Mangaluru: With Dakshina Kannada receiving widespread rainfall, deputy commissioner (in-charge) K Anandh directed continuous monitoring in areas prone to flooding and waterlogging.

Authority at the Praja Soudha on Wednesday, he said that necessary measures should be taken to prevent water stagnation in low-lying areas that were flooded during previous monsoons. Regular visits must be made to such places to ensure the smooth flow of water without any blockages.
He stressed that human negligence must not lead to loss of life. Landslide-prone and flood-prone areas must be identified in advance, and residents evacuated during red alerts.
He warned that any negligence in disaster management would not be tolerated and that strict action would be taken under the Disaster Management Act against negligent staff or officials. Village accountants, PDOs, and heads of urban local bodies must be available and respond to public grievances.
The control room must function round the clock, he said.
"To prevent injuries or casualties caused by trees or electric lines during the rainy season, the forest department and Mescom must take swift action.

Technical study
A technical study, Hydrological and Hydraulic Assessment of Sub-Watersheds around Mangaluru International Airport was conducted in collaboration with the NITK.
On allegations that low-lying areas are getting inundated due to runoff from the Mangaluru Airport runway, the DC directed airport authorities to take appropriate action and build public trust. In response, airport representatives clarified that no water was accumulating on the runway.
Water testing
The DC instructed that drinking water supplied by urban local bodies and gram panchayats be tested in a laboratory every 15 days. "Care should be taken to prevent drinking water pipelines from being connected with sewage pipelines. All local bodies must ensure water is free from contaminants. The health department must raise awareness about boiling drinking water. People should boil even well water before consumption for better health," he advised.

New Delhi: With the official date of the arrival of the monsoon in the city just three weeks away, Delhi's civic agencies are facing a stiff challenge to complete the cleaning of its drainage system and keep it ready to face heavy showers. Data accessed by TOI revealed that Public Works Department managed to desilt nearly 45% of its 2,146km-long network of drainage systems. The irrigation and flood control department did a little better, with close to 68% of the estimated quantity of silt removed from its drains. Municipal Corporation of Delhi also managed to clean nearly 70% of 800 drains, which are more than four feet in depth. While the deadline for the completion of desilting of drains was May 31, Delhi govt extended it to June 15 after assessing that a lot of work was yet to be completed. Senior Delhi govt officials agreed that meeting the June 15 deadline would also be difficult considering the work left, and departments were now targeting June 25 for completing the work. The official date of the arrival of the monsoon in the city is June 28. Though the Met department earlier predicted that the monsoon might hit Delhi a week before the official date, officials now say that it will be on time. Following the instances of waterlogging along several arterial roads across the capital and even in some prominent residential pockets last year, lieutenant governor VK Saxena inspected some of the prominent drains and directed the agencies concerned to begin the desilting work at a war footing. A senior govt functionary said though the agencies should have completed the tendering process in Jan itself and work should have started immediately, the assembly polls in Feb delayed the process. It was only after the new govt was formed that tenders were floated to engage agencies. Sources said before the new govt took over, LG held a meeting with the departments and directed them to start the exercise. "Tenders were floated immediately after the formation of the govt. Some of the companies took the contract lower than the prevalent rate, but they faced the problem of arranging manpower and machinery. All other govt agencies and the neighbouring states started engaging contractors for desilting work during the same time, which led to a shortage of manpower and machinery, and their rates also skyrocketed," said a senior govt official. On the persistent waterlogging despite desilting work, officials said there were several reasons for that. While the existing drains are not enough to bear the increasing pressure, there is a desperate requirement for implementing a new drainage master plan. There is also a requirement for introducing new technology to clean the portion of the drain below the culvert or main roads constructed over 50 years ago. Govt already engaged consultants to prepare a drainage master plan for the Najafgarh, Barapullah and trans-Yamuna basins, and the reports are expected by June. Even after approval, it will take at least three years to upgrade the city's drainage system of 1976, which allows Delhi to drain only 50mm of rain in a day.

May rain caused 35cr farm loss in Nashik
Nashik: Over 35,000 farmers across 1,469 villages in Nashik district have reported crop losses covering 12,156 hectares, resulting in a combined estimated loss of Rs35 crore due to unseasonal rain in May. According to a senior officer from the district administration, a report was prepared based National Disaster Response Funds (NDRF) guidelines and the estimated damage was sent to state govt for further action. "A total of 35,757 farmers were affected due to unseasonal rain that wreaked havoc in Nashik district. The worst-hit talukas were Surgana, followed by Peth, Satana, Dindori, and others. The loss of crops that were damaged by 33 % or more was estimated at Rs 35 crore," said the officer. Among horticultural crops, 21,084 farmers from 957 villages suffered losses on 9,494 hectares, with a total loss of Rs25.6 crore. In Satana, 3,719 farmers in 145 villages lost crops over 3,069 hectares (including 3,042 hectares of onions and 27 hectares of other crops), resulting in a loss of Rs8.3 crore. Igatpuri reported damage across 1,087 hectares (169 hectares of onions and 918 hectares of other crops), affecting 2,919 farmers in 100 villages, with an estimated loss of Rs2.9 crore. Air quality declines to poor, GRAP stage 1 restrictions implemented
New Delhi: Delhi's air quality deteriorated to the 'poor' category on Saturday with an Air Quality Index (AQI) of 209, forcing Commission for Air Quality Management (CAQM) to invoke stage I of the Graded Response Action Plan in Delhi-NCR. The AQI was 161 in the 'moderate' category a day earlier. The measures under stage I are preventive and focus on the stringent enforcement of existing guidelines. It has been implemented in Delhi-NCR for the seventh time this year. GRAP's stage I was in force for the entire winter season (2024-25), with the CAQM lifting it finally on March 3. However, it was again enforced in NCR from March 7 to March 15, followed by the periods from March 24 to 29; from April 2 to May 1; from May 16 to 18 and May 21 to 23. After the rain spell has been over, the air quality deteriorated in the absence of strong winds blowing in the city. Experts said ground-level ozone is one of the lead pollutants now. "The AQI of Delhi has shown an increasing trend. Further, the forecast by IMD/IITM also predicts AQI to mainly remain in the 'poor' category in the coming days.
