Mar. 21—MITCHELL — Does Mitchell's Main Street need more parking?
The Mitchell City Council, during its regular meeting on Monday, March 17, discussed the purchase of an empty gravel lot at the corner of Third Avenue and Main Street for $1, but ultimately tabled the discussion to clarify intentions with developer John Adamo and to seek options for future development of the lot.
The plan for the city to buy the lot has been in the works for quite some time.
City Attorney Justin Johnson told the council it could sign documents and proceed, but there was no guarantee that Adamo would also sign. No alternative plans were considered because the council budgeted for the parking lot to be paved in 2025.
"I also don't know that the owner is willing to proceed with it if that's not going to be the case," Johnson said.
According to Johnson, Adamo is retaining the southwest corner of the gravel lot to build a garage to house garbage cans and storage for Adamo's Kitchen, coming soon on the ground floor of the Woolworth building across the street from the empty lot. If the council moved forward with the agreement, it would be obligated to give Adamo an easement to access the future garage, no matter what would be developed on the lot.
"In the 35 years that we have lived in Mitchell, I don't think there's ever been a time that I needed to park anywhere in the downtown area when I had to walk more than two blocks," council member Susan Tjarks told the Mitchell Republic. "I don't think that parking is that big of a problem."
Tjarks' estimate included busy events downtown, like the Corn Palace Festival and sporting events. Tjarks spoke of previous discussions to make parking diagonal on Main Street to add a few more parking spaces per block.
"If all you ever have to do is walk two blocks, then we're in pretty good shape," said Tjarks, who is the council liaison to Mitchell Main Street and Beyond. "What people really want is the parking spot right in front of the door. And honestly, I'm that girl, too."
She said a parking lot doesn't produce tax revenue and has expenses, including paving, maintenance, and snow removal. A commercial retail building, on the other hand, produces sales tax and property tax revenue, according to Tjarks.
Council member Dan Sabers is in favor of adding more parking and more development, citing the loss of four to six parking spaces at Main Street intersections due to bumpouts and streetscape improvements.
"Almost every open lot used to have buildings on it. They deteriorate and we don't get more," Sabers told the Mitchell Republic. "You know, it would be nice to have someone build, but I haven't seen anybody build in the 20 years I've been living in Mitchell."
Sabers praised Adamo's efforts with the Third and Main building remodels.
"The Old Crafty Fox building is an amazing asset to downtown. It's a building that wouldn't have got done if it wasn't for him," Sabers said.
Three corners of Third Avenue and Main Street,
including the empty grave lot, are owned by Adamo.
"Are we doing this to clean up the area? Or what do we need parking for?" Sabers said.
Sabers owns the Midtown Plaza Mall on the corner of Fourth Avenue and Main Street.
"I'm probably not the person to answer that question. I know that this project has been in discussion for about a year. I think it originally was initiated by the current owner," Johnson said.
Council president Kevin McCardle questioned if the city would pay for Adamo's portion of the parking lot to be paved.
"He'll be responsible for any of the improvements on the portion he's keeping," Johnson said.
Tax Increment District No. 26, which was created to aid in the renovations for the Crafty Fox building and developing the empty parking lot, has generated $15,918. By 2024, it was predicted to be at $94,000 in incremental financing, according to City Administrator Stephanie Ellwein.
"Because they're not generating as fast as they thought they would, it could be that they won't receive the full amount by the end of the TIF," Ellwein said.
Anyone who builds on the lot would pay taxes into TID No. 26.
"I think there's five of us sitting around this table that's been snookered," Bathke said. "Because he stated in his developer's agreement that he's going to build, in the amount of $800,000, anywhere from a 3,000- to 6,000-square-foot building. He says he's going to build, and he didn't do it."
Bathke said he agreed with Sabers, that the council would be bailing out Adamo if it moved forward with paving the parking lot. Bathke noted that, in the past, the council said it didn't want another empty lot at Seventh and Main Street, which was previously a Casey's gas station, and is now a bare parking lot.
City Planner Mark Jenniges told the council that there are 972 parking spaces on the north section of Main Street and 140 parking spaces on the south Main section across 16 lots.
The locations of the parking areas from First to Seventh avenues, on Main Street a block and a half in either direction, is 522 parking spaces; north of Seventh Avenue, near TMA Tire and Puetz, is 385 parking spaces; James Valley Community Center has 65 parking spaces; south on Main Street in front of the Depot has 140 parking spaces.
