Farm reset: Government says agriculture sector reshaped in 11 years, budget surged five-fold since 2013 & crop output jumped

A surge in budget allocation and sustained policy focus over the past 11 years has led to a wide-ranging transformation in India's agricultural sector, the Centre said on Saturday, crediting flagship schemes with driving output, procurement, and farmer support to new highs. In an official statement, the government said its agri reforms have empowered farmers and repositioned India on the path from food security to global agricultural leadership. The transformation, it said, has focused on inclusive development — covering smallholders, women-led groups, allied sectors, and traditional practices such as millet farming. 'Over the past eleven years, under Prime Minister Narendra Modi's leadership, India's agricultural sector has undergone a profound transformation, rooted in the philosophy of Beej Se Bazaar Tak (seed to market),' the statement said, quoted PTI. Budgetary support for the Department of Agriculture and Farmers' Welfare has risen nearly five times — from Rs 27,663 crore in 2013-14 to Rs 1,37,664.35 crore in 2024-25. Foodgrain output also recorded an increase from 265.05 million tonnes in 2014-15 to an estimated 347.44 million tonnes in 2024-25. The government said it has sharply increased minimum support prices (MSP) for key crops. Wheat MSP rose from Rs 1,400 per quintal in 2013-14 to Rs 2,425 per quintal in 2024-25, while the paddy MSP increased from Rs 1,310 to Rs 2,369 per quintal between 2013-14 and 2025-26. Since its launch in 2019, the PM-KISAN scheme has disbursed Rs 3.7 lakh crore to over 110 million farmers. Separately, about Rs 10 lakh crore in credit has been sanctioned to 7.71 crore farmers under the Kisan Credit Card initiative. Crop procurement volumes have seen a sharp uptick. Kharif procurement between FY15 and FY25 totalled 787.1 million tonnes, compared with 467.9 million tonnes in the previous decade. MSP procurement of pulses jumped from 1.52 lakh tonnes (2009–2014) to 8.3 million tonnes (2020–2025), while oilseeds procurement has grown multifold over the same period. The Centre highlighted additional measures such as investments in modern irrigation, digital agri-marketplaces, tech-led solutions, and credit support. Allied sectors like dairy and fisheries have also expanded during the period. 'As India enters Amrit Kaal, its empowered farmers stand ready to lead the nation from food security to global food leadership,' the government said. GSTR-3B filing to tighten: GSTN to lock monthly tax form from July 2025, changes allowed only via GSTR-1A

In a significant compliance shift under the Goods and Services Tax regime, the GST Network ( GSTN ) on Saturday announced that the monthly GST payment form GSTR-3B will become non-editable from the July 2025 tax period onward. Starting with returns filed in August 2025, taxpayers will no longer be able to manually alter the tax liability in GSTR-3B once it is auto-populated — with any revisions allowed only through GSTR-1A prior to submission. According to GSTN, any changes in declared outward supplies will have to be made through form GSTR-1A before the GSTR-3B is filed for that same return period. These amendments will then be auto-populated into GSTR-3B and cannot be modified thereafter, PTI reported. "From the July 2025 tax period for which form GSTR-3B will be furnished in August 2025, such auto-populated liability will become non-editable," GSTN stated. "Thus, taxpayers will be allowed to amend their auto-populated liability by making amendments through form GSTR-1A, which can be filed for the same tax period before filing of GSTR-3B." GSTR-3B, a summary statement and monthly tax payment form, is filed on a staggered basis—on the 20th, 22nd or 24th of every month—depending on the taxpayer category. Currently, the portal allows taxpayers to edit the auto-populated values in GSTR-3B, which are based on information provided in forms like GSTR-1, GSTR-1A, or via the Invoice Furnishing Facility (IFF). This flexibility will be removed under the new system beginning with the July 2025 tax cycle. AMRG & Associates Senior Partner Rajat Mohan said the move aims to strengthen consistency between GSTR-1 and GSTR-3B and reduce revenue leakages. However, he noted that allowing corrections through GSTR-1A before submission is a useful safeguard. "Taxpayers must now ensure real-time reconciliation and error correction before the return is filed. This places greater responsibility on businesses to enhance internal controls and avoid last-minute adjustments," Mohan said. Proposed transport aggregator guidelines aim at supporting local cab drivers: Goa govt

Panaji, Amid protests by a section of taxi operators regarding the draft guidelines on cab aggregators, the Goa government on Saturday stated the proposed rules would help boost business for local taxi operators. Goa's Transport Aggregator Guidelines, 2025, aim to regulate app-based taxi services, ensuring driver welfare and affordable rides. These guidelines require aggregators to possess a valid license from the Goa government and comply with operational and legal stipulations. In an exclusive interaction with PTI, Director of Transport P. Pravimal Abhishek stated that the draft guidelines stipulate that any aggregator wishing to operate in Goa must use vehicles registered in the state and employ only drivers who hold a valid badge issued in Goa. "Therefore, there is no question of any outside taxi or drivers coming in and taking over the traditional business of Goans. These guidelines aim to protect and improve the livelihoods of local taxi drivers," he said. The assurance was prompted by protests against the proposed guidelines, with taxi operators claiming they would negatively impact their business. These operators have been lobbying against the draft by meeting with local MLAs. Abhishek highlighted that the guidelines promote a 3G Model: Goan Taxis, Goan Drivers, and Government Fares. "We have received over 1,600 suggestions from various stakeholders across society, and the tone of these suggestions has been largely positive and constructive. Some of the feedback includes important recommendations that we will consider once the consultation period ends," he added. He further stated that the objective of the guidelines is to ensure public convenience by enabling taxi bookings through an app, while also protecting the earnings of drivers. "The app-based system will provide convenience to the public and offer complete protection to the earnings of taxi operators and drivers," Abhishek stressed. The draft guidelines have been placed in the public domain for feedback until June 30. "We will evaluate all suggestions on their merit. We have received considerable feedback from both the public and taxi operators," he said, adding that taxi operators had given a constructive feedback.
