
Bihar native dupes man on pretext of helping open petrol pump, arrested
BHUBANESWAR : Police have arrested a Bihar native for allegedly posing as an Indian Oil Corporation Limited (IOCL) employee and cheating a businessman of Rs 19.97 lakh on the promise of facilitating him to open a petrol pump in Biridi area of Jagatsinghpur.
The accused, Satish Kumar of Nawada district in Bihar, was brought to Odisha on Saturday night. The Cyber Crime and Economic Offence police station had received a complaint from Sarada Prasan Routray, a businessman of Bhotapada in this connection on May 2.
As per the complainant, he had been looking to open a petrol pump and browsing the internet to get information on the same. While searching online, he had come across a fake website https://www.petrolpumpdealerchayan.in/petrol-2023/ where the scamsters impersonated themselves as employees of IOCL, and assured to help him open a petrol pump in his wife's name at Biridi.
The cyber fraudsters even used a fake website - iocl@petrolpumpvitrakchayan.com to communicate with the complainant. Without realising that it was a scam, Routray allegedly deposited six cheques amounting to Rs 19.97 lakh between January 29 and April 25.
However, he later developed a suspicion over the entire process and visited the IOCL office where Routray realised that he had been duped by the fraudsters. 'All the cheques were issued in the name of IOCL. However, the accused had provided mule account numbers to Routray,' said Bhubaneswar DCP, Jagmohan Meena.
Police said neither the bank nor the complainant verified if the accounts indeed belonged to IOCL. 'The banks and the customers should verify the names on the cheques and the accounts where the money is being transferred to find out if they are same or not,' said Cyber crime and Economic Offence police station ACP, Akshaya Kumar Nayak.

HC grants influencer interim bail in hate speech case
Kolkata: The Calcutta High Court on Thursday granted interim bail to the fourth-year law student of Symbiosis International University in Pune who was arrested for a video that she had posted online that hurt religious sentiments. The court cautioned her and asked her to be careful while commenting. The HC asked the social media influencer to submit her passport to the Alipore court, help investigations and not to leave the country without the court's permission, even if she needed to go abroad for her education. The vacation bench allowed the interim bail application by the girl against a personal bond of Rs 10,000. The girl's counsel, D P Singh, pleaded for interim bail. The court also directed police to provide her security following her complaint that she was receiving threats. Justice Basu Chowdhury, while noting that the petitioner was a law student, directed her to cooperate with the investigation. The court held that there was no further reason to keep the accused in judicial custody. Advocate general Kishore Datta opposed the granting of bail, citing that the accused was brought in transit remand and an Alipore court had denied her bail plea, remanding her in judicial custody till June 13. Datta submitted that police had reached out to her house on May 18 to serve a notice to appear at a police station but could not find her there. Rs 71cr MNREGA scam: Five govt officials get bail in Dahod
Vadodara: Five govt officials accused in the Rs 71 crore MNREGA scam unearthed in Devgadh Baria and Dhanpur talukas of Dahod district were granted bail by a magisterial court on Thursday. Their bail applications were heard on Monday and were posted for orders on Thursday. The five include former Devgadhbaria taluka development officer (TDO) Darshan Patel, account officers Jayvir Nagori and Mahipal Chauhan, and Gram Rozgar Sevaks (GRS) Mangal Pateliya and Fulsinh Bariya. Earlier, Gujarat's Minister of State for Agriculture and Panchayats Bachu Khabad's sons, Balwant and Kiran, were granted bail by the same court. They were, however, arrested in connection with two different cases later, and both are in police remand for investigation. The two fresh cases registered regarding the MNREGA scam concern irregularities in Devgadhbaria and Dhanpur talukas. Unlike the sons of the minister, the five officials were not named as accused in these cases. The remand of Balwant and Kiran will end on Friday, and they will be presented before the court. Their bails were also challenged in the Dahod sessions court by the investigating officer. Balwant and Kiran are linked to agencies that supplied material for MNREGA works in two talukas of Dahod district, even though they did not qualify as vendors in a bidding process. Delhi notifies community service guidelines for minor offences under new laws
New Delhi: Delhi govt's home department has notified 12 community services that a court may assign to individuals convicted of minor offences. These include cleaning and maintaining hospital wards and peripheral areas, weeding roadsides, cleaning public parks and spaces and arranging or binding books in public libraries. In a gazette notification, the department said that the High Court of Judicature had made guidelines for awarding community services as punishment. "They are not intended to curtail the discretion of the court in awarding any other mode of community service under Section 4 (f) of the Bharatiya Nyaya Sanhita, 2023," the notification said. The department also specified the duration of community services, ranging from one day to 31 days or 40 hours to 240 hours. According to officials, BNS and Bharatiya Nagarik Suraksha Sanhita, introduced community service as a punitive measure from July 2024 for some offences, such as attempted suicide, unauthorised trading by public servants, petty thefts, public drunkenness and defamation. For public servants engaged in unlawful trade (BNS Section 202), the punishment includes simple imprisonment for one year, a fine, or both, or community service. "Despite this absence, the Indian Judiciary, guided by the principles of reformative justice system, has in cases innovatively imposed community service as punishment. Earlier, only Section 18 of the JJ Act, 2015, defined community service as punishment," said Ahlawat. Courts assigned community service to first-time or minor offenders at their discretion before BNS, pointed out advocate Manoj D Taneja. "The new codes formalise this practice and incorporate community service as a penalty for minor infractions," he said.
