." The National Council of Canadian Muslims called Kaplan-Myrth to task, saying her statement was "an unfair and dangerous conflation of Palestinian culture and identity with aggression and violence."
That third code-of-conduct complaint was "the final straw," Kaplan-Myrth wrote.
"I cannot continue to participate on a board like this. It is driven by external forces with a goal to undo human rights and social justice work, [and it] is entrenched in internal toxicity."
'Vile Jew hate'
Some of Kaplan-Myrth's concerns date back to the start of her term, when she called for a return to masking in classrooms. At one board meeting in late 2022, security and police had to remove some attendees for disrupting the proceedings.
"Within a few days of that meeting, I had to quarantine my email and give up my OCDSB cell phone because of vile Jew hate and threatening messages," Kaplan-Myrt wrote. "When I approached the director and chair of the OCDSB, they failed to make an internal or a public statement that harassment would not be tolerated. My fellow trustees were silent."
Kaplan-Myrth pointed to March 2023, when she said she was threatened for planning to wear a rainbow T-shirt, in support of transgender rights, at a board meeting.
"My own family was murdered because they were Jews. These kinds of threats are more real to me because of intergenerational trauma," she wrote in her statement.
"I nevertheless showed up to that meeting and continued to show up to meeting after meeting, asking repeatedly for my colleagues to understand the trauma of having to scan the room for threats. The only safety plan that was put into place was a process whereby I was supposed to send a text message to staff or to a friend when I arrived at the OCDSB building, to ask someone to walk out to my car to meet me."
Scott told CBC she believes staff did everything reasonable to the reduce the amount of online vitriol Kaplan-Myrth was exposed to.
"I think from both [a] physical standpoint in terms of a security plan and also online to the greatest extent that we possibly could, [we] gave our very best attempts to support the trustee," Buffone added.
Kaplan-Myrth also criticized the board for what she said was a failure to distinguish between "legitimate" constituents and "nefarious actor[s]."
Scott said that while there have been campaigns of disinformation and misinformation aimed at the board, she's not so sure they have actually shaped trustees' decisions, as Kaplan-Myrth has alleged.
"We have a good group of trustees who for the most part do their homework, consider a lot of different potential points of view, a lot of different information and we have a first-rate staff who provide us with all of the internal information that we need," Scott said.
Asked if there was anything the board could have done differently to ensure Kaplan-Myrth stayed on, Scott said it's always difficult to know.
"Hindsight sometimes gives you hints, but it's hard to point out specific things that would have made a difference. I mean, anytime when you're dealing with people — and we deal with a lot: members of the public, members of our staff and each other — there are often times when you look back and say I could have done that differently, except if you did it differently, maybe the same thing would still have happened.

Premier Doug Ford is doubling down on his vision to build a tunnel underneath Highway 401, telling reporters that 'just because it hasn't been done, doesn't mean it can't be done.' Ford made the comment during an unrelated news conference on Friday when asked to make his pitch on why the tunnel should be included on a list of new 'nation-building' projects that Prime Minister Mark Carney hopes to fast track with legislation tabled in the House of Commons earlier in the day. 'The 401 is a nightmare, I don't even have to sell this. You can't even get around this city and then outside the city when you start going west and you start going east it is jammed everywhere,' the premier said. 'It is jammed because the visionaries who built the highway should have thought of this 40 or 50 years ago but we are visionaries and we are going to get it done. We are going to build that tunnel as sure as I am talking to you today.' Ontario has already begun the process of seeking interested parties to help carry out a feasibility study on a potential Highway 401 tunnel, with the deadline for the initial requests for proposals passing just last week. However, some experts have questioned how realistic the project is, given that it would likely cost billions of dollars and take decades to build. Carney's legislation, tabled Friday, includes several specific criteria for 'nation-building' projects, including that they strengthen 'Canada's autonomy, resilience and security,' provide 'economic or other benefits to Canada, have a 'high likelihood of successful execution,' advance 'the interests of Indigenous peoples' and contribute to 'clean growth and to Canada's objectives with respect to climate change.' Ford was asked whether the Highway 401 tunnel fit that ball on Friday and argued that it does due to the billions of dollars in lost productivity associated with Toronto's crippling traffic. 'You can't just think of next year. You have to be thinking of a generation or two generations, down the road,' he said. 'I go back to the 1950's when the Bloor Viaduct was being built and one of the people in the works department here said 'Let's put a rail on there' and that was before the subways and everyone criticized him. Well thank God they put the rail on there. This is the exact same thing.' Ford previously sent a letter to Carney in March outlining several projects that he would like to see funded. The Highway 401 tunnel was one of five projects on that list. The other projects include the development of Ontario's mineral-rich Ring of Fire region, nuclear energy generation, a new James Bay deep-sea port and an expansion of GO Transit infrastructure in the Golden Horseshoe known as 'GO 2.0.' Ford first floated the idea of building a tunnel underneath Highway 401 to divert traffic in September. He has suggested the tunnel could span from east of Highway 410 in Mississauga to east of Scarborough.

