South Africa: Mantashe hopeful for Orion Minerals' flagship PCZM's future
On Friday, 30 May, the Minister of Mineral and Petroleum Resources, Gwede Mantashe, visited Orion Minerals' flagship Prieska Copper Zinc Mine (PCZM) and unveiled a plaque located at the main shaft headgear celebrating his visit.
Orion Minerals' flagship Prieska Copper Zinc Mine (PCZM) in the Northern Cape, is becoming a next-generation copper and zinc producer.
The minister, who was employed at Prieska Copper Mines from 1975 to 1983, went on an underground visit and was shown the dewatering infrastructure and freshly exposed ore at the site of the recent underground trial mining.

Two-phase development strategy
In March this year, its PCZM Definitive Feasibility Studies (DFS) outlining an optimised two-phase development strategy aimed at de-risking the mine's development pathway and accelerating value creation was released.
This approach will deliver first production from the Upper-Level Phase within 13 months from the start of construction, with the cash generated helping to fund the ongoing de-watering and other early works required for the Deeps Phase of the mine.
Orion is well-positioned to become a near-term producer after delivering positive studies for both PCZM and the Flat Mines Project at Okiep.
Positive catalyst
Orion has been a positive catalyst in its host communities, demonstrating that a junior exploration company can deliver benefits and change for the communities surrounding its operations.
Throughout the development stages of its operations, Orion continues to prioritise the development of local suppliers to benefit the social and economic well-being of the community.
The development of these projects will play an important role in unlocking economic development and community development opportunities in the Northern Cape, securing the region's long-term prosperity.
Financially robust mining operation
Orion's managing director and CEO, Tony Lennox, welcomed the DMPR to PCZM to showcase the high potential of its assets as well as its plans to advance these projects and financing strategy, while delivering on skills development and employment opportunities goals.
'We are committed to delivering meaningful economic and social change in the region.'
Orion is making progress with the next stage of its development strategy, including advancing project financing and dewatering of PCZM, which has a mineral resource of 31.0Mt at an average grade of 1.2% copper and 3.6% zinc.
PCZM has the potential to develop into a long-life, financially robust mining operation with an annual steady-state production of 22kt of copper and 65kt of zinc.
Future of Prieska
'After visiting the mine, I am hopeful for the future of the Prieska mine to create value, improve lives, support other businesses and uplift the Northern Cape. I will come back to visit when the mine produces its first copper,' says Mantashe.

Minister Dion George to sign Landmark Biodiversity Beyond National Jurisdiction Agreement on behalf of South Africa at the 2025 United Nations Oceans Conference in France
The Minister of Forestry, Fisheries and the Environment, Dr Dion George, will be attending the third United Nations Oceans Conference (UNOC3) in Nice, France and will on 9 June 2025, sign the Biodiversity Beyond National Jurisdiction (BBNJ) Agreement on behalf of South Africa. Co-hosted by France and Costa Rica, UNOC3 seeks to accelerate global action to conserve and sustainably use the ocean, in support of Sustainable Development Goal 14: 'Life Below Water'. This year's conference theme is Accelerating action and mobilizing all actors to conserve and sustainably use the ocean with three main priorities: (1) Advancing multilateral ocean processes and ambition; (2) Scaling up financing for ocean sustainability and blue economies; and (3) Strengthening marine science, knowledge-sharing and decision-making. Minister George and the other Member States are scheduled to formally sign the BBNJ Agreement during a high-level signing ceremony convened by the UNOC3 Secretariat. 'Signing the BBNJ, which is a crucial agreement geared toward strengthening governance in areas beyond national jurisdiction, will mark a significant milestone in the country's ocean governance journey and a reflection of our resolve to contribute meaningfully,' said Minister George. South Africa has developed a robust suite of legal frameworks, aligned with its obligations under the United Nations Convention on the Law of the Sea (UNCLOS). These include the National Environmental Management Act, the Integrated Coastal Management Act, the Marine Spatial Planning Act, the Marine Living Resources Act, the Biodiversity Act, and the Protected Areas Act. These instruments collectively provide for the sustainable use, spatial planning, and protection of marine ecosystems within national jurisdiction. South Africa also actively participates in regional fisheries management organizations (RFMOs), such as the Indian Ocean Tuna Commission (IOTC), promoting cooperative, science-based management of shared marine resources. 'In line with our local legal frameworks, the signing of the BBNJ will bolster global ocean governance and help advance our efforts to build our economy, while fiercely protecting our ocean,' said Minister George. South Africa is ahead of the curve because in line with the global efforts to protect the ocean, on World Environment Day, the Minister launched South Africa's inaugural Climate Change Coastal Adaptation Response Plan (CARP). CARP is a groundbreaking climate change national adaptation strategy which seeks to secure the future of South Africa's coastlines and the millions who depend on them. 