Healey says UK ‘already makes huge contribution' to Nato

The Defence Secretary pointed to the UK's nuclear deterrent, and plans to make a 'bigger contribution' to Nato, as he sidestepped questions about suggestions that the alliance will set a 3.5% of gross domestic product military spending target.
The Prime Minister has committed to spend 2.5% of gross domestic product on defence from April 2027, with a goal of increasing that to 3% over the next parliament, a timetable which could stretch to 2034.
But Nato secretary-general Mark Rutte is thought to be pushing for allies to commit to spending 3.5% on the military, with a further 1.5% on defence-related measures, as the alliance responds to Russian President Vladimir Putin's actions in Ukraine.
Leaders from the alliance will meet in The Hague later this month, with the total 5% spending target by 2035 on the table.
Speaking on Tuesday, Mr Healey said: 'As the Prime Minister has said, Britain already makes a huge contribution to Nato.
'We've published a defence review that has Nato at its heart and I'm announcing today the new spending in this Parliament, £4 billion, doubling the amount that we'll put into drones.
'And we'll make a bigger contribution to Nato through that, and £1 billion over this Parliament to develop laser weapons, the first European nation in Nato to have laser weapons on our destroyers and then with our land forces.
'This is Britain leading in Nato, contributing more to Nato, just as we do, for instance, with our nuclear deterrent, the only country with a nuclear deterrent that commits it in full to other Nato nations.'
The Prime Minister and Mr Healey have already come under pressure to spell out how the existing 3% goal could be met.
Asked if he would be prepared to raise taxes to safeguard the nation's defence, Mr Healey said: 'We will deliver the spending commitments that we've made. I've got no doubt we can do that in the next parliament.
'We're already raising defence spending by £5 billion this year and now it will go up to 2.5% of GDP in just two years' time.
'Britain's never spent that level for 15 years.
'This is a biggest increase in defence spending since the end of the Cold War. The important thing is how we spend it.'

Downing Street refused to be drawn on the possibility of an increased spending demand, as the Prime Minister's official spokesman told reporters: 'The UK is already the third-highest spender in Nato in cash terms, behind the United States and Germany.
'We are one of 22 allies of the 32 in Nato that already exceed the 2% of GDP Nato target.'
The Strategic Defence Review published earlier this week recommended a greater focus on new technology, including drones and artificial intelligence.
The Ministry of Defence announced a £5 billion investment in the 'kit of the future', after the publication of the review on Monday.
The funding includes £4 billion for drones and autonomous systems, and an extra £1 billion for lasers to protect British ships and soldiers.
In addition to investment in drones and AI, the Government has announced an additional £1 billion for the development of 'directed energy weapons' (DEWs) during the current Parliament.
This includes the DragonFire laser scheduled to be fitted to the Royal Navy's Type 45 destroyers from 2027, with a similar system provided for the Army by the end of the decade.
DragonFire and other DEWs are intended to provide a lower-cost form of air defence against targets including drones, costing just £10 per shot compared with the thousands of pounds it costs to fire existing weapons.

The new sporting director spoke for the first time following Martin's appointment as boss Kevin Thelwell says he'll never sign a new player for Rangers without gaffer Russell Martin's approval first. The Ibrox club's new sporting director spoke for the first time on Thursday as Martin was unveiled as Philippe Clement's successor. ‌ Thelwell recently left Premier League side Everton and has already made an impact at Rangers by bringing in Goodison Park recruitment guru Dan Purdy as Nils Koppen's replacement. ‌ The 51-year-old will oversee Martin's first transfer window this summer, as the club look to improve the squad's strength and quality. But Thelwell is adamant that he'll work together with Martin on signings and won't bring anyone to the club the manager isn't keen on. He said: 'Put very simply, we've got a head coach and a sporting director. 'Head coaches are responsible for the most important bit - preparation of the team, performance and fundamentally the results. 'My role is to try and make sure that all the support services that sit around Russell are as strong as they possibly can be to give us the best chance of winning. ‌ 'When we talk about recruitment, clearly it's going to be a collaborative approach. 'In this role, I've never signed a player for the first team that hasn't been supported by the head coach or the manager. 'So we'll talk a lot about how we want to play. ‌ 'We'll talk a lot about what profiles we think we need and what positions. 'Then between Russell and I, and the recruitment team, we'll sit down and identify players that we think can make us better very quickly. 'That's generally how I've worked and how we've discussed how it's going to work here. ‌ 'It's a good way of working so that we've got some clarity. 'But it's collaborative. We work together to get the best outcome.' From his time in England, Thelwell has watched Martin's teams at MK Dons, Swansea City and Southampton. ‌ Gers' new boss has become renowned for a distinct style of play everywhere he's been. Even when it didn't work at Saints in the Premier League last season, which resulted in Martin being sacked, Thelwell saw enough to convince him that he's perfectly suited to Rangers. The sporting director said: 'We've got exactly the right candidate that's a perfect fit for Rangers FC. From my perspective, I've seen Russell's team play for many years. ‌ 'Particularly, if I look back at his Championship season - and also the Premier League season with Southampton - there was a lot to be proud of. 'There's a lot that fits Rangers going forward. Russell's explained quite clearly about what he thinks Rangers need in games. ‌ 'We need to be dominating in all moments of the game. I'm delighted that we were able to have those conversations and pleased that he's now sat next to me getting ready to work. 'We wanted to make sure we made as strong a decision as we possibly could. 'But we also appreciate there's now a pre-season on the horizon and European games coming thick and fast.' ‌ Martin is unlikely to get a settling in period at Rangers as fans demand success this season. But Thelwell is convinced the new Ibrox gaffer is ready to meet the challenge head on. He said: 'It was clear from the start to all of us that Russell was the outstanding candidate and we're delighted he's joined us. 'He's had a strong career, over 250 games both as a manager or head coach. 'Over the course of that journey, he's sharpened his approach, from a technical and tactical perspective - but also from a personal perspective. 'I'm very excited to see what he's going to bring to Rangers and the team is very much looking forward to working with him.'

FRANKFURT, June 5 (Reuters) - European Central Bank President Christine Lagarde said on Thursday that the euro zone appeared to be attracting more foreign investment recently, in a sign that investors are increasingly confident in Europe's economic outlook. "I would say that the economy is responding quite well to our monetary policy, and is delivering on that front," Lagarde told reporters at her regular press conference after the bank's latest rate-setting meeting. "We perceive a serious momentum to improve, to change, to simplify, to streamline, and to encourage and .. welcome capital into Europe. And we are seeing it: The reverse Yankee bonds, significant increase that we have seen in the last few weeks, is a clear indication that there is trust in our system," she said. A reverse Yankee bond is a debt security issued by a U.S. company in a foreign market denominated in another currency, such as the euro. "The capital flow that we are seeing as well - whether it is European investment returning to Europe or a bit of non-European investment coming to Europe - all that is an indication that at least market forces, investors, those who move real money around, actually see value and have confidence in Europe."
