SST expansion a strategic window for business readiness, says MAICCI Women's Wing Head
KUALA LUMPUR: The expansion of the Sales and Service Tax (SST) beginning July 1, 2025, is seen as a timely and strategic move that provides businesses, particularly women-led enterprises, with the clarity and space to strengthen operations and build long-term resilience.
Malaysian Associated Indian Chambers of Commerce and Industry (MAICCI) Women's Wing Head, Dr Hemala AP Sivam, said the government's decision reflects an inclusive and responsive approach to policymaking that balances fiscal goals with the practical needs of the business community.
'This move allows businesses, especially those led by women, to review their operations, reskill their workforce, and realign themselves to meet future demands,' she said in a statement to Bernama today.
Hemala, who is also the food manufacturer APS Manja Sdn Bhd's executive director, said the revised SST framework offers a crucial opportunity for micro, small and medium enterprises (MSMEs), manufacturers and women entrepreneurs to strengthen internal capabilities and prepare for regulatory changes.
'It is a chance to optimise cash flow, invest in automation, and adopt digital tools. For women entrepreneurs balancing both economic and caregiving responsibilities, this period offers the policy clarity and structured space they need to grow sustainably,' she said.
The government will implement the SST revision and expansion starting July 1 to enhance national revenue and broaden the tax base in support of long-term fiscal sustainability.
Finance Minister II Datuk Seri Amir Hamzah Azizan said the Sales Tax rate will remain unchanged for essential goods, while a rate of either five or 10 per cent will apply to non-essential or discretionary items.
The Service Tax will be expanded to cover additional sectors such as rental and leasing, construction, finance, private healthcare, education, and beauty services.
Selective exemptions will be introduced to avoid double taxation and to ensure that essential services for Malaysians are not burdened.
Hemala urged businesses to use the current period to strengthen compliance mechanisms and engage with relevant ministries, chambers of commerce, and entrepreneurial networks to ensure effective implementation.
'This is not just a tax revision, it is a catalyst for dialogue, innovation and strategic transformation. We support the government's efforts to ensure the SST framework remains transparent, equitable, and aligned with national development goals,' she said.
Hemala also stressed the importance of inclusive policies that address the unique challenges faced by women entrepreneurs, particularly in rural and underserved areas.
'With targeted support, digital access and capacity-building initiatives, women-led enterprises can become a vital force in strengthening Malaysia's economic resilience,' she added.

NTW 2025 Draws Over Two Million Participants, Exceeds Target
KLANG, June 16 (Bernama) -- More than two million individuals have participated in skills development programmes under this year's National Training Week (NTW), surpassing its initial target of one million participants, said Human Resource Minister Steven Sim. He said 41 per cent of the participants were involved in training focused on Industry 4.0-related skills, highlighting a strong national push towards preparing the workforce for the digital and technological era. 'We want to use a platform like NTW to familiarise Malaysians when it comes to skills training. Go and take a course, any course. We want to make skills training a culture, a trend and to mainstream it so that everyone feels comfortable about doing courses. 'Don't look down on this one week of training. Studies have shown that in Malaysia, 35 per cent of employers are recognising short-term courses to evaluate the potential of their employees, and this is way higher than the global average of 14 per cent.' He said this at the launch of the NTW 2025 programme, 'Logistics Unboxed: Empowering Workforce Beyond Borders', here today. Sim also urged the private sector to take part in training their workers so that the nation's labour force is well equipped with the upcoming demands, thus securing Malaysia's interest and aspiration to strengthen its economy. 'I always say, dear friends in industry, help us help you train your workers. Investors are coming, but we don't have enough workers. We need 5,000 engineers, 10,000 technicians,' he said. The 'Logistics Unboxed' programme is set to benefit around 400 participants, including students and employers, through five days of hybrid learning. It combines online and in-person training sessions, delivered by representatives from the Human Resources Ministry, the Transport Ministry, the Human Resource Development Corporation (HRD Corp) and Infinity Logistics, providing valuable insights into emerging trends and essential skills for the evolving logistics landscape.

Imported fruit tax to drive local demand, bolster food security
The 5% SST on imported fruits is designed to encourage the consumption of local alternatives and strengthen the nation's food security. PETALING JAYA : The expansion of the sales and service tax (SST) from July 1, including a 5% rate on imported fruits, is strategically aimed at bolstering local agricultural demand and strengthening food security, says the finance ministry. In an interview with FMT, Treasury secretary-general Johan Mahmood Merican outlined the government's deliberate approach to differentiate between essential and non-essential goods under the expanded tax net. The 5% SST on imported fruits, implemented alongside broader adjustments for public service enhancement and fiscal stability, serves as a strategic nudge to consumers. This specific measure is designed to encourage the consumption of local alternatives and strengthen the nation's food security. 'Optional goods with alternatives are subject to 5% SST, but locally produced fruits are not subject to the sales tax,' said Johan. The tiered approach aligns with the government's broader vision of supporting local farmers, fostering self-reliance and reducing dependence on foreign supply chains for food. By making imported fruits marginally more expensive, the government hopes to encourage consumers to choose locally grown options, thereby supporting Malaysian farmers and contributing to the nation's agricultural sector. This could lead to a boost in domestic production, variety and availability of local fruits. Johan said local fruit production is growing, while the Federal Agricultural Marketing Authority is working to improve the quality of produce like honeydew and pineapples to offer high-quality and affordable local alternatives. The additional revenue generated from the SST expansion, including that from imported goods, is earmarked for critical public services and social safety nets. This includes increased allocations for initiatives like Sumbangan Asas Rahmah (Sara), providing RM100 monthly for basic necessities to 5.4 million Malaysians, and substantial investments in healthcare, such as over RM1 billion for permanent contracts and RM400 million for upgrading dilapidated clinics. Johan said the overall SST expansion has been carefully designed to minimise the impact on the B40 and M40 income groups and protect their purchasing power. 'The ministry is focussed on daily necessities,' he added. Essential food items — including chicken, meat, shrimp, local vegetables, rice, as well as basic processed foods like wheat flour, sardines, sugar, bread, milk and palm oil — medicines and books will remain zero-rated. Johan said it is the government's belief that strategically leveraging the SST can achieve multiple objectives, namely boosting state revenue, enhancing public services and encouraging sustainable domestic practices, such as supporting local agriculture for greater food security.
