Landmark deal to eliminate mobile blackspots on busiest rail routes
Commuters will soon be able to work seamlessly and stay connected with loved ones as the Transport Secretary lands a landmark deal to eliminate mobile blackspots on Britain's busiest rail routes.
The breakthrough agreement will transform daily journeys for millions of passengers who currently face the frustration of dropped calls and interrupted streaming on key routes between Birmingham, London, Manchester, Newcastle and Cardiff.
The deal, named Project Reach and signed today between Network Rail, and telecoms companies, Neos Networks and Freshwave marks the end of passengers having to pause important work calls or cut short conversations with family members when trains enter notorious signal blackspots.

The project's innovative commercial model brings together public and private sector investment and infrastructure and is expected to save taxpayers around £300m while creating a high-performing digital connectivity backbone for businesses, supporting the UK's digital ambitions.
Project Reach will initially see Neos Networks deploy 1,000 kilometres of ultra-fast fibre optic cable along the East Coast Main Line, parts of the West Coast Main Line and the Great Western Main Line, with ambition to expand beyond 5,000 kilometres in the near future.
In addition to this, Freshwave will tackle signal blackspots in 57 tunnels, covering almost 50 kilometres, including the 4-kilometre-long Chipping Sodbury tunnel near Bristol.
As part of the deal, mobile network operators will also invest in new 4G/5G infrastructure at 12 of the biggest Network Rail stations across the country including Birmingham New Street, Bristol Temple Meads, Edinburgh Waverley, Euston, Glasgow Central, King's Cross, Leeds, Liverpool Lime Street, Liverpool Street, Manchester Piccadilly, Paddington and Waterloo.
Heidi Alexander, Secretary of State for Transport, said: "This is a game changer for passengers up and down the country and will revolutionise journeys from Paddington to Penzance and Edinburgh to Euston.
'By boosting connectivity and tackling signal blackspots, we are also ensuring a more reliable and efficient service.
'This means better journeys for passengers while supporting our broader Plan for Change goals of economic growth and digital innovation.'
This is a multi-year project with the first installation of mobile infrastructure expected to begin in 2026 and fully rolled out by 2028.
The enhanced network will also enable better monitoring of railway assets and facilitate new technologies that rely on improved connectivity, paving the way for more reliable train services and improved safety for railway workers.

'This investment model will deliver the necessary upgrades to our telecoms infrastructure faster whilst offering significant value-for-money for the taxpayer and stimulating wider economic benefits across the country.
'As we move towards becoming a unified railway with the formation of Great British Railways, the enhanced telecoms infrastructure will play a key role in our ambition to provide a data-driven railway of the future, delivering better connectivity and a better, more reliable train service for our passengers.'

This partnership marks a major stride towards improved performance and better services for passengers as part of Great British Railways, as the Transport Secretary continues to deliver the Government's Plan for Change with a more connected, efficient, and passenger-focused railway fit for the future.
It also builds on £41m confirmed in the Government's National Infrastructure Strategy to introduce low-earth-orbit satellite connectivity on all mainline trains, significantly improving both the availability and internet data connection speeds for Wi-Fi connected passengers.

More than half (54%) of early-stage business owners in London are operating without a business plan, according to a new survey - and nearly one in two (46%) launched without any market research. The findings, which mirror trends across the UK, have prompted warnings from experts that poor planning could undermine long-term growth. However, they also stress that free support is available to help founders build stronger foundations. London has long been known for its entrepreneurial spirit, but new data from Grow London Local shows that many of the city's emerging small businesses are starting out without the basics in place. A survey of more than 800 entrepreneurs launching businesses across London* found that: - 54% don't have a business plan - 49% haven't reviewed their competition - 46% didn't conduct any market research before launching These trends reflect a broader UK pattern*: - 59% of small business employers nationwide lack a business plan. Among solo entrepreneurs, that figure rises to 77% Small businesses make up 99% of all companies in London and account for over half of the city's employment*. They are the backbone of London's economy and a driving force behind local communities. Business support organisations warn that these gaps are more than just missing paperwork, they can significantly impact-decision-making, operational efficiency, and the long-term success of a business. Commenting on the findings, Vanesa Perez Sanchez, Director of Small Business Service Delivery at London & Partners, said: "Starting a business requires huge amounts of passion and determination. Market research and business planning are essential to build solid foundations and growth. The good news is that there's support out there to help small businesses to start and thrive." Grow London Local, a service from London & Partners, offers free, tailored support to help founders succeed. Whether it's writing a business plan, finding funding, or getting expert advice, the support is local to each borough, so it's easier for entrepreneurs to access what they need. One organisation stepping in to help is Hatch Enterprise. It supports underrepresented founders and has seen a 92% rise in applications to its programmes over the last year, including a huge increase in people seeking early-stage support. Rebekah Sun, Managing Director at Hatch Enterprise, adds: "Even if you're short on time, investing in your business now will save you trouble later. It's vital we make planning tools and support easy to access, especially for new founders." Laurelle Kamara, a business owner supported by Hatch, says: "Prior to Hatch, I had never had any professional guidance, input or even courses to help me level up. It was very much me, myself, and I." After learning from experts, she now feels she can scale her business properly. As a result, she has reached more customers, increased her business's impact, and brought on additional paid freelancers. Uto Patrick, Business & IP Centre London Network Project Manager, explains: "Many new founders take the plunge before ensuring that they have the fundamental information, advice, and networks that they need - causing up to 50% to fail in the first 3 years of trading. Businesses who start with the support of the British Library's network of Business & IP Centres, based in libraries around the UK, are far more likely to succeed with over 90% of them still trading after the crucial third year." Marjorie Gutierrez, founder of Smart Business Designs, who got help from Grow London Local, shares: "I'd been running my business for years, but never made a proper business plan. After a Grow London Local event, I got connected to a business support manager who helped me bring my plan to life."

