Mumbai to generate additional 7,200 MLD of water by recycling overflowing water from Tulsi and Vihar lakes

In a much-needed push to Mumbai's existing water stock, the Brihanmumbai Municipal Corporation is set to generate additional water of 7,200 million litres by recycling the overflowing rainwater from Vihar lake and make them fit for potable usage. During the monsoon, surplus water from the catchment areas of three major lakes in Mumbai–Tulsi, Vihar and Powai–gets channelled to the Mithi river through natural estuaries. As a result, the surplus rainwater flowing into the river overflows, resulting in waterlogging at areas like Dharavi, BKC and Kurla which are close to the river. 'Due to climate change, high intensity rains are occurring within a short duration period and often the heavy rains coincide with the high tide of sea at river confluences resulting in flooding across the flood-plain areas in city and suburbs,' Abhijit Bangar, additional municipal commissioner (projects), told the Indian Express. To combat this issue, the BMC will be constructing a mini-pumping station with a capacity to treat 200 million litres daily (MLD) that will hold the additional water. The construction cost has been pegged at Rs 100 crore. 'In view of the above factors, we decided that if overflowing water from Vihar lake into the Mithi river could be collected, then it will not only lead to less flooding in Mumbai but will also result in additional stock of water in the city,' Bangar said. The pumps will have a capacity to process 200 million litres water daily (200 MLD) and considering that heavy rains occur on an average of 36 days during the monsoon, the civic body aims to generate a minimum 7,200 million litres in a month during monsoon–pushing the water stock. At present, the construction work is underway, and the pumps will become operational from 2027 onwards. Civic officials said that from the pumping station, the water will be transferred to Mumbai's sole water filtration plant at Bhandup where the water will be further recycled and filtered at an advanced level, making them fit for potable usage. Being an island city, Mumbai draws its water from seven lakes–Tulsi, Vihar, Bhatsa, Tansa, Upper Vaitarna, Middle Vaitarna and Modak Sagar. While two of these lakes are located within Mumbai, the rest are in the neighbouring districts of Thane, Palghar and Nashik. The catchment area of these lakes gets filled during the monsoon, and the water is transported through tunnels to the BMC's filtration plant. After filtration, water is supplied to every household and commercial establishment through pipelines and reservoirs.

Mumbai-Pune expressway's e-challan system riles transporters; recovery just 9 pc of Rs 269 cr

As per an RTI reply, the Maharashtra government has paid the ITMS operator Rs 57.94 crore for the 8.84 lakh e-challans issued between July 19 and December 31 last year. The 1.51 lakh cleared e-challans, or 8.89 per cent of the total generated, amount to Rs 25.17 crore, which is 9.33 per cent of the total sum to be paid by offenders, as per officials documents. Mumbai, Jun 12 (PTI) The Intelligent Traffic Management System (ITMS) on Mumbai-Pune Expressway has generated 17 lakh e-challans worth Rs 269.47 crore for traffic violations since it was implemented on July 19 last year but recovery from offenders stands at a measly 9 per cent till March 2025, officials said on Sunday. The project is being executed by Maharashtra State Road Development Corporation (MSRDC), which built the expressway, in collaboration with the RTO and Highway Police under a Public-Private Partnership (PPP) model. The state transport department has given Rs 45 crore viability gap funding from Road Safety Fund for the project that costs more than Rs 100 crore. The MSRTC has installed 40 gantries and hundreds of CCTV cameras as part of ITMS, which also includes speed detection cameras, ANPR, weigh-in-motion sensors, AVCC, weather sensors, a dynamic messaging system, a command and control centre (CCC), and supporting infrastructure at multiple locations across the expressway. As per the mechanism, a traffic violation report is generated through the ITMS system and verified at the Command Control Centre (CCC) by the operator's staff, and challans have to be approved by RTO officials. While there is a provision to issue e-challans for 17 traffic violations, the ones handed down so far pertain to over-speeding, driving without seat belt, lane cutting, wrong side entry and use of mobile while driving, officials said. Of the 17.07 lakh e-challans issued through ITMS system between July 2024 and March 2025, the highest 2.81 lakh e-challans were of November 2024, followed by 2.66 lakh for December and 2.56 lakh for January this year, as per transport department documents. The reply to an RTI query by bus operator KL Shetty revealed that 18.25 lakh e-challans were generated by the operator between July 2024 and January 2025, but only 12 lakh e-challans were approved by RTO officials, while the remaining 6.25 lakh were rejected. Documents show that the operator, Proctech Solutions ITMS LLP as per Shetty's RTI reply, gets Rs 654.90, comprising its share of Rs 555 and 18 per cent GST, for every e-challan issued. An official on the condition of anonymity said ITMS went live in March 2024 without prior approval of the challan-generating devices as required under Rule 167 of the Central Motor Vehicles Rules 1989. 'The approval process was initiated only after the system went live, with the Transport Commissioner being appointed as the designated authority on July 4, 2024, and subsequently granting approval without any technical verification on July 16,' an official said. Transport Commissioner Vivek Bhimanwar could not be contacted despite repeated attempts, while emails sent to MSRDC by PTI did not elicit any response. Vehicle operators and former transport department officials also alleged the firm does not have adequate experience of handling such projects after being incorporated in December 2021. Transport operators are unhappy at the flood of e-challans and urged authorities to take note of the resentment in the vital sector. 'When road safety is outsourced to a private company, safety often takes a back seat and financial gains become the priority. Under the pretext of road safety, challans are being issued indiscriminately. If this continues, the road transport industry will collapse,' alleged bus operator and Mumbai Bus Malak Sanghatana functionary Harsh Kotak. Baba Shinde, a leader of transporters, said challans are being issued for minor over-speeding, while repeated complaints to authorities have fallen on deaf ears. The expressway, connecting Mumbai and Pune, was inaugurated in 2002 and is primarily used by cars, tempo, tankers, trailers, trucks, and buses, which two-wheelers and three-wheelers are officially prohibited. CM Saini inaugurates modern district jail complex in Rewari

