The Governor of the Saudi Public Investment Fund (PIF), Yasir Al-Rumayyan, and the President of France, Emmanuel Macron, opened PIF's subsidiary company office in Paris.
On Wednesday, Al-Rumayyan and Macron attended the opening ceremony, alongside high dignitaries and business officials from Saudi Arabia and France. The opening ceremony coincided with the annual 'Choose France' event hosted in Paris.
By opening a new subsidiary company office in Paris, the PIF expands its global footprint and strengthens ties with France, a major international market. The move also underscores the PIF's commitment to enhancing engagement with local partners, key businesses and institutional investors.
Importantly, the new subsidiary company office will foster the PIF's partnerships across Europe. The PIF invested $84.7 billion in Europe, between 2017 and 2024, injecting $52 billion to the continent's GDP and generating more than 254,000 direct and indirect jobs across Europe.
France's share of these investments amounted to $8.6 billion, adding $4.8 billion to the country's GDP and creating 29,000 direct and indirect jobs for the French economy.
Furthermore, the new office in Paris aligns with the PIF's strategy to propel global economic growth and spearhead Saudi Arabia's economic transformation.
The Paris office adds to the PIF's subsidiary company offices in New York, London, Hong Kong and Beijing. The PIF also has around 220 portfolio companies, which contributed to creating more than 1.1 million jobs across the Kingdom and worldwide.

RIYADH: Saudi Arabia's Public Investment Fund-backed digital bank D360 is in early talks with potential global investors as it prepares for a Series A funding round planned for the second half of 2025. The Shariah-compliant lender, which began operations in December, is targeting the first quarter of 2026 to complete the raise, CEO Eze Szafir said in an interview with Bloomberg. This development follows the bank's successful securing of around $500 million from existing shareholders, including PIF and Derayah Financial Co. While Szafir did not disclose the size of the upcoming round, he told Bloomberg the funding will support the bank's efforts to expand services to small and medium enterprises, aligning with the Kingdom's broader economic diversification strategy under Vision 2030. 'We're looking for new investors in the international landscape, most probably from Europe or the US, with the same quality we have here with the PIF and Derayah,' Szafir was quoted as saying. D360 also plans to roll out full lending services for individuals and SMEs later this year. In preparation for the raise, the company has appointed former JPMorgan Chase & Co. banker Mohammed Nazer as chief financial officer to lead the process. Nazer said the bank expects to appoint advisers to manage the Series A round by the end of July. One of the first institutions to be granted a digital banking license in Saudi Arabia, D360 currently serves over 1 million users. It is targeting 4 million account holders ahead of a potential public listing within the next four years. By adopting data-driven strategies and modern technologies, D360 aims to contribute to the development of the Kingdom's digital financial infrastructure and align with the goals of Vision 2030. The move comes as the Saudi Central Bank continues to advance regulatory frameworks that support digital transformation in the financial sector. The institution, also known as SAMA, has prioritized fostering innovation and financial inclusion through digital banking, granting licenses to new digital players in a bid to modernize the Kingdom's banking landscape and strengthen financial resilience. This push has helped Saudi electronic payments account for 79 percent of all retail transactions in the Kingdom in 2024, up from 70 percent the previous year, according to SAMA. The central bank also reported that the total number of non-cash retail transactions reached 12.6 billion in 2024, compared to 10.8 billion in 2023, reflecting the continued growth and widespread adoption of digital payment systems nationwide.

France is co-chairing with Saudi Arabia this month an international conference at the United Nations aimed at resurrecting the idea of a two-state solution, which the government of Israeli Prime Minister Benjamin Netanyahu opposes. Paris has also said it could recognize a Palestinian state itself this year. In an interview with Fox News published on Saturday, Huckabee called the initiative at the UN 'incredibly inappropriate when Israel is in the midst of a war.' 'October 7 changed a lot of things,' he said, referring to the 2023 Hamas attack on Israel that sparked the war in Gaza. 'If France is really so determined to see a Palestinian state, I've got a suggestion for them -- carve out a piece of the French Riviera and create a Palestinian state. They are welcome to do that, but they are not welcome to impose that kind of pressure on a sovereign nation.' Israel on Friday accused French President Emmanuel Macron of undertaking a 'crusade against the Jewish state' after he called for European countries to harden their stance on Israel if the humanitarian situation in Gaza did not improve. The day before, Israel announced the creation of 22 new settlements in the West Bank, with Defense Minister Israel Katz later vowing to build a 'Jewish Israeli state' in the occupied territory. Previously, Indian regulations required pooling of investments from various sovereign entities and capped foreign ownership at 10% in any single listed company — limiting the ability of PIF and its affiliates to invest independently. The new exemption removes these barriers, offering the Saudi sovereign wealth fund more flexibility to deploy capital directly into Indian equity markets. One source explained that under the earlier rules, PIF subsidiaries were unable to make separate investments, restricting the fund's operations in one of the world's fastest-growing major economies. The exemption now allows these subsidiaries to invest individually without breaching regulatory limits. The move follows Indian Prime Minister Narendra Modi's visit to Saudi Arabia in April, where both countries committed to deepening investment cooperation in sectors such as energy, infrastructure, and pharmaceuticals. A bilateral investment treaty is currently under negotiation. Saudi Arabia's PIF, which manages around $925 billion in assets, currently holds investments in India totaling $1.5 billion in Jio Platforms and $1.3 billion in Reliance Retail. Media reports suggest that India is also considering further tax incentives for PIF to support investments in critical sectors such as infrastructure and energy.
