
Leaving the seat of power
The arc of management bends towards sitting on your arse. You may intend to get away from your desk, but it holds you there nonetheless. There are always more emails to clear; there is always more work to get done. When you do leave your desk you are probably off to sit down somewhere else, in a meeting room. And you will probably share that room with your closest colleagues, people who sit behind desks that are located extremely near to yours. Domestic cats have larger territories than some bosses.
Worse, the chair's magnetic pull is getting stronger. The pandemic normalised video calls with people in different locations: managers can see employees around the world without leaving their perch. Quantification is another excuse to remain sedentary. Dashboards and data can keep bosses informed about the state of the business in real time without ever having to stand up.
The antidote to this problem is obvious but sufficiently uncommon that it has a name: management by wandering—or walking—around (MBWA). Tom Peters, a management guru, popularised the idea in the 1980s in 'In Search of Excellence", a book he co-wrote with Robert Waterman. He had first come across the term at Hewlett-Packard: bosses there had a habit of dropping by employees' workstations to have informal conversations about what they were up to. Mr Peters adopted it, arguing that managers should go to see the places and people where the real work gets done. That case still holds, although the benefits are not guaranteed.
One reason to leave the seat of power is motivational: most employees like attention. A study published last year by Pablo Casas-Arce of Arizona State University and his co-authors looked at the impact of short, morale-boosting visits by the new divisional manager of a Latin American bank to the 79 branches under his control. The researchers found that the visits were associated with a boost to sales productivity that started to show up prior to the day itself, and that were biggest in higher-performing branches.
These improvements in branch performance were transitory, however, persisting for at least a few weeks before starting to fade. And the motivational effect in this case is doubtless explained, at least in part, by the fact that the divisional manager in the study was new; big cheeses can come to seem a lot less inspirational if you see them all the time.
The more substantial benefits of MBWA come not from managers descending like minor royals, but from regular visits to the front line to identify and solve problems. Toyota is well-known for its precept of genchi genbutsu (go and see for yourself), which encourages managers to investigate manufacturing problems in person. Toyota bigwigs routinely undertake gemba (the real place) walks to see assembly lines for themselves and to drive home the firm's philosophy of kaizen (continuous improvement).
This way of thinking can lead to some eye-catchingly analogue practices. At a Toyota car plant near Derby, in Britain, lots of information is still communicated on paper; autonomous robots bearing windscreens trundle past display boards plastered with posters. Managers there talk arrestingly about having to earn 'the right to digitise": things that can be consumed on a screen might end up being an excuse for bosses to stay away from the factory floor.
Perambulating bosses do not always lead to good outcomes. A paper published in 2013 by Anita Tucker of Boston University and Sara Singer of Stanford University examined the implementation of an MBWA programme at 19 American hospitals. They found that in hospitals where senior managers toured the front lines and solicited ideas for improvement, nurses on average felt that performance had actually deteriorated.
The authors hypothesise that the problems came from raised expectations: bosses asked people to identify problems and then did not do enough to actually alleviate them. Where perceptions of performance did improve, it was because hospitals concentrated on easier-to-solve problems and because managers there took responsibility for making sure that issues were dealt with.
Wandering around, in other words, demands discipline. Bosses are busy: doing MBWA well requires managers to make a conscious effort to leave the office and to invest time solving the problems that they see. But in an era of Zoom calls and data analytics, there is still no substitute for shoe leather.

What more to expect from Paraguayan President's visit
A lot can happen over a maiden visit of a State leader. Paraguayan President Santiago Peña's three day long maiden visit to India from June 2- 4 presents a momentum in turning point in the ties of New Delhi and Asuncion, the capital of the landlocked, riverine nation. An economist by degree and occupation, President Peña brings a data-driven perspective to governance, viewing society through analytical metrics not just by his political ideology and preconceived principles, drawing from office. Prior to assuming the presidency, President Pena was the finance minister and once led the Central Bank of Paraguay. President Peña's maiden visit after a brief gap of any leader's visit to India occurs at an time when China has almost no naysayers in Latin America. Paraguay is the only country in South America that maintains diplomatic relations with Taiwan. Strategically, India and Paraguay share a common outlook on supporting Taiwan's autonomy. In December, Paraguay expelled Chinese envoy Xu Wei for alleged interference in its internal affairs. During his visit to New Delhi, President Peña held comprehensive talks with Prime Minister Narendra Modi on a wide range of issues. He emphasized that Paraguay produces enough food to feed ten times its own population. The nation possesses an intimate knowledge of the soil, yet remains bereft of technological acumen. Agritech and high-tech collaboration are essential between two aspiring nations. India is a perfect match in advancing its ambition for global food security through such partnerships. Interestingly, Paraguay also produces stevia, a natural sweetener permitted in India; however, Indian importers currently rely mostly on China and the US. There is clear scope for Indian players to tap into Paraguay as a new and reliable source. Paraguay's export portfolio is traditionally reserved to the periphery, with most of its trade directed to China, Brazil, and Argentina. However, it is now actively seeking to diversify its partners. As a landlocked nation with no coastline to secure, Paraguay benefits from a relatively low defence burden. It borders Argentina to the south and southwest, Brazil to the east and northeast, and Bolivia to the northwest—all trade partners, not threats. Given its strategic central location in South America, Paraguay could serve as a valuable regional hub for India to access broader Latin American markets. Both countries are eager to strengthen and expand their existing trade links under the India-MERCOSUR Preferential Trade