"I think we should offer it up and do an RFP (request for proposal) and see if anyone wants to build on it. It's prime location, one of the busiest streets in Mitchell and we want development downtown. We want a big anchor store," Mitchell Mayor Jordan Hanson said, adding: "If we make it a parking lot it'll be a parking lot forever."
The council agreed to table the topic for two weeks to learn more of Adamo's intentions.
"Obviously, with the number of apartments that they are remodeling and investing into improving you need parking spots for people to move in, so I think it'd be good to have a discussion with them," council member Jeff Smith said.
Also during the meeting, the council approved an additional $300,000 to Muth Electric for the intersection of First Avenue and Main Street to install American Disabilities Act compliant sidewalk and ramp improvements.
The council approved a contract is with HR Green for First Avenue and Main Street and includes construction management services for an hourly rate not to exceed $31,808.40.
The cost for ADA compliant ramps at First and Main came in at a cheaper rate than previously estimated, according to Public Works Director Joe Schroeder.
The construction is to last from May through July and is expected to be completed in August. Council member John Doescher opposed the project.
In November 2024, the council awarded a bid to Muth Electric to
replace the traffic lights and light poles on Main Street at First and Seventh avenues
for $429,328.57 with an additional contingency of $187,331.43. The light poles might not be installed until fall 2025 due to a delay in ordering the aluminum- colored poles.

The Mitchell City Council, during its regular meeting on June 2, unanimously approved a resolution expressing interest in the construction of a state correctional facility in Davison County. Here are 10 facts and questions discussed about the potential Mitchell prison site. No. 1: The city's resolution shows interest in the prison, but is non-binding The resolution was introduced by council member Tim Goldammer on the eve of a Project Prison Reset Task Force meeting to follow on Tuesday in Pierre. The resolution states that a correctional facility "would create significant economic opportunities, including the creation of stable, well-paying jobs, increased demand for local goods and services, and long-term infrastructure investments." In addition, the resolution cited interest in collaboration to ensure "public safety and community well-being" from local law enforcement, community leaders, the Davison County Commission and economic development organizations. The resolution also promises "open dialogue, careful planning and engagement with residents to ensure that concerns are heard and solutions are implemented." No. 2: A final prison decision will be made in July July 8 is to be the final meeting of the prison search commission, according to Lauritsen. Lauritsen says a special session of the South Dakota legislature will meet on July 22 in regards to the prison. No. 3: Wherever is chosen as a prison site will receive a boost in employee spending. Mitchell Area Development Corporation CEO Mike Lauritsen told the council that a prison will bring an estimated 441 new jobs with an annual payroll of $36.7 million and an average wage between $25 and $30 an hour. Lauritsen said a prison taking three to four years to build allows time to plan ways to address the state's second lowest unemployment rate, but did not go into specifics. "We have an opportunity in front of us to grow this community, for our businesses, for our housing developments," Lauritsen said. No. 4: A third-party ranked Mitchell fourth out of six potential prison sites. A study from Arizona-based Arrington Watkins Architects put the existing Lincoln County site owned by the South Dakota Department of Corrections as the top option. According to a Mitchell Area Development Corporation state prison proposal, a $2.88 million 160 acre potential prison site is located near the Mitchell Regional Landfill, and is owned by James River Farms. The location is outside of Mitchell city limits in Davison County. No. 5: According to Mitchell Mayor Jordan Hanson, those inmates who are from Mitchell will be released to Mitchell. Hanson addressed concerns about released prison inmates ending up in Mitchell, but did not have any official documents from the state promising that other parolees would not be released in Mitchell. Rehabilitation, space and counseling is a big expense for the state with a new prison site, according to Hanson, who says that the present state prison is overcapacity "As far as releasing prisoners, they're going to get paroled back to where they either got arrested originally, where they were tried, or into the larger cities," Hanson said. No. 6: The potential Mitchell site makes for an escape-friendly location. Davison County resident and Mitchell business man Scott Studer reminded the council that the South Dakota Department of Corrections wants the prison site to be away from Interstate 90, a highway, and a waterway. "We just put it at the corner of Jim River, I-90 and Highway 37," he said. "So good luck trying to get them to go for that." No. 7: Davison County residents are concerned that property taxes may rise. Davison County resident Michelle Studer said she lives within 2 miles of the proposed Mitchell site. "You're taking 160 acres out of the tax rolls," Michelle Studer said, "because I'm assuming that the prison is tax exempt. Where's that money going to come from?" No. 8: Davison County residents are concerned that they don't have a say in denying or approving the potential prison site. Mitchell resident Dwight Stadler expressed many concerns, the theme of which is that the prison would increase property taxes in Davison County. "Davison County voters should have a say on a ballot," Stadler said. No. 9. The construction itself will cost almost $1 billion, according to Lauritsen. The $825 million prison built could be placed near another high-cost construction site in Davison County. To put this in perspective, the High Plains Processing soybean plant south of Mitchell, still under construction, is estimated to cost about $500 million. In comparison to the proposed 160-acre prison site, the soybean plant sits on 148 acres. 10. City leaders acknowledge the prison is a dividing topic. Hanson and Lauritsen urged residents to not get heated during the night's discussions. "If we're eliminated (from consideration), we fight (over) nothing. We divide this community for nothing," Lauritsen said. Lauritsen offered to field any questions and pass them on to the South Dakota Governor's Office.