'Our coastline or coastal cities are at the frontline of climate change, facing severe and multifaceted complexities that threaten livelihoods, communities, economies, infrastructure, and ecosystems,' said Minister George during the launch. In the build up to UNOC3, Minister George will also participate in the Blue Economy and Finance Forum, which is a high-level platform to showcase innovation and finance for ocean-based growth, taking place in Monaco on 7-8 June 2025. The Forum will highlight and promote the critical role that sustainable investment, cutting-edge innovation, and forward-thinking policies play in ensuring the long-term health and prosperity of our oceans and economies alike. Minister George highlighted that the Forum is a vital platform for South Africa, as our ocean and blue economy is a key driver of economic growth, job creation, and sustainable development. Sierra Leone's President Julius Maada Bio to Launch 830 Million New Leones (€34 Million) Solar Minigrid Project, Powering Sierra Leone's Green Future
In a landmark step toward sustainable development and inclusive energy access, His Excellency President Dr. Julius Maada Bio is set to officially launch the Salone Off-grid Renewable Energy Acceleration Initiative (SOGREA), a €34 million (approximately 830 million New Leones) solar minigrid project that will significantly advance Sierra Leone's green energy future. Hosted by Sustainable Energy for All (SEforALL), the initiative is a collaborative effort between the Government of Sierra Leone, the European Union (EU), and the United Nations Office for Project Services (UNOPS). SOGREA aims to increase energy access in rural communities across the country by 2027, deploying at least 5.2 megawatts peak (MWp) of solar generation capacity through the installation of minigrids. The project is set to benefit 25,000 households and 2,800 businesses across approximately 60 communities, offering them reliable, clean, and affordable electricity for the first time. To brief the President on the status and next steps of the project, EU Ambassador Jacek Jankowski, accompanied by Dr. Kandeh Yumkella and other private sector partners, visited State House today. The high-level delegation engaged President Bio on the technical, regulatory, and financial readiness of the initiative, and reaffirmed their collective commitment to ensuring its success. Speaking during the meeting, President Bio expressed deep appreciation to the EU for their steadfast partnership and support in fulfilling his administration's promise of inclusive development across Sierra Leone. 'Taking energy to the people is key,' the President emphasized. 'This project is a significant milestone. It demonstrates mutual trust and confidence with our partners, especially at a time when development assistance is dwindling globally. This shows we still enjoy goodwill.' He further assured the visitors of his government's commitment to building the necessary legal and regulatory frameworks: 'I am aware of the revised regulations for the Sierra Leone Electricity and Water Regulatory Commission (SLEWRC), and my government will ensure Parliament sets the required legal framework to support implementation.' The President added, 'Together, we will make electricity accessible to all and no one will be left behind.' At the heart of SOGREA's success is its catalytic investment model, which blends public and private sector support to create a sustainable ecosystem for minigrid development. Energy Sector lead, Dr. Kandeh Yumkella, a driving force behind the initiative, explained that over the last two years, critical groundwork has been laid, including the revision of existing regulations under the EWRC Act and the design of investment incentives to attract private developers. He confirmed that implementation agreements have been signed and that President Bio will officially launch the project. Ambassador Jacek Jankowski, Head of the EU Delegation to Sierra Leone, underscored the importance of the initiative as a major milestone in the country's pursuit of clean energy and rural transformation. 'We are proud to support a project of this magnitude,' he said. 'The EU's total investment stands at €34 million, including €22 million in direct investment support and technical assistance, while the Government of Sierra Leone is contributing 50 million Leones.' The project was developed in partnership with UNOPS, with a focus on enabling private sector entities to develop, finance, own, and operate solar minigrids. Ambassador Jankowski noted that the investment model includes reimbursement schemes, leveraging of additional financing, and regulatory mechanisms to bridge the gap between tariffs and what rural communities can afford. He highlighted the strategic involvement of key institutions such as SLEWRC and the Public-Private Partnership (PPP) Unit, which will guide implementation and ensure long-term regulatory stability. Beyond powering homes and businesses, the SOGREA initiative is expected to create jobs, stimulate local economies, and empower women and youth, particularly in off-grid and underserved regions. By supporting President Bio's 'Big Five Game Changers', especially in technology and innovation, the initiative reinforces Sierra Leone's commitment to becoming a hub for green investment and renewable energy development in West Africa.
