Uber 's quest to compete with owning a car has come home for CEO Dara Khosrowshahi.
Like many young people, Khosrowshahi's son doesn't have his license despite being over 18. The reason: he can get around using the ride-hailing app that his father oversees, the CEO said on an episode of The Verge's Decoder podcast.
"I'm still trying to get my son to get his driver's license, but Uber's freed him up," Khosrowshahi said.
Uber executives have long said that they view their ride-hailing offering as an alternative to car ownership. Khosrowshahi's son and others like him show how much progress Uber may have made on that front.
In 2023, about 33% of eligible drivers aged 19 or under had a license, according to data from the US Department of Transportation. In 2003, it was 45%.
Ride-hailing apps like Uber, which was founded in 2009, are one of the reasons for that decline, Khosrowshahi said. "It is absolutely having an effect on car ownership," he said of the company. Uber did not respond to a request for additional comment from Business Insider.
Driving is one of a few life milestones for young adults that some members of Gen Z are holding off on reaching, along with their first romantic relationships and entering the workforce.
While some are waiting because of personal choice, others say economic realities are limiting what they can achieve.
Khosrowshahi also said that the shift away from driving among young people marks a cultural change.
For decades, many young people have gotten their driver's licenses as soon as they're old enough to. Podcast host Nilay Patel said that he got his license at 15-and-a-half while growing up in Wisconsin, for instance.
"It was a goal in life," Khosrowshahi said. "It represented freedom."
Uber started offering a version of its app for teens in 2023. Since then, the company has integrated rides for young people into its broader offering. It now lets parents request rides for their kids as well as share their benefits from Uber One, the company's paid subscription program.
In March, Khosrowshahi said at an investor conference that teens were among the "new demographics that we're going after." The company has also introduced a streamlined version of its app for seniors to use.
Khosrowshahi said that Uber doesn't keep estimates of how many people — teens or other demographic groups — might have avoided buying a car because they use Uber.
But he did say on the podcast that car ownership is still "the big Kahuna" that Uber is targeting with its ride-hailing business.

Uber's super PAC — which is spending heavily on local legislative elections this year — could face fines ranging in the thousands of dollars for failing to disclose it sent out mailers to hundreds of Manhattanites urging them to support City Councilwoman Julie Menin's reelection bid. The pamphlet, a photo of which was provided to the Daily News by a source who received it in the mail, displays a picture of Menin next to text bubbles reading, 'Listen to parents, to teachers, to students — Julie Menin knows that's how we create great schools. Vote by June 24.' The back of the mailer says, 'Paid for by Uber NY PAC.' But records show the PAC hadn't as of this week reported the expenditure to the city Campaign Finance Board. Uber spokesman Josh Gold confirmed Tuesday his ride-sharing company's eponymous PAC didn't report the mailer to the Campaign Finance Board within a week of disseminating it as required by law. Gold blamed the lapse on an 'inadvertent administrative error' and noted records confirm the PAC did disclose the mailer expenditure to the state Board of Elections, a step also required by law. Gold said Uber is working with the Campaign Finance Board to rectify the issue on that end. 'There's no intent to conceal,' Gold said. This year, Uber is spending on candidates it hopes will oppose a Council bill that would prohibit the company from locking drivers out of its app for more than 72 hours straight without a just cause. The issue of Uber drivers being locked out of the app has emerged since the city established a minimum wage for them that the company says puts it in a financially precarious situation as it has to pay them even when there's low rider demand. Due to the disclosure mishap related to the Menin mailer, Uber could face a relatively hefty fine. Under city laws, PACs can face fines amounting to 31% of the total spent on any given expenditure if six days pass after the reporting deadline and they still haven't disclose it to the Campaign Finance Board. As of Tuesday, Uber had passed the six-day threshold for reporting the Menin mailer. Meantime, the state Board of Elections records show Uber spent $25,561 on sending out the Menin mailer to hundreds of residents in her Upper East Side-based district. That means Uber could face a fine as large as $7,924, on top of any additional penalties the board could impose if Uber has been alerted to the reporting problems and not responded within one day. The source who provided a copy of the undisclosed Menin mailer filed a complaint with the Campaign Finance Board over the issue. An email obtained by The News confirms the board in response started 'evaluating' the complaint last Friday. A board spokesman declined to comment. Menin, who's a potential candidate for City Council speaker next year, didn't immediately return a request for comment. In total, Uber has spent $71,122 on Menin mailers to date. Most of that spending has been reported to the Campaign Finance Board, records show. The Uber PAC, which plans to shell out as much as $2.5 million on June 24 Council primaries, by law can't coordinate with Menin or other political candidates it's boosting with mailers, ads and other independent spending activities.