He said skill development and library facilities, and educational and psychological support are being extended to the prisoners so that they can come out and live a respectable life. Speaking on the occasion, Saini said the state government is trying to provide various opportunities for prisoners to integrate them back to the mainstream society. Chandigarh, Jun 15 (PTI) Haryana Chief Minister Nayab Singh Saini on Sunday inaugurated a Rs 95 crore modern jail complex built in 50 acres at Fideri village of Rewari district. Saini said the new district jail, equipped with modern facilities, can house 1,000 prisoners. Modern techniques have been used in the jail so that reform and rehabilitation programmes can be run for the prisoners. Apart from the administrative building, 11 barracks, two security wards, an industrial space, a 30-bed hospital, control room, canteen and warehouse have been built for prisoners in the jail complex. Also, 74 houses, a warder hostel, a shopping complex, park and community centre have been constructed, an official statement quoted Saini as saying. The Chief Minister said 335 video conferencing systems have been installed in jails across the state, through which prisoners can do online appearances before the courts. All systems — from entry to release of prisoners, their living conditions, meetings, medical facilities, court appearances and canteen systems — are being completely computerised, he said. Saini said there are three central jails and 17 district jails in Haryana. Put together, they can house 22,647 prisoners. Jail radio stations are being run in Ambala and Hisar central jails, and the district jails of Faridabad, Panipat, Gurugram, Karnal, Jhajjar, Rohtak, Yamunanagar and Kurukshetra. The construction of a high security jail, equipped with modern security system and technology for criminals involved in serious crimes, is in its final stage in Rohtak, he said. On his Rewari visit, the Chief Minister also inaugurated eight projects worth Rs 193.94 crore and laid foundation stone for seven projects with an outlay of Rs 94.37 crore. He also addressed a public rally. Addressing the rally, Saini said the government has prepared a comprehensive plan to stem the issue of industrial waste water entering the Masani Barrage. Under this plan, sewage treatment plants will be installed to purify the water before releasing it into the barrage, making it usable for agriculture. Calling Rewari the land of brave soldiers, the Chief Minister said the youth of this region serve the country at the borders, ensuring the safety of citizens. He said the BJP has committed in its manifesto to establish the country's largest mustard oil cooperative mill and a military museum in Rewari. 'What we promise, we deliver. Saaf Niti, Sahi Niyat, aur Sashakt Natritave (Our policy is clear, intent is right and leadership is strong),' he said. Addressing the rally, Union Minister of State and BJP's Gurugram MP, Rao Inderjit Singh, said that in the coming years, Rewari district is poised to become a strong and leading centre for employment generation akin to Gurugram. He said that Gurugram, which was once a small municipality, has now become the economic centre of Haryana. Rewari should also be developed on the same lines in terms of industrial and infrastructural growth, so that local youth can find employment and other opportunities within their region, Singh said. He said Rewari has the potential to become the next major development hub, provided that right and timely investments and policies are implemented. He added that Rewari region played a significant role in bringing the BJP-led government to power in Haryana for the third consecutive time. On the problem of waterlogging and contaminated water, he said that industrial waste water entering from Rajasthan border into the Masani Barrage area is affecting the local environment and groundwater sources. He said there is a need to formulate an effective plan to manage and treat this polluted water. In addition, he emphasised the need for constructing a flyover on the national highway at the railway crossing in Rewari to ensure seamless traffic access to the All India Institute of Medical Sciences (AIIMS). This would help prevent any traffic issues in the coming years, Singh said. PTI SUN RUK RUK This report is auto-generated from PTI news service. ThePrint holds no responsibility for its content.
