Warisan urges explanation of ‘hidden' tariff hikes in Sabah
Warisan Kota Kinabalu division information chief Samuel Wong has called for transparency over Sabah's electricity tariff structure, alleging hidden rate hikes under the tiered billing system.
KOTA KINABALU: The city's Warisan branch has urged the state government to address what it claims are hidden electricity tariff hikes in Sabah through a quietly restructured tiered billing system.
Its information chief, Samuel Wong said that although the state recently announced a six-month waiver of the electricity surcharge under the Imbalance Cost Pass-Through (ICPT) mechanism, Sabahans are still experiencing rising bills due to a more complicated and punishing tier structure.
'The government says there's no surcharge, but our bills tell a different story. What Sabahans are facing is a hidden tariff hike, not through official announcements, but via subtle changes to how electricity usage is charged,' he said in a statement.
He explained that in 2022, there were five usage tiers ranging from RM0.175 to RM0.450 per 100 units. However, by 2025, the structure expanded to seven tiers, with a new highest rate of RM0.470 per 100 units.
'This expansion and reshuffling of thresholds means ordinary households are now more likely to hit the highest rate even with moderate usage. It's a disguised price hike,' he said.
Wong contrasted Sabah's situation with upcoming reforms in Peninsular Malaysia, where the tiered system will be scrapped by July 2025 in favour of real-time tariff reviews based on actual fuel prices and foreign exchange rates.
'The peninsula is seeing meaningful reform. What about us in Sabah? Is the GRS-Pakatan Harapan government even trying to fight for a fair deal for us?' he asked.
He also urged the government to abolish the 8% Sales and Service Tax (SST) imposed on residential electricity usage, calling it a burden on essential needs.
'Electricity is essential. Why are we taxing families who are already overpaying under a broken system?' he said.
Wong called on Sabah Electricity Sdn Bhd (SESB) and the state government to fully disclose the current tariff structure and present a clear roadmap for reform.
'Sabahans have paid more than enough. We need answers, we need reform, and we need action now,' he said.

(Bernama pic) PETALING JAYA : Cooperation between the federal and Sabah governments must take place on an inter-governmental and not intra-party basis, according to Gabungan Rakyat Sabah deputy secretary-general Armizan Mohd Ali. Armizan, who is also the domestic trade and cost of living minister, said GRS's 'Sabah first' model does not reject cooperation with national parties, but lays the foundation for local parties to form the backbone of the state government. 'This approach is crucial to ensure that federal-state relations are conducted on an inter-governmental basis, not an intra-party one,' he said when opening the annual meeting of the Parti Gagasan Rakyat Sabah's Darau division today. 'This is because we want issues concerning state interests to be negotiated and resolved through formal channels between the federal and state governments, not within the internal mechanisms of a single party.' Armizan, who is also the Papar MP, said that when the same national party becomes the core of both the federal and state administrations, there is a tendency for issues affecting the state to be discussed and decided within party lines. 'If state matters are resolved through an intra-party process, the risk is that party interests will be prioritised over state interests. More worryingly, some national parties are deeply entrenched in a doctrine that places loyalty to the party above all else, without compromise,' he said. He also said there have been instances when state issues are sidelined simply because the national party prioritises national interests above state concerns. 'A clear example of this is the decades-long struggle over the Malaysia Agreement 1963. Only recently have we seen meaningful federal commitment on MA63 under the leadership of Prime Minister Anwar Ibrahim. 'However, we cannot rely solely on the attitude or style of individual leaders, what we need is a structural solution,' he said. He said if there is a framework to ensure that federal-state relations remain inter-governmental in nature rather than intra-party, then state interests will always remain a priority. The state government, meanwhile, must function with state interests as its top priority. 'To national parties, (I say) lead the federal government. We will support and work with you. But let local parties lead the state government. This is the spirit behind the GRS and Pakatan Harapan Plus coalition government we have today,' he said. Sabah Barisan Nasional treasurer Salleh Said Keruak said yesterday the 'Sabahan No 1' is not an empty slogan for BN as it represents the party's struggle to give priority to the interests of the people of the state. Salleh, who had previously asserted that the struggle for the state's rights is not the domain of any one party but of all Sabahans, said Sabah BN moved in tandem with the federal unity coalition government, to ensure the state had a decisive voice in national affairs.

OCBC commits RM11bil, aiming to add RM3bil to boost Johor's economy
KUALA LUMPUR: OCBC Group has committed over RM11bil in financing to Johor businesses since early last year, as part of its support for the Johor-Singapore Special Economic Zone (JS-SEZ). 'By the end of 2025, the group expects to provide at least another RM3bil in financing for investments into various sectors including real estate, oil & gas, manufacturing and data centres,' the bank said in a statement. OCBC Group chief executive officer Helen Wong said the bank has a long history in Johor, with its first branch in the state established in 1917. She said OCBC now operates eight branches in Johor, out of a total of 38 across Malaysia. 'Having already committed over RM11bil in financing to businesses in Johor, we are looking to further catalyse local economic activities and cross-border investments in Johor and JS-SEZ through at least another RM3bil in financing by year-end. 'We are honoured to have this opportunity to explore with the Johor Menteri Besar how we can build on these solid foundations and leverage the full capabilities of the OCBC Group's extensive regional franchise to contribute to the success of the JS-SEZ,' Wong said. Meanwhile, Johor Menteri Besar Datuk Onn Hafiz Ghazi said the bank's commitment of over RM11bil in financing — with at least RM3bil more expected by year-end — reflects strong confidence in Johor's economic direction and investment potential. 'We welcome this partnership and look forward to working closely with OCBC to unlock Johor's full potential as Asean's next economic powerhouse,' he added.

MoF: SST registration for expanded scope starts August 1
KUALA LUMPUR: The Ministry of Finance (MoF) has announced that new registration applications in relation to the expansion of the service tax scope and the revision of the sales tax rate, effective from July 1, 2025, can be made starting from Aug 1, 2025. For existing registered persons, applications for the addition of new services under the expansion of the service tax scope and tariff codes under the revision of the sales tax rate, which is effective from July 1, 2025, can be submitted beginning June 24, 2025, the ministry said in a post on X today. On June 9, the government announced a targeted review of the sales tax rate and an expansion of the service tax scope, both of which will take effect from July 1. The sales tax rate remains unchanged for essential goods, while a five or 10 per cent rate will be imposed on selected items. Meanwhile, the scope of the service tax will be expanded to include six new services: leasing or rental, construction, finance, private healthcare, education, and beauty services. Treasury secretary-general Datuk Johan Mahmood Merican reportedly said that revenue from the Sales and Service Tax (SST) collection is expected to increase by RM5 billion in 2025 and by RM10 billion in 2026, following the implementation of the SST revised and expanded scope starting next month.
