Government may soon freeze AC limits: Cooling below 20°C and heating above 28°C could be barred
Union Minister of Housing & Urban Affairs, Manohar Lal Khattar on Tuesday said that India will be soon be holding an experiment regarding standardisation of AC temperatures, restricting air conditioners from cooling below 20°C or heating beyond 28°C. This comes amid India's Meteorological Department (IMD) issuing orange alert over a heatwave in Delhi and residents reeling under hot spell.
"Regarding air conditioning standards, a new provision is being implemented soon. The temperature standardisation for ACs will be set between 20°C to 28°C, meaning we won't be able to cool below 20°C or warm above 28°C. This is a first-of-its-kind experiment, aiming to standardise temperature settings," Khattar stated, adding, 'This is a first-of-its-kind experiment, aiming to standardise temperature settings.'
"We have decided the minimum temperature of ACs will be fixed at 20 degrees Celsius and the maximum at 28 degrees Celsius to bring uniformity to air conditioning use and help reduce excessive power consumption due to extremely low cooling settings," the former Haryana CM informed media.
Once these changes are implemented, air conditioners across India will have a limited operating range. ACs that currently cool to as low as 16°C or 18°C will not happen. The minimum cooling setting will be set up at 20°C, and heating will be fixed at 28°C. This is likely to influence the use of air conditioners in both households and commercial settings, with authorities planning to oversee its execution and assess its impact.
According to reports, the government emphasises the need to lower the burden on the national power grid and urges responsible energy use. The new rule looks to resolve the power consumption led by ACs low temperatures below 20°C.
Bureau of Energy Efficiency (BEE) states raising the air conditioner temperature by just a few degrees can lead to significant energy savings. While most ACs in India are typically set between 20–21°C, the recommended comfort range is 24° for all star-labelled rooms and car ACs, whereas for commercial buildings it is between 24 degrees celsius and 25 degrees celsius, the 2020 mandate says. It notes that increasing the temperature setting from 20°C to 24°C can reduce electricity usage by up to 24%. In fact, each 1°C increase can lower power consumption by approximately 6%.

Amit Shah reaches Ahmedabad hours after Air India plane crash
New Delhi: Union home minister Amit Shah reached Ahmedabad on Thursday, hours after the horrific crash of the Air India flight to the UK as condolences poured from world over. The London-bound aircraft with 242 people on board crashed within minutes of taking off from the Sardar Vallabhbhai Patel International Airport. On board and among the casualties was the former state CM, Vijay Rupani, who was on his way to meet his family. According to people aware of the details, the former CM's son lives in London. Shah left for Ahmedabad soon after news of the crash. 'Pained beyond words by the tragic plane crash in Ahmedabad. Disaster response forces have been quickly rushed to the crash site. Spoke with the Gujarat Chief Minister Shri Bhupendra Patel, Home Minister Shri Harsh Sanghavi, and Commissioner of Police Ahmedabad to assess the situation,' he said in a post on X. Shah visited the plane crash site in Ahmedabad to take stock of the situation on Thursday evening. In the state, the government called off functions, including media interactions that had been planned on the 11th anniversary of the union government. 'A few union ministers were in the state to address the media and take part in programmes about the 11 years of being in power, but these events were called off and the state unit workers have been instructed to join the rescue and relief work, in addition to helping the injured in hospitals and relatives of those who died in the crash,' said a BJP leader based in Gujarat. Several world leaders shared condolence messages on social media. Central schemes must pass 'effectiveness' test with 'positive outcomes' to continue beyond this year: FinMin
Schemes that are fully or partially funded by the Union government will only be continued beyond the current financial year if the 'evaluation report for the scheme shows positive outcomes', proving that it has been 'effective' in achieving its set objectives, and if there is a clear need to 'continue the scheme in view of its mandate performance or scaling up of targets', according to Finance Ministry circular issued on June 6. To 'improve the quality of government expenditure, every scheme should have a sunset date,' the circular said. The government is currently in the process of conducting a third party evaluation of all fully funded Central Schemes, while Niti Ayog is appraising the Centrally Sponsored Schemes. There are 54 Central schemes and 260 Centrally sponsored schemes whose approvals end on March 31, 2026 and are likely to be submitted for re-appraisal. A majority of these will also require fresh approval from the Union Cabinet. These schemes cover a wide gamut, from social sectors like health, women and child development, school and higher education, and tribal welfare to sectors like agriculture, urban and rural infrastructure, water and sanitation, environment, and scientific research. Funding curbs Apart from a 'sunset date', the government has also proposed other financial limitations. The total projected outlay of a continuing scheme for five years over the 16th Finance Commission (FC) cycle should not ordinarily be more than 5.5 times the average of annual expenditure made between the financial years of 2021-22 and 2024-25, the Finance Ministry circular said. Instead, another scheme requiring less expenditure could be proposed. 'The ministry and department will have the flexibility to seek more funds for a scheme with commensurate reduction in another scheme based on specific justification. All schemes will operate as Fund limited schemes which means that the total sanctions over the FC cycle must not exceed the approved outlay,' the circular added. MGNREGA impact Such limitations also extend to demand-driven schemes, such as the flagship Mahatma Gandhi National Rural Employment Guarantee Act scheme, better known as MGNREGA. 'The outlay shall be determined based on the approximate number of beneficiaries to be covered in a Finance Commission cycle and sanctions shall be restricted to the approved outlay with a flexibility to carry forward any committed expenditure within the approved outlay to the next cycle.' For any upward revision of the outlay, due to increase in the number of beneficiaries beyond the projected figures, Ministries have been told to seek specific approval from the Department of Expenditure.