The publication is live as of Wednesday, May 28 and will be online and inserted in the printed edition of the Mitchell Republic. More than 15,000 votes were cast in the contest. So what's made DPT and True Fitness successful? "We've invested in the community," Van Genderen said. "And the community does just an outstanding job supporting us. We're a small business in a little bit of a bigger town. When you get into the market we're in, we compete against larger companies. And it's just really good that Mitchell continues to support small businesses." Moody and Van Genderen are both positive on Mitchell's future and its progress. "From the bike trails around the lake that are constantly being improved and maintained by an amazing group, the lake project, the Corn Palace potential, the soybean plant, little businesses that are gradually turning into bigger just like our story," Moody said. "Who's the next story for Mitchell? I hope there's a bunch of them, and we're excited to see their progress and how we can maybe interact with those folks and how we can keep growing Mitchell."

May 18—MITCHELL — In addition to considering the first reading of an ordinance establishing term limits for mayor and city council members and the first reading of an ordinance codifying rental inspections, the Mitchell City Council, during its regular meeting on Monday, May 19, will also consider approving various city expenditures. The city has about $22.4 million in open contracts to be paid, with $2.5 to be considered at Monday's meeting, according to the estimate report for May 19. Two expenses have to do with planning services, including $24,428 to architectural firm Shemmer for the Corn Palace Expansion project, and $10,981 to McLaury Engineering for the Thirteenth Avenue and Wisconsin Street Drainage Study. Big ticket items include $1.64 million to John T. Jones Construction for the South Wastewater Treatment Plant, and $721,298 to Rice Lake West for the 2.5 million gallon above ground storage and pump station located at south of town. The council will also consider approving a change order for Rice Lake West in the amount of $16,858, for an updated contract total of $11.7 million. The total project was budgeted at $16 million. This will be the fifth change order on this project. Other city expenditures include $1,136 for the Lake Mitchell Jetty, $45,565 for a dump truck box, and $12,315 to Larry Jirsa for architectural services regarding a FEMA tornado shelter at Lake Mitchell Campgrounds. The city paid B-Y Water District a total of $55,297 for 41.57 million gallons of water during the month of March and $64,268 for 48.32 million gallons for the month of April. In addition, the council will consider authorizing the purchase of two 2025 Ford Interceptor SUVs for the Mitchell Police Department to replace two Dodge Durangos that were damaged in a pursuit in the amount of $121,550, which includes the price of lights and decals and installation. Based on insurance coverage estimations, the police department will be reimbursed $86,500 and expects the city to pay the remaining $35,000. The meeting will also mark the first official meeting with all new audio and video equipment in City Hall council chambers, which officials hope to improve the experience of those who watch city board meetings online. The city budgeted $115,000 for the project. In 2025, through May 14, the city has had $3,081,530 in operational expenses from the city's various departments and enterprises, according to the Mitchell City Finance Office's departmental register. Other The Mitchell City Council will also convene as the Board of Adjustment to hear requests for Shayna Loecker's family residential daycare at 710 N. Kittridge St., an electronic messaging center inside the First Presbyterian Church at 500 E. 5th Ave., a variance permit for Todd and Nancy Boyd at 155 S.
