Milford Haven flat scheme under fire as unit cost tops £270,000

£6.7m council project draws criticism amid questions over value for money
A £6.7 MILLION scheme to build 24 mostly one-bedroom flats for over-55s on Charles Street, Milford Haven, is facing mounting scrutiny — with each unit costing more than many three-bedroom houses in the area.
The development, led by Pembrokeshire County Council and earmarked for social housing, is being built on the former Motor World site. At an average of £270,000 per flat, critics say the price tag is out of step with both local property values and national building cost benchmarks.
Rising costs and delays
The project was first approved in 2020 with a plan for 15 flats. However, it stalled when the original contractor, WRW Construction, collapsed into administration in 2021. The scheme was later re-tendered and expanded to 24 units. In April 2025, the council awarded the new £6.7 million contract to W B Griffiths & Sons Ltd.
Each flat measures around 51 square metres. While ground-level parking is included, there are fewer spaces than units — meaning not all residents will have access to a bay.
'You could get a house for that'

County councillor Mike Stoddart welcomed the long-delayed scheme finally moving forward, but raised serious concerns about its cost.
'I'm pleased that, after more than ten years of delays, this development is finally going ahead,' he told The Herald. 'But £270,000 per small flat is eye-watering — you could get a three-bedroom house for that. Persimmon Homes would build you one, including the land, roads, and a profit.'
A resident on nearby Hamilton Terrace added: 'My house was recently valued at £249,000. It's a large, property — far bigger than any of these flats.'
Part of the cost increase is linked to stricter building regulations introduced by the Welsh Government. Under the Welsh Development Quality Requirements 2021 (WDQR), all publicly funded housing must meet enhanced standards for energy efficiency, accessibility, and space. These include banning gas boilers, ensuring digital connectivity, and making homes adaptable for future needs — all of which add to construction costs. Audit Wales estimates these standards could increase build costs by around 13%. But taking this into account would still put the cost per unit at around £240,000 before the estimated cost of the project meeting the new Welsh Government standards for publicly funded housing developments.

Benchmark costs tell a stark story
The average build cost for a three-bedroom house in Wales in 2024 is £276,478, with construction-only estimates ranging from £253,439 (low benchmark) to £299,518 (high benchmark).
By contrast, the Charles Street flats come in at approximately £5,300 per square metre — more than double the Welsh mid-benchmark of £2,513/m².
Property analyst Tom Rees and others have raised concerns over the failure to consider alternative solutions. More than 750 long-term empty homes sit unused in Pembrokeshire — many of which could potentially be refurbished for a fraction of the Charles Street cost.
Council defends project
Pembrokeshire County Council says the high cost reflects several factors:
Inflation in the construction sector
Complexities of building on a constrained brownfield site
Requirements to meet high environmental and energy standards
The council also cites urgent housing need: more than 8,000 people are currently on the county's housing waiting list, with an annual shortfall of 475 affordable homes.
While the need for more affordable housing is not in dispute, the cost of delivering it is. With unit prices outstripping local values and national averages, and with hundreds of empty homes lying idle across the county, questions are being asked about whether the Charles Street development offers value — or a costly lesson in council procurement.

"Events like this give us the opportunity to engage directly with both the public and policymakers, ensuring the importance of EV adoption and the necessary infrastructure continues to be at the forefront of discussions. "We're excited about the future and the role FleetEV and PLUG Charging can play in supporting the transition to cleaner, greener driving across Wales.' PLUG Charging, which was recently placed on the Welsh Government's EV Charging Infrastructure Framework, also demonstrated its lamp column charger at the event. The company will now deliver EV installations across Wales, including lamp column chargers, roof solar panels and solar car ports. Cardiff Dragons netball players Elle McDonald and Jacqui Newton joined the event to host a goal-scoring challenge and prize giveaway. Also in attendance was 2B Enterprising, which runs The Bumbles of Honeywood enterprise programme for primary schools. FleetEV currently supports workshops in 20 schools across Wales through this programme. The event was attended by deputy Plaid Cymru leader Delyth Jewell, Plaid Cymru's Llyr Gruffydd and Peredur Owen Griffiths, and Cardiff Council's cabinet member for climate change, Daniel De'Ath. The former first minister said the Welsh Government continues to explore the feasibility of LVT as used in countries such as Denmark and Singapore. Professor Drakeford has long supported a LVT, arguing those who have the privilege of ownership should pay something back for that privilege. LVT is levied on the value of the land rather than the property itself. Proponents argue LVT is easier to collect, more efficient and difficult to avoid, while discouraging speculation and encouraging people to bring idle land back into use. Professor Drakeford told the Senedd: "I am anxious to see this discussion move beyond the theoretical and into the realms of the practically possible. He explained that the Welsh Government has invited tenders to test approaches to valuing land, with submissions for every aspect of the work. The finance secretary said: "I want to use the coming months to test the boundaries of what might be possible in the next Senedd term. "Let's open the door to more radical, fundamental and progressive reform in the future." He added: "The current system is unfairly weighted against those who experience difficulty in paying. "I want to shift the focus from harmful escalation towards supportive prevention." He stated ministers will introduce a new council tax appeals process by April 2026 that will be "easier to navigate and provide a better, modern system for taxpayers". Peter Fox agreed that council tax is regressive by nature "and that it will never really become a fair local tax". Mr Fox accused the Welsh Government of increasing tax on families "by stealth" through underfunding councils which, in turn, pass on the shortfall to people. He called for reform of the "outdated and flawed" funding formula. Professor Drakeford replied: "Almost every local authority in Wales will agree that the formula needs revision – nobody can agree on how that should be done. "The 22 local authorities each believe that the formula uniquely disadvantages them."

Those 'bread-and-butter' services, the doorstep issues that we all encounter every day, are at the top of our residents' agenda, so they needed to be at the top of our agenda too. One of those issues is the state of our roads. This is something we hear a lot about from residents, and back when we set our budget in February, we promised more investment into our road network. This week, we've announced that we are delivering on that promise. We will be investing £6.6m into our roads over the next 12 months. This investment will support a major programme of road maintenance works, focusing on our most critical and high-priority roads. These include Malpas Road, Newport Bridge, Lighthouse Road, Chepstow Road and many more. Councillors from every ward have been sharing residents' concerns about roads with us. We've heard those concerns, and we get it. That's why we're putting this programme in place. We have secured around £4.4m from the Welsh Government to help finance the programme. They share our agenda of wanting to get things done, things that make a difference to people, and I'm grateful for the support they have shown us. Their support will allow us to go above and beyond what we would be able to do on our own. We will also be allocating around £2.2m of our own resources to the programme, including £1m from underspend from last financial year. It is not going to solve every problem and fix every pothole, as we can only do so much with the resources we have. It is, however, a really good programme of works which I do feel will make a big difference to residents and visitors alike. And we will keep delivering to ensure that those 'bread-and-butter' services are always meeting our residents' needs. Something else we announced last week was that the city's recycling rate has smashed a new record high of 71.45 per cent. This is a fabulous achievement and one that positions Newport as one of the best performing cities in Wales and the UK for recycling. This wouldn't be possible if it wasn't for the efforts of our residents, and we are very grateful for their efforts. So, I just wanted to say a massive thank you to everyone reading this.
