BMC cracks down on illegal flats meant for parking space in Dongri
Mumbai: The Brihanmumbai Municipal Corporation (BMC)'s B Ward on Monday launched a demolition drive at Noble Tower, a 22-storey high-rise on Zakaria Masjid Street in Dongri, following the discovery of extensive unauthorised construction.
Officials revealed that the builder had illegally converted six floors — originally reserved for parking and refuge areas — into 45 residential flats, flouting the sanctioned plan approved on January 18, 2010. The violations came to light in August 2024, after a tenant lodged a complaint about the misuse of designated parking space.
Subsequently, the civic body issued a notice under Section 53(1) of the Maharashtra Regional and Town Planning (MRTP) Act on August 7, directing the restoration of the original building layout. 'There were six floors reserved for refuge and parking, but the developer illegally constructed 45 flats instead. A notice was issued, but no corrective action was taken,' said Nitin Shukla, assistant commissioner of B Ward.
According to civic officials, five unauthorised flats were built on each of the six floors, and around 45 families were residing in them. An FIR was filed on December 10, 2024, initiating legal proceedings. On February 28, 2025, eviction notices were issued to all residents, giving them a month to vacate.
To pave the way for demolition, the BMC disconnected water and electricity supplies to the illegal flats. 'We cut off electricity two days ago and water yesterday. Commercial structures on the ground floor were the first to go, as they were easier to vacate. Most residents are now on rent and seeking to delay the process,' said a civic official.
The demolition, initially scheduled for April 15, was delayed due to the unavailability of police protection. With police support finally in place, the BMC began dismantling illegal structures on Monday. Ground-floor godowns built in violation of norms were also taken down, prompting several tenants to leave voluntarily.
'This case only surfaced after a tenant raised the alarm. We followed due process — from the MRTP notice to the FIR and eviction orders. Elections and the month of Ramzan delayed action, but we are now proceeding with full force,' the official added. 'All illegal flats will be razed — doors, windows, and walls included — to render the spaces uninhabitable and restore the area as per the sanctioned plan.'
Neither the developer nor the occupants were available for comment.
The BMC has scheduled the next phase of demolition between April 22 and April 25 to ensure full compliance with building norms.

HC directs authorities to conduct inspection and identify alternative land for burying dead bodies
The Madurai Bench of the Madras High Court has directed the authorities to conduct an inspection and identify alternative land for burying dead bodies after a public interest litigation petition complained about land belonging to Tiruchendur Subramanya Swamy Temple being used for burying dead bodies in Tirunelveli district. The court was hearing a petition filed by S. Venkatesh who sought a direction to the authorities to restrain people from using the land belonging to the temple for burying dead bodies. A Division Bench of Justices S. M. Subramaniam and A. D. Maria Clete observed that Section 172(3) of Tamil Nadu Urban Local Bodies Act stipulates that no person shall bury or burn any corpse except in a place which has been registered or licensed or provided as per the Act. The court observed that burial of the dead bodies was to be made only in the licensed area. People cannot bury dead bodies in a place which has not been notified under the provisions of the Act. The Revenue authorities submitted that there were no government lands available for burial of the dead in the locality while the Hindu Religious and Charitable Endowments Department officials submitted that alternative government poramboke and natham lands were available. In view of the fact that contrary submissions had been made, the court directed the authorities to identify the alternative land for burying dead bodies after conducting a field inspection and in consultation with the temple authorities. The court disposed of the petition with the direction.

Challenges of combating narcotics to the fore at interstate conference of enforcement officials
The Telangana Anti-Narcotics Bureau (TGANB) organised the first convergence meeting of Drug Law Enforcement Agencies on Thursday at the Integrated Command Control Centre mini conference hall in Banjara Hills, Hyderabad. The session brought together senior officers from Andhra Pradesh, Karnataka, Kerala, Maharashtra, Goa, and Tamil Nadu, along with central agencies including the Narcotics Control Bureau (NCB), Enforcement Directorate (ED), Directorate of Revenue Intelligence (DRI), Bureau of Immigration (BOI), and Customs. The meeting was convened to address the increasing complexity of narcotic drug trafficking in India, especially in border-sharing and transit states. Officials deliberated on the need for a structured interstate coordination mechanism, timely intelligence sharing, and operational synergy to combat the evolving threats posed by interstate syndicates, synthetic drug proliferation, digital trafficking methods, and shifting trafficking routes. Telangana DGP Jitender inaugurated the meeting and reiterated Telangana's zero-tolerance policy towards drug-related offences. He urged officers from all participating states and agencies to cooperate closely in tackling the drug menace. Director of TGANB, Sandeep Shandilya, stressed the importance of regular sharing of intelligence during interstate operations. He also called for strict implementation of Section 64(A) of the Narcotic Drugs and Psychotropic Substances (NDPS) Act by identifying drug users and ensuring their referral to de-addiction centres through court proceedings. DIG Abhishek Mohanty and SP Ch. Rupesh from TGANB presented an overview of the current drug trafficking scenario in Telangana. They highlighted the growing use of digital tools, encrypted platforms, and trans-border networks in narcotic smuggling, underlining the urgent need for improved inter-agency coordination. The meeting covered key areas such as mapping regional trafficking routes and hotspot locations, sharing information on major traffickers, habitual offenders, accused absconding, and pending non-bailable warrants. Officials discussed the creation of a platform for intelligence exchange and the drafting of standard operating procedures for handling trans-border operations, including field enforcement, legal processes, and logistics. Discussions also extended to topics such as collaboration for financial investigations and unravelling financial trails of major traffickers. Agencies were encouraged to share their technological capabilities, including forensic tools, and jointly conduct training programmes to strengthen regional capacity. Participating officers included Varsha Sharma, DIG from Goa; P. Vimaladitya, DIG from Kerala; Sharada Raut, Special IGP from Maharashtra; K. Nagesh Babu, SP from Andhra Pradesh; Mailavaganan, SP from Tamil Nadu; and M.C. Shiva Kumar, DSP from Karnataka. All delegates stressed on the need for both supply and demand reduction. On the enforcement side, this includes arresting accused persons and conducting joint operations. On the preventive side, there was an emphasis on public awareness campaigns and identifying drug users for rehabilitation. The meeting concluded with a consensus on establishing an interstate coordination framework with designated nodal officers, drafting joint guidelines for field and legal coordination, and developing formats for regular data exchange and inter-agency review. The gathering is expected to improve enforcement outcomes by strengthening operational alignment, mutual trust, and legal coordination across state lines in the fight against narcotics.