Agreement. However, consensus among all five MERCOSUR member states is required to expand any talks between India and MERCOSUR. Paraguay's trade with China is about $5 billion plus whereas with India time to time differs from $130 million to $470 million. India wouldn't be in a position to reach anything near that China's export but it should rapidly increase the trade volume. India's advances in IT, digitalisation, innovation, and platforms like UPI and UIDAI have drawn interest from many South American countries, including Paraguay. Paraguay has historically maintained modest defence expenditures, but recent years have seen a shift in strategy. As India begins producing AK-203 assault rifles in Uttar Pradesh in collaboration with Russia, there is growing interest in expanding defence cooperation. Paraguay may consider imports of defence and surveillance items for traditional as well as cyber threats, including Indian-manufactured small arms and police equipment. Paraguay has overcome its traumatic past marked by two wars - the War of the Triple Alliance (1864–1870) against Brazil, Argentina, and Uruguay, which resulted in the loss of a large part of its territory and left the nation devastated for decades. And the other, Chaco War against Bolivia (1932–1935). Despite being landlocked, Paraguay is crisscrossed by large rivers and generates nearly all its electricity from hydroelectric sources. The Itaipu Dam, a joint operation with Brazil, supplies about 90% of Paraguay's electricity. India's capabilities in riverine and flood data management, as well as weather prediction, could be of immense value to Paraguay's hydro-focused energy sector. Given Paraguay's extensive river systems, there may also be opportunities for India and Paraguay to exchange knowledge or develop initiatives related to riverine connectivity - benefiting from each other's experience as major riverine nations. A member of the Lima Group, Paraguay is a vocal supporter of reforming the United Nations Security Council and other multilateral institutions, including global financial systems. India, with its rich civilizational heritage and growing global influence, is well-positioned to build a deep and enduring relationship with Paraguay—one that spans not just trade, but also for a defiant advocate of multipolarity. For an economist or a social scientist, society is the largest laboratory. During his visit, President Peña has already engaged with numerous leaders and heads of institutions. He showed particular interest in the Vande Bharat trains and connectivity projects, signalling plans to explore and possibly collaborate in these areas. Paraguay, a nation of around seven million people is a vast agrarian country, with approximately 40% of its territory covered in forest. It also possesses rich mineral resources, including critical minerals such as uranium and lithium which are in demand in India. Paraguay has had its share of challenges despite being a high performer in the agriculture sector. India should come forward identifying and helping to eradicate them. With its brigade of travel influencers, India must promote the nation's civilisation-based tourism and Spanish speaking youtubers bring more visitors to India. Paraguay is dire need of applied technology especially IT. Business ties between India and Paraguay could expand beyond meat and soybean exports. Major Indian automobile companies are already present in Paraguay, but there is scope for exporting superior tech-driven mobility equipment such as two-wheelers, lifts, elevators, and goods transporters. Airline Gol Makes International Push to Cut Brazil Risk After Chapter 11
(Bloomberg) -- Brazilian airline Gol Linhas Aéreas Inteligentes SA is ramping up international expansion as part of a strategy to boost growth and reduce dependence on its home market after exiting Chapter 11, Chief Executive Officer Celso Ferrer said in an interview. The company wants a quarter of its business to come from outside the country to offset risks like currency fluctuations and fuel cost pressures, which led Gol and most of its major peers to seek protection from creditors in past few years. Azul SA, which was looking to merge with Gol, filed just last week. 'If today I'm not finding enough passengers here in Brazil, I'll pick them up in Buenos Aires,' the CEO said. The move will also allow it to tap 'broader demand pools' as high interest rates and inflation limit consumer spending in Latin America's largest economy, he added. The company currently gets about 20% of its total capacity from 16 international routes, most of which are in Latin America. Gol is expected to begin flying to Caracas, Venezuela in August, according to Ferrer. Gol filed for Chapter 11 in January 2024, capping its ill-fated efforts to bounce back from the Covid-19 pandemic after completing some 10 liability management exercises or capital raises. The airline exited the process this week with a leverage of 5.4 times a measure of earnings. That's higher than the 4.7 times in net leverage it reported in the first quarter of 2024. Ferrer acknowledged the number is still elevated, and said Gol has a 'clear plan' to lower that by nearly 50% by 2027. Gol's plans include improving operations and earnings, and not taking on more debt, he added. The CEO also said the company has a 'robust' liquidity position of around $900 million upon exit, and that it was able to extend its debt maturities in the process. The carrier's shares have gained around 17% since May 20, after Gol announced it expected to exit Chapter 11 in June. Fallout from the pandemic, persistent inflation and high interest rates took a toll on Latin American airlines. Major regional carriers Latam Airlines Group, Avianca Holdings SA and Grupo Aeromexico SAB filed for bankruptcy in the US in 2020. Brazilian carriers were hit particularly hard by a mismatch in revenues in local currencies and dollar-denominated costs like fuel, leases and foreign debt. They also didn't receive any aid from the government. President Luiz Inacio Lula da Silva pushed for a rescue plan for struggling airlines in 2024. But almost a year and a half later, the 4 billion reais ($715 million) in promised aid hasn't reached the companies. Government officials have said they still expect the money to come through in the next three months. 'Today we've restructured our debt so we don't depend on the government,' Ferrer said, adding that Gol made a point not to take into account any aid in its plan. If the money is ultimately made available, Gol would be open to swapping out more expensive debt for lower-cost financing from Brazil's national development bank, known as BNDES, he added. After the Chapter 11 process, Gol is eligible to access government financing again. 'What sets Brazil apart, what puts Brazilian airlines at a disadvantage, is the cost of capital,' Ferrer said, adding that Gol is working closely with the government and other carriers through the trade association to make this a 'structural agenda.'