Mayor Larry Johannson weighs in on Trump's tariff hike and what it means for Selkirk's steel industry and local economy. The mayor of Selkirk believes newly beefed-up U.S. tariffs on all steel and aluminum imports will stop the city's mill from trading with the southerly neighbour altogether. 'At 50 per cent, it's just too expensive. It's just too much,' Selkirk Mayor Larry Johannson said Friday in an interview with CTV Morning Live Winnipeg. On Tuesday, U.S. President Donald Trump announced the U.S. will double tariffs on steel and aluminum imports from all countries, including Canada, hiking the imposed tax from 25 to 50 per cent. Trump claims the increased tariffs are aimed at stopping foreign countries from offloading low-priced, excess steel and aluminum into the U.S. market. The changes came into effect Wednesday. Gerdau Ameristeel Manitoba is one of Selkirk's largest employers, with roughly 550 residents working at the mill. According to Johannson, the company could still sell to the United States under the previous 25 per cent tariff. 'At 25 per cent, we were still seeing a lot of semi-trailers loaded with steel coming out of our plants, heading to other projects, into the U.S. and across Canada, but 50 per cent is absolutely ludicrous.' The move has forced the industry to seek out business across Canada, he said, bolstered by memorandums of understanding inked by Manitoba and other provinces to ease the flow of goods within the country. '(Tariffs) are kind of forcing us to absolutely do that. These interprovincial trade barriers, they look like they are starting to connect, and they're going to be coming down, which is a good thing,' he said. 'We're looking at a lot of other projects.' He also believes Americans are making their disapproval of the trade war known to their elected officials. The Selkirk mayor has spent time in the States as part of his mayoral duties and has heard firsthand how unpopular tariffs have become. Overall, Johansson said he remains optimistic as a lot of negotiations are happening behind the scenes. 'There's no room for failure here. We're not shutting down. We're not going to slow down. Tick treatment: N.B. pharmacist explains what to do if you've been bitten

Products used in the prevention and removal of ticks are pictured on a store shelf. Inside Ford's Family Pharmacy & Wellness Centre in Moncton, N.B., there's a shelf dedicate to tick-prevention and removal – items that Pharmacist and Owner, Peter Ford says are becoming more popular as tick bites rise across the Maritimes. 'I think we've done 12 cases so far,' said Ford. 'I think maybe last year we did two, so it's been pretty prevalent and they're even in people's gardens.' Ford says many clients remove the tick before coming into the pharmacy but it's not as simple as just brushing it off your arm or leg. 'Get a nice pair of tweezers or you can get a tick remover which kind of pinches the tick,' he said. 'You want to get the whole body out intact because that's how we evaluate whether or not it's a Lyme tick or not, or a deer tick, and how long it's been feeding by the size of the belly of the tick itself.' Ford says people need to preserve the tick in a jar, bag or vial so that it can be inspected to determine the proper treatment. 'The bullseye rash is not always present,' he said. 'Sometimes it's absent, like of the 12 that we've done I think I've only seen the bullseye rash once, so it's not always that common. Fever and flu-like symptoms are tell-tale signs of infection, said Ford. He said they monitor patients and prescribe dozycycline as necessary. The pharmacy follows up within 24 to 48 hours to make sure no other symptoms arise. 'It's a single dose treatment and that prevents the Lyme but we have to get it within three days of the bite,' said Ford. Ford says it's important for people to do a full inspection if they're near the woods, or even just outside. He says ticks are small enough to miss but people can look for a red dot – like a pimple – and any black colouration surrounding the area. James Donald of Hiking NB and Paddling NB says he tries to get out on the trail or the water at least twice a week. He said he's seen more people with the socks wrapped over their pant legs for protection. Both he and his wife have experience with ticks. 'She went through the whole shots, treatment and everything and then we were actually at a hike summit down in Nova Scotia, which they're actually a lot thicker down there in the southern part of Nova Scotia, and I had my first tick experience there.' Ford said the pants he wears now are treated with the tick repellant permethrin. 'The problem is when you're in long grass and things are touching your legs and stuff that's kind of where they hang out and then they grab on and hold on and try to climb into any nook and cranny they can find on you.' According to the New Brunswick Pharmacists' Association 'your overall risk of developing Lyme disease after a high-risk tick bite is approximately three per cent and the tick needs to be attached to your skin for more than 24 hours to transmit the bacteria.' The Association also says that clothes should be put in the dryer on high heat for at least 10 minutes or in a hot wash cycle to help kill off any ticks. It also recommends having a shower or bath to rinse away any that might not have attached yet. Ford says it's also important to check pets. He says you should check with your pharmacist if you're using preventative sprays or oils to make sure they are safe for every member of the family.
