RBI imposes penalty on ICICI, Axis, BoM, IDBI, BoB for violating norms

The Reserve Bank of India (RBI) on Friday imposed monetary penalties on ICICI Bank, Axis Bank, Bank of Maharashtra, IDBI Bank, and Bank of Baroda for violating regulatory norms.
ICICI Bank has been directed to pay ₹97.80 lakh after the private sector lender was found to have failed to report a cybersecurity incident within the stipulated time, did not implement robust software for generating alerts on certain accounts, and charged late payment fees to customers despite not sending them credit card bills or statements.
Axis Bank was penalised ₹29.60 lakh for routing unauthorised or unrelated entries through certain internal or office accounts.
State-owned Bank of Baroda was fined ₹61.40 lakh for two violations: failure to ensure that no non-cash incentive was paid to its staff engaged in insurance corporate agency services by an insurance company, and failure to credit interest to certain inoperative, dormant, or frozen savings deposit accounts at prescribed intervals.
Another public sector lender, Bank of Maharashtra, was asked to pay ₹31.80 lakh for not adhering to regulatory requirements concerning deposit accounts opened using Aadhaar OTP-based e-KYC in a non-face-to-face mode.
IDBI Bank was also fined ₹31.80 lakh after it was found to have charged interest in excess of the applicable rate on certain Kisan Credit Card (KCC) accounts.

Gujarat police agencies in face-off over businessman's complaint

Ahmedabad: A tussle between two key units of Gujarat Police has put the top state leadership in an awkward spot. A complaint filed by a Vadodara-based chemical businessman has triggered a face-off between the CID (Crime) and the State Monitoring Cell (SMC), exposing internal fault lines and prompting emergency meetings among senior officers. The dispute surfaced after two junior personnel from the DIG Nirlipt Rai-headed SMC, which reports directly to DGP Vikas Sahay, entered the office of DIG Parikshita Rathod of CID (Crime) earlier this week. They questioned her and another IPS officer about pending files related to complaints, including one involving a Rs 15 crore fraud allegedly committed by a foreign company. "She initially responded as they cited instructions from the DGP," said a senior police officer. "But beyond a point, she refused to entertain the two officers who were junior to her. The two were asked to leave the CID (Crime) office," said a police source. The fallout led to the suspension of a PSI for delay in processing an application. The businessman, known to be close to a senior IPS officer formerly posted in CID (Crime), had approached police higher-ups with support from another IPS officer of the 2013 batch after he felt no action was being taken on his complaint. A source in CID (Crime) said, "The complaint was filed four months ago. No steps were taken. The 2013-batch officer informed Rai about the case, who apprised DGP Sahay about the issue." The internal tensions became widely discussed by Thursday night. By Friday morning, DGP Sahay convened a closed-door meeting with DIG Rathod, the second IPS officer, and DIG Rai to de-escalate the matter. Affordable housing e-draw portal to be linked with Aadhaar to tackle irregularities

Gurgaon: Govt's online portal for drawing of lots in affordable housing schemes will directly cross-check and verify applicant details with information in the Aadhaar card to make the process more transparent and eliminate chances of duplication or manipulation. Officials of the department of town and country planning (DTCP) said on Friday that the updated portal – called TCP Haryana – will fetch applicant details such as name, address and mobile number from the Aadhaar card. This will prevent manual data entry errors and manipulation while ensuring that only eligible candidates are considered for allotments. The move comes in response to irregularities uncovered in the 2023 housing draw of Aster Avenue 36 in Sector 36, Sohna. During the draw of lots for 702 flats at the society, those with addresses given as 'Sohna City' were considered eligible for the scheme, limiting the pool to 2,200 entries out of 51,000 applicants. This was blamed on a technical error. Cross-checking with Aadhaar would do away with chances of such errors, officials said. The Aster Avenue draw was cancelled after an internal probe, and a fresh draw was conducted. But 26 applicants were found to have been repeated in both the shortlists, raising more concerns about fairness and the integrity of the system. "Going forward, the Aadhaar-linked system will automatically populate the applicant's details and verify if they have previously been allotted flats under any affordable housing scheme. If found ineligible, their application will be auto-rejected by the system," said Renuka Singh, senior town planner, DTCP. "All past applicant data from earlier schemes is now being integrated into this upgraded software," Singh said. Additionally, the system will prevent any duplicate entries and ensure that no one can bypass eligibility rules. The new mechanism is expected to significantly reduce the administrative burden and potential biases associated with manual data handling. The Aster Avenue 36 matter is currently pending before the Punjab and Haryana high court, and the next hearing is scheduled for July 9. Applicants who were declared successful in the original draw have yet to receive refunds, while allotment letters for 702 flats drawn in the second round remain on hold because of ongoing legal proceedings.
