US diplomat discusses security situation
United States Consul General Kristin K Hawkins discussed the law and order situation in Punjab, professional capabilities of security agencies and other issues of mutual interest with Home Secretary Noorul Amin Mengal.
The provincial secretary said Punjab was being made safer through the use of technology. Over the past year, 150-year-old laws had been updated to align with modern requirements, he added.
He said the law enforcement agencies had been equipped with modern tools and crime data had been digitised.
He said institutions such as the crime control department were being developed to meet contemporary security needs.
Mengal also shared that Punjab government was establishing 14 checkpoints to enhance inter-provincial border security. Over the past year, significant efforts have been made in prison reforms, with measures being taken for the rehabilitation of inmates.
The consul general expressed condolences over the Jaffer Express incident.
Mengal said the authorities remained in constant contact with the Balochistan government regarding the event and were committed to thwarting the nefarious plans of anti-state elements.
The meeting was also attended by Special Home Secretary Fazal Rahman, Additional Secretary Prisons Asim Raza and Additional Secretary Internal Security Ehsan Jamali.

ISLAMABAD: Federal Minister for Information Ataullah Tarar on Wednesday said that Pakistan has responded to Indian aggression with responsibility and composure, exposing New Delhi's state-sponsored terrorism on multiple international forums with credible evidence, including video proof. Addressing a press conference, Tarar said that Prime Minister Shehbaz Sharif strongly presented Pakistan's stance on the diplomatic front, while Deputy Prime Minister Ishaq Dar led a dedicated team that worked tirelessly in this regard. He credited the Pakistani media, journalists, and anchorpersons for playing a key role in the 'battle of narratives' by presenting facts and demonstrating responsible journalism—unlike Indian media which, he said, resorted to lies and fake news. Tarar revealed that video evidence was shared with the media, showing Indian Prime Minister Narendra Modi expressing support for the Mukti Bahini in 1971, along with clips of inflammatory speeches by Indian leaders and footage proving Indian involvement in terrorism in Balochistan. He emphasised that India is involved in terrorism not only in Pakistan but also in countries like Canada, the United States, and Australia. 'India's state policy revolves around exporting terror,' Tarar alleged, citing the example of Indian Navy officer Kulbhushan Jadhav who was caught operating in Balochistan. He added that Indian-sponsored terrorism has targeted even innocent children, referencing the recent Khuzdar incident, and accused Indian media of celebrating the Jaffer Express tragedy while glorifying terrorists. 'Pakistan's armed forces are fully committed to eliminating all forms of terrorism,' Tarar stated, reiterating that 'Fitna-e-Hindustan' (India's disruptive elements) will be rooted out of Balochistan at all costs. He also welcomed Pakistan's offer for transparent international investigations into the Pahalgam attack, showcasing Islamabad's commitment to justice. Repeat sex offenders face GPS monitoring

PHOTO: REUTERS The Punjab government has announced a new initiative to electronically monitor habitual sex offenders through GPS-enabled ankle devices. The system, introduced by the Crime Control Department (CCD), will initially be implemented for repeat offenders convicted in rape and sodomy cases, with plans to expand the programme to include individuals involved in other serious crimes. According to CCD officials, offenders with two or more convictions will be fitted with tamper-proof electronic bands that send real-time location updates every hour to a central control room. If an offender attempts to leave designated areas without permission or tampers with the device, authorities will be notified immediately. "These electronic restraints will physically restrict offenders while allowing us to track their movements 24/7," a CCD spokesperson told The Express Tribune. The first deployment of 30 devices is scheduled to take place in Lahore this week, with an additional 100 monitors to be distributed across the province in the coming phase. The bands may only be removed after an offender has demonstrated consistent behavioural improvement over a monitored period. This initiative is part of a broader electronic surveillance strategy approved by Home Secretary Noorul Amin Mengal. The programme includes the procurement of 1,500 GPS trackers for suspects on the Fourth Schedule and repeat offenders under the supervision of the Counter Terrorism Department (CTD), CCD, and parole authorities. A few days earlier, Secretary Mengal chaired a high-level meeting at his office where the import of more than 1,500 GPS monitoring bands was approved. Habitual criminals The provincial home department has also drafted 'The Punjab Control of Goondas Act, 2025' to curb the activities of habitual criminals, enhance public safety and deter anti-social behaviour. The draft provides a legal framework for identifying, monitoring, and restraining elements that pose a threat to public order. It provides the legal definition of Goonda as "a person habitually involved in disorderly conduct, criminal activity, or anti-social behaviour that endangers peace or creates public nuisance". The District Intelligence Committees (DICs) will be empowered to declare an individual a 'Goonda' on the basis of credible reports from police officers, assistant commissioners, intelligence agencies or written complaints. The grounds for the declaration include involvement in drug trafficking, gambling, extortion, cybercrimes, harassment, organised criminal activity, use of forged documents, display of weapons, running a brothel, impersonation of public officials and other listed offences. Upon the declaration, the DIC may impose various restrictions on the targeted individuals, including, requiring a bond for good behaviour in future, placement on no-fly list, blocking CNIC and passport, confiscation of digital devices and data and freezing of bank accounts. The proposed requirements include community service and restriction upon visiting sensitive public places. The law allows for technical surveillance, including digital monitoring and biometric data collection, to ensure compliance and detect criminal conduct.

Hyderabad honours Armed Forces on ‘Thanksgiving Day'
HYDERABAD: A grand ceremony titled 'Thanksgiving Day for the Struggle for Justice' was held today at the Circuit House Lawn in Hyderabad, organized by the district administration to honour the bravery and sacrifice of Pakistan's armed forces in response to recent Indian aggression. The event was attended by a large number of dignitaries, including Member of National Assembly (MNA) Syed Tariq Shah Jamot, Hyderabad Mayor Kashif Shoro, Divisional Commissioner Bilal Ahmed Memon, Deputy Inspector General (DIG) of Police Tariq Razak Dharejo, Deputy Commissioner Zainul Abideen Memon, Senior Superintendent of Police (SSP) Adeel Chandio, along with government officials, civil society members, teachers, students, and citizens from various walks of life. In his address, MNA Tariq Shah Jamot strongly condemned the Pahalgam incident and reiterated Pakistan's openness to an impartial international investigation. We have consistently conveyed this message, if you wish, an independent probe from any global forum can be initiated, he said. He added, Even if you have a bigger army, know this, if you cast an evil eye on Pakistan, our 250 million citizens will rise as one army. Our political ideologies may differ, but when it comes to the integrity of Pakistan, we are united. Hyderabad Mayor Kashif Shoro praised Pakistan's diplomatic efforts, particularly by PPP Chairman Bilawal Bhutto Zardari. On international platforms, he effectively highlighted how India falsely accused Pakistan, leaving India isolated while the global community stood by Pakistan, he said. The Pakistani nation is united and, God willing will remain so till the end of time. The Divisional Commissioner Hyderabad Bilal Ahmed Memon emphasized Pakistan's peaceful nature and rejected allegations of terrorism. Pakistan is a land of peace-loving and pure-hearted people. We have never harboured ambitions of war, he said. He recalled past tragedies such as the APS attack, the Jaffer Express bombing, and India's involvement in the 1971 war, asserting that Operation Sindoor was based on fabricated news. He credited the armed forces for their exemplary defense, stating, we triumphed diplomatically, militarily, and morally.