Sussex has scrapped its taxi bylaw after receiving a legal opinion that it could do so without inadvertently banning cabs. A bylaw to repeal the town's taxi bylaw was passed May 20 at Sussex's town council meeting. It had been introduced in February, but was pulled off the agenda after the province told Brunswick News that a bylaw must be in place for a rideshare or taxicab company to operate. A provision of the provincial Motor Vehicle Act added in 2020 reads that 'no vehicle-for-hire company shall carry on business ... unless authorized to do so by the local authority.' 'A by-law must be in place if a for-hire company is operating within a municipality, and the vehicles must operate in accordance with the Motor Vehicle Act. These regulations also apply to taxicabs,' provincial department of justice spokesperson Jadesola Emmanuel said in March. Sussex CAO Jason Thorne said when they reached out to the province, they were advised to get a legal opinion, and their solicitor had told them that there was a distinction between taxicabs and rideshare companies such as Uber or Uride, and that the provision only applied to the latter. A vehicle-for-hire company is defined by the act as 'a person who uses or offers a technology platform to facilitate the offer of vehicle-for-hire services.' A taxicab is described as 'a motor vehicle, other than a bus, during any period in which the vehicle is being used to transport a person for remuneration.' Thorne said the opinion was presented to committee last week, and that council was told that 'ironically, we could very well find ourselves in situation where we are enacting a bylaw for exactly that reason' if they wanted to eventually welcome vehicle-for-hire services in the community. 'At this time, we have not had any direct discussions with the Town of Sussex regarding this change,' Emmanuel said on May 26. 'However, ride-share and taxi companies are required to obtain municipal approval to operate whether through a bylaw or another form of formal agreement.' Emmanuel did not reply when asked if taxis were currently permitted to operate in Sussex without the bylaw. The town had moved to repeal the bylaw, passed in 2022, over concerns that it was not being enforced, Mayor Marc Thorne said in March. The bylaw calls for police to inspect cabs, which Thorne said after the meeting in May has not been happening and is not part of the town's RCMP agreement. At the meeting, Coun. Paul Maguire said the town had regulated taxis for more than 60 years, and said repealing the bylaw would be 'lowering the public safety standards for taxicabs.' Deputy mayor Tim Wilson said the 'dillemma is it's not enforceable,' saying that 'I'm not sure what you'd accomplish' leaving it in for appearance's sake. Jason Thorne told council their legal opinion found they're in 'a more precarious position' by having an unenforced bylaw than having no bylaw at all. The repeal bylaw passed third reading and was enacted by a 4-3 vote, with Maguire, Coun. Doug Bobbitt and Coun. Eric Nelson voting against. Marc Thorne said that they have occasionally asked the local cab companies for information and not heard back, saying that they wouldn't be able to hire a bylaw enforcement officer to cover it because with the small number of cabs, they could never make the money back. 'We only have a couple of taxi firms with just a few taxis, so this is just a small part of our corporate community,' he said, adding 'the cost to administrate the bylaw is many times bigger than you'd ever derive from it.' He added that not enforcing the bylaw opened up liability for the town if anything ever happened. Meanwhile, he said the provincial law already has requirements ensuring vehicles stay roadworthy. Thorne called the confusion over the 2020 changes 'frustrating,' which was why they got the legal opinion. Brunswick News made a request for comment to Allen's Taxi and is awaiting a response. Error!
