In Singapore, ex-maintenance firm boss jailed for S$233,000 pump scam involving Tampines Town Council
SINGAPORE, May 13 — A 59-year-old man was sentenced to three weeks' jail today for deceiving Tampines Town Council into overpaying S$233,000 (RM773,000) for water pumps by submitting inflated invoices.
Zhang Shuyan, the former managing director of maintenance firm FYH Integrated, pleaded guilty in April to falsifying accounts by billing the town council for higher-priced multi-stage pumps instead of the actual single-stage units provided, according to a report published in The Straits Times today.
District Judge Kenneth Chin noted Zhang had made full restitution, with most of the repayment completed before he was charged, but stressed the offence involved public funds and was committed over more than a year.
Court documents revealed Zhang and his wife founded FYH Integrated in 2009 with S$500,000, and in February 2016 secured a three-year contract with Tampines Town Council to service and replace water pumps and refuse chute systems in HDB blocks.
From April 2016 to July 2017, FYH replaced 267 single-stage pumps, which cost about S$550 each, but billed the council as if multi-stage pumps — priced over S$1,400 — had been installed.
The council paid more than S$380,000 based on 203 invoices before the discrepancy was discovered in 2017 by the town council's managing agent.
Zhang subsequently agreed to refund the overpaid amount, which exceeded S$233,000, and was formally charged in 2024.
The offence of falsifying accounts carries a maximum penalty of 10 years' imprisonment and a fine.

Seremban sessions court judge Surita Budin imposed the sentence on Khairi Fitri Baharom, 38, after the charges were read out separately, reported Bernama. The court also ordered the sentence to begin from the date of his arrest on May 25, and for him to undergo counselling sessions and police monitoring for a year after his release. Khairi was accused of committing sexual assault against a boy aged 12 years and four months at around 11pm between Dec 15 and 20, 2023, at a warden's room in the school in Jempol. He was also accused of sodomising the boy at around 10.30pm on Jan 7 this year and committing carnal intercourse against the order of nature without consent with another boy aged 10 years, seven months at 5pm, between April and December 2024 at the same location. The sexual assault charge was under Section 14(a) of the Sexual Offences Against Children Act 2017 (Act 792), read together with Section 16(1) of the same act, which provides for imprisonment of up to 20 years and whipping if convicted. The sodomy and carnal intercourse charges were under Section 377C of the Penal Code, which provides for five to 20 years' imprisonment and whipping if convicted. Khairi, who was unrepresented, pleaded for a light sentence as he had to care for his mother. However, deputy public prosecutor Norazihah Asmuni asked for a sentence that was commensurate with the crime as the victims were children and the accused was responsible for their care and protection. Khairi pleaded not guilty to 12 other charges against the same victims and five other boys aged between eight and 12 years and nine months, allegedly committed between 2024 and Jan 24 this year at the same location and at a house in Jalan Air Melana, Kuala Pilah, Negeri Sembilan. The charges are under Sections 14(a) and 14(b) of Act 792 for sexual assault, and Section 377C of the Penal Code for carnal intercourse against the order of nature.

Cops: 49 probed, S$200,000 seized in Singapore-wide bust over crypto-linked laundering
SINGAPORE, June 12 — Singapore police are investigating 49 individuals suspected of being involved in money laundering activities using cryptocurrency accounts, following a recent island-wide crackdown. According to The Straits Times, the group, made up of 35 men and 14 women aged between 18 and 58, was rounded up during a series of operations conducted between May 13 and 30 by the Anti-Scam Command. Officers were supported by digital payments platform StraitsX, which helped flag suspicious activity. Over S$200,000 (RM660,000) has been seized so far. Preliminary findings suggest the suspects may have sold access to their cryptocurrency accounts or Singpass credentials for payments ranging from S$400 to S$3,000. Contact was often initiated via messaging apps such as Telegram or WhatsApp, through which unknown parties instructed them on how to proceed. These instructions reportedly included submitting screenshots, personal details, and login access, which were then exploited to channel proceeds from scams. In a statement today, police said their partnership with StraitsX 'enhanced capabilities to detect suspicious financial activities', ultimately leading to the identification of those under investigation. Authorities reiterated their zero-tolerance approach to money laundering. 'Anyone who allows their personal bank accounts or cryptocurrency accounts to be used to receive and transfer money or cryptocurrency for others will be held accountable if these transactions are linked to crimes,' police warned. They urged the public to be wary of offers that promise fast, easy money in exchange for the use of personal accounts and to reject such requests outright. Under Singapore law, those found guilty of helping someone retain benefits from criminal conduct can face up to three years in jail, a fine of up to S$50,000, or both.