Analysis-Investors shore up defences against another August market rout
By Naomi Rovnick and Amanda Cooper LONDON (Reuters) -Big investors are preparing for the normally thinly-traded months ahead with even more caution than usual as risks of oil price volatility or fresh tariff shocks could shake up the complacent market mood and spark a repeat of last August's rout. Scarred by the sell-off a year ago, when global growth fears hit low volume markets to drive big swings in asset prices worldwide, investors see stocks, bonds and currencies vulnerable against the backdrop of a fragile Israel-Iran ceasefire, seesawing oil prices and trade-war uncertainty. Asset managers said they were raising portfolio protections given the geopolitical risks and uncertainty about China and Europe striking U.S. trade deals as a July 9 deadline looms. "Our positioning is that over the (next) three-month horizon markets will not get the positive confirmations they are pricing in," said HSBC Asset Management Global Chief Investment Officer Xavier Baraton. Baraton is buying equity put options as an insurance, which pay out if stocks fall. Goldman Sachs' asset management chiefs, recommended in a presentation last week, loading up on protection against sell-off scenarios with volatility, interest rate and market-trend strategies. CRUEL SUMMER As the July 9 deadline for a U.S.-EU tariff deal approaches, with scant progress so far towards mutually-agreed baseline levies, concern is growing over how long markets will stay numb to trade risks. "If we continue to get this kind of blasé approach to that risk, then it becomes more tempting to be looking for protection over that (July) event," Chris Jeffery, head of multi-asset strategy at Britain's biggest investor LGIM, told Reuters. World stocks, up 7% so far this year, this week touched fresh record highs. And Wall Street's fear gauge of expected volatility on the S&P 500 index is muted at below 18, down from 52 in April. Still, one-month VIX futures, which cover July 9, are around a 1.5 point premium over the VIX, in a pattern that can signal investors expect market sentiment to sour. HSBC's Baraton said Trump's unpredictability remains a broad market risk. "Markets seem to have forgotten everything that the Trump administration has been threatening to do," he said. Republican leaders are pushing to get what Trump calls his One Big Beautiful Bill Act through Congress and to his desk before the July 4 Independence Day holiday. The bill would add trillions to the $36.2 trillion national debt. OK COMPUTER Markets can trade calmly for longer than appears rational in part because of a circular relationship between the VIX and risky asset prices linked to how automated trading funds are programmed to behave. Automated volatility control funds, which according to UBS run about $700 billion of assets, often buy stocks when the VIX drops and dump them when it surges. This has been cited as a reason behind last August's brief but sharp selloff. Royal London Asset Management multi-asset head Trevor Greetham said computer programs the group uses to limit clients' exposure to market swings were picking up trading cues driving them to buy equities. But fund managers overseeing RLAM's volatility control robots had decided not to follow them in recent weeks and sold some stocks to manage portfolio risk instead, he said. Goldman asset management partner Simon Dangoor warned, meanwhile, that oil shocks could boost the dollar and upend a consensus it is on a weakening trend. "If we did have a very big disruption in oil markets, that's exactly the kind of shock that could see the dollar higher into a risk-off environment," Dangoor said in last week's presentation. For sure, while Middle East tensions have eased in recent days, risks from the region and especially potential disruptions to the Strait of Hormuz shipping route remain in focus. Oil has swung between $81 and $63 a barrel in June, making it one of the most volatile months for crude in 15 years. An index of expected oil price shifts is around its highest since September 2022. UBS European equity strategy head Gerry Fowler said options pricing suggested derivatives traders were betting on a higher frequency of single-day stock market volatility surges, such as last August. This, he warned, may not be the ideal time for vacations. "Given that everybody knows this summer is full of catalysts, there's going to be far fewer people on holiday this year," he said. Mind the Time Bombs in Labour's Building Binge
An overlooked aspect of the Labour government's near-$1 trillion plan to rebuild Britain's infrastructure is its decision to resurrect the use of public-private partnerships. These, under the title of 'private finance initiatives,' gained such notoriety for their poor value for money and sometimes disastrous delivery that a former Conservative government scrapped their use for future projects in 2018. Labour says the lessons of the past have been learned. Reassured? If the answer is 'no,' you're not alone. The UK pioneered the PFI model in the early 1990s, though as with other great British inventions such as soccer and railways, it has been less successful than other countries with its performance. The idea is simple enough: Instead of building hospitals, schools and the like, the state enters into contracts with private companies that will finance, design, maintain and sometimes operate them. The attraction for the government is that it avoids the upfront capital outlay and transfers risks such as construction delays and cost overruns to the private contractor, in exchange for a stream of regular payments typically lasting 25 or 30 years.
