Marcos on Cabinet revamp: Expect rigorous review

KUALA LUMPUR — President Ferdinand ''Bongbong'' Marcos Jr. on Tuesday said that the Cabinet revamp he ordered was not for "optics," adding that the public should expect a rigorous performance review of Cabinet secretaries and heads of agencies.
At a press briefing with the Philippine media delegation, Marcos was asked for updates on his order to Cabinet secretaries last week to submit their courtesy resignations, with the aim to 'recalibrate' his administration following the midterm polls.
''As we're doing [a] performance review, when we see shortfalls in performance, I don't leave it at that. I look and ask why is that the case and that is why we asked all the heads of agencies to also submit their courtesy resignations because we have to look deeper, not just look at the secretaries,'' Marcos said.
''You know, siguro by now you know I don't do things pang-optics... if there's a problem, I'd like to fix it. So that's what we're doing. Expect us to be doing a rigorous performance review, not only at the Cabinet level, but even deeper,'' he added.
Marcos did not accept the resignation of Executive Secretary Lucas Bersamin, who recently disclosed changes in the Cabinet posts.
The President also retained his economic team.
Marcos refused to provide details when asked about the latest Cabinet movement.
The request for courtesy resignations will give the President the elbow room 'to evaluate the performance of each department and determine who will continue to serve in line with his administration's recalibrated priorities,'' the Presidential Communications Office said.
The PCO said government services would remain uninterrupted as stability, continuity, and meritocracy will guide the formation of his leadership team moving forward.
Marcos' directive came days after he said that the results of Eleksyon 2025 showed that the people are "tired of politics and they are disappointed with the government." — BM, GMA Integrated News

Aerospace forces commander-in-chief Viktor Afzalov and former defense minister Sergei Shoigu—now secretary of Russia's Security Council—are among those being publicly singled out for blame. The drone strikes have prompted accusations of negligence, complacency and corruption. How was it possible, commentators are asking, for nuclear-capable aircraft to be left exposed, unprotected by hangars, and for Ukrainian intelligence to smuggle the drones within close reach of air bases and unleash them with devastating effect? Two influential military blogs, Voyenkor Kotenok and Two Majors, said Shoigu had promised as far back as April 2021 to build more than 300 reinforced concrete shelters for aircraft, but this had not happened. Military analyst Vladislav Shurygin condemned the "blatant irresponsibility and negligence" of the aerospace command headed by Afzalov, accusing the top brass of failing to anticipate threats and learn from past mistakes. The Russian defense ministry did not immediately respond to a request for comment. Another blogger, Roman Alekhin, said the attacks had demonstrated Ukraine's ability to penetrate deep inside Russia with saboteurs. Moscow had underestimated its enemy, he said, comparing the blow to Japan's 1941 attack on the US navy at Pearl Harbor. The heated online debate contrasts with near-silence from the authorities and scant coverage in state media. The Kremlin has said an investigation is underway. President Vladimir Putin on Wednesday condemned what he called terrorist attacks by Ukraine that killed seven people in southern Russia on Sunday, but made no reference to the strikes on the air bases that took place on the same day. Bomber fleet Russia operates two types of nuclear-capable heavy bomber planes—the Tu-160 and Tu-95 MS, which NATO calls the Blackjack and Bear-H, respectively. The Federation of American Scientists, in its annual review of Russian nuclear forces, said last month that it estimates Russia has only about 67 strategic bombers in its active inventory, although there is uncertainty about the numbers. It said Russia had historically housed all its strategic bombers at Engels, in the Volga region, and Ukrainka in the Far East. But in 2022, the first year of the war, it redeployed some bombers from Engels to Belaya in Siberia and Olenya in the northern Murmansk region, apparently assuming they would be less vulnerable there to Ukrainian attack. That assumption was disproved on Sunday, when Belaya and Olenya bore the brunt of the Ukrainian attacks. According to Western and Russian analysts, the aircraft that were hit were Tu-95 MSs and Tu-22 M3s—a type of intermediate-range bomber—though it remains unclear exactly how many were taken out. Satellite images of Belaya, obtained by Reuters and reviewed by military experts, showed at least several strategic bombers there were destroyed or badly damaged. Russian analysts estimated a dozen or more aircraft in total were damaged or destroyed at Belaya and Olenya. To replace them, military blogger Colonel Cassad wrote, it was likely that Russia would have to speed up production of the Tu-160 because it was only making four of those every year. Reuters could not verify that figure. Aviation analyst Alexei Zakharov said even if as many as 15 Tu-95 MSs had been taken out, it would only reduce the number of nuclear cruise missiles that Russia was capable of firing by fewer than 100. He noted that strategic bombers are only part of a much larger nuclear force including ground- and submarine-launched missiles. Even so, he said, Russia had learned a lesson that was "offensive and insulting. The main thing is that the right conclusions are drawn from this lesson." — Reuters

Singapore vows to support PH chairmanship of ASEAN in 2026
Singaporean Prime Minister Lawrence Wong vowed to support the Philippines in its ASEAN chairmanship next year. Wong made the commitment during the joint press conference with President Ferdinand ''Bongbong'' Marcos Jr. at Malacañang Palace as part of his two-day official visit to the Philippines. The prime minister said that Singapore and the Philippines share a common interest in preserving ASEAN centrality and unity. ''This will be critical in accelerating the integration of the region and enabling us to unlock the full potential of ASEAN. It will also enable ASEAN to better engage our external partners, like the GCC countries or the EU,'' Wong said. ''The Philippines can count on Singapore's full support for its ASEAN chairmanship next year. And we will coordinate closely because Singapore takes over from the Philippines the ASEAN chairmanship the following year. So, we will work shoulder to shoulder, side by side,'' he added. Wong said he also looks forward to partnering with Marcos in advancing the next phase of bilateral relations. ''I am confident that under his leadership, the Singapore-Philippine relations will continue to grow from strength to strength,'' Wong said, adding that the ties between the two nations have never been better. ''It is a partnership that has been carefully nurtured over the decades by successive generations of leaders and officials. Marcos hopes Singapore can aid in diversifying PH energy sector
President Ferdinand ''Bongbong'' Marcos Jr. on Wednesday expressed hope that Singapore could help the Philippines in ''diversifying'' its energy sector. During a joint press statement with Singaporean Prime Minister Lawrence Wong, Marcos said the Philippines seeks further achievements in its renewable energy sector. ''Acknowledging how Singapore will remain a major partner in our aspiration to diversify our energy sources, I encouraged Singapore to increase its investments in the renewable energy sector as part of our forward-looking bilateral agenda,'' he said. Marcos emphasized that Singapore remains one of the Philippines' most important investors. ''I expressed my hope that we will remain an important destination for these investments, and that the collaboration of our private sectors, both in the Philippines and in the region, will further deepen and adapt to global developments,'' he said. When it comes to climate change mitigation, the two nations reaffirmed their commitment to collaborate on a carbon credits mechanism in line with Article 6.2 of the Paris Agreement through commencing negotiations on an implementing arrangement. ''It is hoped that the early completion of the negotiations will result in climate-friendly actions and increased investments in related sectors, thereby creating meaningful and sustainable livelihood and business opportunities for both Filipinos and Singaporeans alike, while producing good sustainability outcomes for our local communities,'' Marcos said. In the health sector, Marcos is also hoping to have a health cooperation agreement with Singapore, aside from the facilitation of training and exchanges between their health experts. Meanwhile, through the Digital Leadership Program between the Civil Service Commission and the National University of Singapore, Marcos is optimistic in accelerating digital leadership and transformation across the civil service.
