
The Guardian view on drought warnings: risks to the food supply need confronting
It is so ingrained in British culture to celebrate sunshine that unless you are a farmer or gardener, it is unusual to complain about the lack of rain. But alarms are being sounded by environmentalists and farmers after a very dry spring followed a winter during which parts of the country, including Northern Ireland, had only 70% of average rainfall.
Some crops are already failing, and worse will follow unless more rain arrives soon. Conditions at the moment are said to resemble 2022 – the last time that farms suffered significant losses due to drought. In certain regions, fields have had to be irrigated months earlier than usual. The National Drought Group, which coordinates management of scarce water resources, met on Wednesday. Long-range forecasts are predicting more warm, sunny weather, but the UK's weather is changeable. Two years ago the driest June on record was followed by an exceptionally wet July.
While it is too soon to say for sure what the summer will bring, it is not too soon to start preparing. With the drought risk classified as medium, the Environment Agency is advising people to start limiting their water use. Water companies have also been asked to take action, and some have begun repairing reservoirs. Levels are particularly low in the north of England, where less rain fell over the winter. Depending on what happens in the next few weeks, summer hosepipe bans could become more likely.
Worrying about drought and flood risks at the same time is probably still counterintuitive to many: too little and too much rain sound like opposite problems. But as the Climate Change Committee warned parliament last month, in its latest report on the UK's progress in adapting to the climate crisis, the increased likelihood of extreme weather includes both.
The watchdog's sobering verdict was that, despite commitments in Labour's manifesto, national resilience and preparedness have not improved. Some experts liken the water companies' approach to 'praying for rain'. Their failure to invest in new infrastructure, including reservoirs as well as sewage treatment plants, stands as an indictment of water privatisation. Higher drought risks, along with polluted waterways, are the price being paid for that political choice.
Flood risks, meanwhile, keep rising as weather systems become less stable. Ministers must surely heed warnings against cutting flood defences, and learn from the disaster that followed torrential rains in Spain last October, when about 230 people were killed. It was, after all, in order to promote evidence-based climate policy and minimise the likelihood of shortsighted decisions, that the expert, non-partisan Climate Change Committee was set up.
Along with threats to life, risks to agriculture must also be addressed. This was one area in which the committee's adaptation report tentatively highlighted some positive changes, though it also warned that exceptionally poor arable harvests such as last year's could become more common. While drought jeopardises spring planting, traditional winter crops are limited by heavy rain.
Some farmers are already experimenting with alternatives; the UK has a growing number of vineyards and has seen its first chickpea harvest. Communication has always been a crucial aspect of the climate challenge. Right now, the risks posed by drought ought to bolster public support for net-zero policies, and encourage ministers to go further in the interests of food security.

Britain's risk of power outages this winter lowest since pre-Covid, Neso says
The risk of Britain having power outages this winter is lower than it has been for the past six years, according to forecasts by the public body responsible for keeping the lights on. The National Electricity System Operator (Neso) said there is set to be enough electricity to meet demand over the colder winter months. In its early winter outlook, Neso anticipates an average operational margin – the difference between supply of electricity and demand for it – of 6.6 gigawatts (GW) from the end of October to the end of March. This is the highest expected margin since the 2019-2020 winter and is greater than the 5.2 GW forecast last year. The publicly-owned operator is tasked with ensuring that the supply of and demand for electricity always remains balanced. If supply cannot meet demand then the country risks blackouts. An increase in the margin has been driven by several factors, Neso said, including growth in electricity supply from battery storage at both a national and regional level – which enables power from renewables to be stored and then released when it is needed. It also pointed to an increase in the availability of electricity generation from gas, and from a new power cable, known as the Greenlink interconnector, connecting electricity grids between Wales and Ireland. This increased supply is expected to more than offset an expected rise in demand during peak periods. The slight uptick marks a divergence from previous years, when demand has either stayed the same or fallen, but Neso said it is too early to say what might drive that increase. Neso said it expects there to be around six minutes over the winter period where it might have to resort to special measures to keep the grid running smoothly. In most cases where demand exceeds supply for a period of time, it is managed by the grid operator without any impact on consumers. Neso stressed it was remaining 'vigilant' in its preparation for the winter amid changes in global energy markets. 'Our early view of the winter ahead shows a positive outlook with sufficient margins throughout the colder winter months,' Deborah Petterson, Neso's director of resilience and emergency management said. 'We will continue to monitor developments in global energy markets, remaining vigilant in our preparations to ensure that the resilience and reliability of the electricity network is maintained.'

South Yorkshire fire chief calls for minister for drownings
South Yorkshire's most senior firefighter has met MPs to call for the government to do more to prevent lives lost to fire officer Chris Kirby visited Parliament this week as part of the Royal Life Saving Society's (RLSS) Drowning Prevention joined the group in asking for a change in the law, as drowning remains one of the leading causes of accidental deaths in the UK, but has no dedicated minister in Yorkshire Fire and Rescue Service is called when people swimming in open water during warm weather get into difficulties. Mr Kirby said: "What we've noticed in the fire and rescue service over the last 10 years is the significant increase in the number of people who are getting into difficulties within the water."They often don't intend to climb in the water, but our climate is getting warmer and we're having sustained periods of warm weather so people will be attracted to the water."We want to encourage people to swim safely, understand their limitations, and we're just calling out more awareness for water safety matters."We also want there to be a government minister responsible for water safety in England and also want the government to realise that responding to emergencies is not a statutory duty for fire and rescue services in England, yet it is in the devolved nations including Wales, Scotland and Northern Ireland." He also issued advice for people who may find themselves in difficulty in the water this Kirby said: "We want to make sure they know how to float by laying on their back, keeping their head above water, and gently paddling their arms and legs and breathing normally."When people start to panic they are much more likely to get into difficulties."We also recommend people to never swim alone, do it with friends or at least make sure there is somebody to call 999 if anyone does get into difficulty." Also attending the event was Simon Haycock, whose son Sam died in Ulley Reservoir, near Rotherham, in said he was continuing to share the story of Sam's death as the dangers of open water still needed said: "Seeing South Yorkshire Police recently put out a warning about young people being seen swimming at the reservoir made me feel gutted as it is painful to hear people are still going in there."These waters are not safe to swim in and most of the places people swim in, they're not thinking about their strategy of, 'how am I going to get out', or 'how hard is it going to be if I get in trouble for someone to come rescue me?' "There's all these factors and risk assessing that they are not doing – they are just having fun and they are putting themselves in danger without even knowing it."We've learnt the hard way and we don't want other families going through what we went through as it's heartbreaking, We were robbed of a future with Sam just for him having a bit of fun."The BBC has contacted the government for a response.
