Ultra-processed products: Parliamentarians urged to impose taxes
ISLAMABAD: Pakistan National Heart Association (PANAH) urged parliamentarians for imposing taxes on ultra-processed products to curb rising non-communicable diseases (NCDs), said a press release.
More than 41 per cent of Pakistani adults are classified as overweight or obese, while over 33 million individuals are living with diabetes. Alarmingly, an additional 10 million people are pre-diabetic. If urgent and decisive policy actions are not taken, projections indicate that the number of diabetes patients in Pakistan could soar to 62 million by 2045.
A key contributor to this escalating health crisis is the consumption of unhealthy diets, particularly ultra-processed food and beverage products, which are often laden with excessive amounts of sugar, salt, and trans fats. These dietary patterns are among the most significant modifiable risk factors driving the prevalence of NCDs in the country.
In response to the alarming surge in non-communicable diseases (NCDs) across Pakistan, the Pakistan National Heart Association (PANAH) convened a high-level pre-budget sensitization roundtable aimed at galvanizing support from parliamentarians for the imposition of excise taxes on ultra-processed products (UPPs) in the upcoming Finance Bill 2025–26.
The event was attended by MNA Saad Balouch, MNA Shafqat Awan, MNA Brig Aslam Ghumman, MNA Ghazala Chitrali, MNA Dr Nelson Azeem, Ex MNA DrNisar Cheema, MNA Saad Baloch, MNA Moazam Ali Khan, Health and nutritionist expert Munawar Hussain and General Secretary PANAH Sana Ullah Ghumman.
PANAH emphasised that increasing excise taxes on ultra-processed products is an evidence-based, globally endorsed strategy proven to reduce consumption of harmful foods and mitigate the burden of related chronic illnesses. PANAH called on legislators to take bold action in the Finance Bill 2025–26 by extending excise taxes to include a wider range of UPPs, especially all categories of sweetened beverages and processed snacks.
This policy intervention is not only essential for safeguarding public health but also presents a dual benefit: generating additional revenue for the government while reducing the healthcare costs associated with NCDs. These revenues should be earmarked for strengthening public health programs.
PANAH shred with the participants that Ministry of National Health Services, Regulations and Coordination has submitted a proposal to increase taxes on ultra-processed products in Finance Bill 2025-26. PANAH seek the support of parliamentarians for public health.
Parliamentarians in attendance expressed grave concern over the growing NCD crisis and agreed on the urgent need for preventive strategies, including taxation of unhealthy food and beverage products. They acknowledged PANAH's tireless efforts to protect public health and pledged their support for future policy reforms aimed at reducing dietary risks.
Parliamentarians with a renewed commitment by parliamentarians to advocate for pro-health fiscal measures in the Finance Bill 2025–26.

Chairman Touqeer ul Haq praised the minister's prompt action in addressing critical issues, stating it helped the industry avoid major financial losses. He added that Pharmax Pakistan has the potential to raise pharmaceutical exports from USD 700 million to USD 3 billion. The initiative builds on strong sectoral growth, with exports rising from USD 270 million in 2020–21 to USD 355 million in 2024–25, as noted in the latest industry figures. Pharma bodies decry being ignored by SCQB Touqeer ul Haq also called for better facilitation of exports to Afghanistan, a key market, and welcomed the minister's assurance of focused policy coordination. Pharmax Pakistan is expected to serve as a dedicated platform to enhance regulatory compliance, market access, and international outreach for Pakistani pharmaceutical products. The minister assured the association of the Ministry's commitment to resolve the issues faced by the exporters and announced the establishment of a dedicated Exporter Facilitation Desk in the Ministry to help the export industry with critical matters requiring urgent intervention of the Government.

Qatar urged to upgrade Pakistani surgeons
ISLAMABAD: Pakistan has requested Qatar government to upgrade Pakistani surgeons from category three to category one enabling them to bypass appearing in tests. The request was formerly forwarded by the Federal Minister National Health Services and Regulations Syed Mustafa Kamal's recent visit to Qatar where he met with Qatar' s Health Minister Mansoor bin Ibrahim. The Qatari government assured the minister to seriously consider the request which is a longstanding demand of Pakistani doctors. Meanwhile, Kamal on Tuesday chaired a high level review meeting on polio eradication which was attended by key stakeholders, including the Prime Minister's Focal Person for Polio Eradication, Ayesha Raza Farooq, the Special Secretary Health, Additional Secretary Health, the National Polio Coordinator, as well as representatives from WHO, UNICEF, and provincial health authorities. During the meeting, a comprehensive review of the recent nationwide polio vaccination drive was presented. Over 45 million children were successfully administered the polio vaccine drops. National and provincial coordinators shared detailed updates on the ongoing polio eradication efforts, highlighting progress as well as obstacles. Kamal emphasized that protecting children from polio is a collective national responsibility that requires urgent and sustained efforts from all segments of society. He urged parents to proactively seek out polio workers and ensure the immunization of their children, reminding that safeguarding children's health is a matter of accountability both in this life and the hereafter. The Minister highlighted that while cancer treatment is possible, polio remains an incurable disease, reinforcing the critical need to eliminate the virus through effective vaccination campaigns. He called for a significant policy shift to enhance campaign effectiveness and stressed the importance of unity and societal participation in this national mission. "Only two countries in the world still face the threat of polio," Mustafa Kamal stated, noting ongoing extensive campaigns in Afghanistan, effectively supported by the Taliban government. He expressed his hope for simultaneous polio-free status for both Pakistan and Afghanistan. He concluded by motivating the nation to overcome this challenge, stating, 'If we can defeat India as one nation, we can certainly defeat polio. If Palestine remains polio-free despite war, then what are we waiting for?'
