Is Morero protecting corrupt officials? — ACDP backs DA's motion of no confidence

The African Christian Democratic Party (ACDP) says it will support a proposed motion of no confidence vote against Johannesburg Mayor Dada Morero.
The party is the first to publicly come out in support of the DA's proposed motion to remove Morero.
Speaking on Sunday, ACDP councillor Norman Mkhonza said Morero had made a number of questionable decisions that have left doubt on his ability to lead.
This includes the appointment of former Johannesburg Property Company CEO, Helen Botes as Chief Operating Officer (COO) earlier this year.
Botes has been implicated in Personal Protection Equipment (PPE) corruption, with damning findings by the Special Investigations Unit (SIU) proclamation R23 of 2020.
She was also implicated in retired judge Sisi Khampepe's report on the Usindiso building fire in 2023 that killed at least 76 people. Khampepe recommended that the Joburg Property Company's board act against Botes 'for the total disregard of managing the Usindiso building, despite knowledge of its disastrous state of affairs since at least 2019'.
The DA later laid culpable homicide charges against her over the matter.
The ACDP questions why action has not been taken against Botes, and whether she is being artificially protected.
'We now know that the outgoing executive mayor was behind her promotion, but why, we don't know,' he said.
Mkhonza said the position of COO calls for someone with a track record of integrity and professionalism and good ethics.
'Not someone who managed a building where 76 people died in a fire made inevitable by neglect,' Mkhonza said.
Will Morero achieve his priorities?
Mkhonza said he believed that Morero would also not achieve the targets that he set for himself at his State of the City Address (SOCA).
'On revenue collection: the debtor's book is now sitting at an estimated R62 billion, and he is still speaking about a war room that has not done anything tangible since his inauguration. The city now relies more on loan funding,' he said.
DA guns for Dada
The DA had cited several reasons for proposing a motion of no confidence against Moero, including the protection of alleged corrupt officials.
It also alleged maladministration, unfair service delivery in different communities, and a number of lawsuits facing the municipality.
The party's caucus leader, Belinda Kayser-Echeozonjoku, told The Citizen that Morero is complicit in flouting governance laws and attempting to extend the contracts of senior managers who have been in acting positions for more than three months.
'Despite the DA raising concerns in Council, a resolution was passed on 8 May 2025 that attempts to retroactively approve and extend the acting terms of seven senior officials — including the Acting City Manager. These appointments have already exceeded the legal three-month limit and are now without any lawful basis,' he said.

Charges against Botes dropped
Responding to the allegations against Botes, the City of Johannesburg said a legal opinion cleared her of all corruption allegations.
'As a result, the JPC Board resolved to drop all the charges against the CEO, in view of the legal advice it had obtained.
'To the best of our knowledge, the letter the JPC Board addressed to the SIU, in 2022, records the JPC Board's considered view on the matter,' the city said.
Meanwhile, ANC co-convenor in Gauteng, Panyaza Lesufi, told reporters at the SOCA that the DA did not have the numbers to eject Morero from his position.
It is still not clear on what day the motion against Morero will take place.

Chiloane's predecessor as Sport, Arts, Culture and Recreation MEC, Morakane Mosupyoe, who is now the speaker of the Gauteng provincial legislature, on May 24, 2024, officially opened the library five days before last year's elections on May 29. Image: Supplied It was scheduled to open to the public on May 27 and offer lending services (print and online), reference service and research support, study space and support with access to dedicated study areas and programme implementation, including reading development programmes such as the Battle of the Books and the Story Skirmish starting from July last year. Other promised offerings included e-learning programmes such as digital skills and basic coding for children of all ages, children's services, including homework assistance, story hours, and holiday programmes, as well as photocopying services. The Drieziek library was also meant to fulfil various community-centred roles, such as a community centre, which would be a place for learning, socialising, meetings, business, research, and education for children. There would be an entertainment space offering fiction, audiobooks, and online resources for community enjoyment, an empowerment centre providing digital skills training, reading and learning skills, and assistance with online job applications. Other services were a knowledge and information centre supporting lifelong learning through various print and online resources, an education space encouraging quiet reading, learning and research, and community discussions. However, Chabalala complained that a year later, it remains inaccessible and unbeneficial to Orange Farm residents, while funds are wasted on security and maintenance. He said that when the provincial legislature's Portfolio Committee on Sport, Arts, Culture and Recreation conducted an unannounced oversight visit on May 21 this year, members found only a security guard present. 'The DA has tabled questions in the legislature to Chiloane, to determine why this facility is closed to the public and inquire about the amount spent on security and maintenance,' said Chabalala, adding that residents were frustrated because they must commute to nearby townships to access libraries while their own is gathering dust.

MK Party deputy president John Hlophe has vowed to appeal the Western Cape High Court judgment that his appointment by the National Assembly as a member of the Judicial Service Commission (JSC) was unconstitutional and invalid. At a media briefing in Durban on Tuesday, Hlophe said he was not going to allow courts to bulldoze him. 'I have spoken to my lawyer, and we are definitely going to appeal that decision,' he said. The court held that Hlophe's appointment to serve as a member of JSC was irrational. Last month, the Constitutional Court dismissed the application by the MK Party and Hlophe to challenge the interim interdict preventing Hlophe from serving on the JSC. Hlophe was interdicted from JSC processes last year after separate court applications were brought by the DA, Corruption Watch and Freedom Under Law. He was impeached for trying to influence Constitutional Court Justices Chris Jafta and Bess Nkabinde to rule in favour of former president Jacob Zuma in the arms deal case in 2008. The court on Monday said that while it did not dispute arguments made by the MK Party that Hlophe was highly qualified; his removal from the bench on charges of gross misconduct was the issue. The court said his designation as a member of the JSC threatened the independence of the judiciary. 'Dr Hlophe's academic ability does not cure this. Through the impeachment of Dr Hlophe, the National Assembly has effectively already determined that his continued involvement in judicial affairs would diminish public trust,' read the judgment. Cosatu says debate on B-BBEE is needed for beneciaries' benefit

Cosatu calls for reform of B-BBEE to ensure real empowerment for workers and disadvantaged communities, not just political elites and business insiders. The debate about the broad-based black economic empowerment (B-BBEE) is needed on how to ensure it benefits the beneficiaries. This is according to union federation Cosatu spokesperson Matthew Parks, who was reacting to the ongoing debate on whether the B-BBEE policy is aimed at being biased against whites. Inequality persists 'While we support the B-BBEE Act, we believe a debate is needed on how to make sure it reaches its intended beneficiaries, in particular historically disadvantaged individuals and communities,' he said. 'We support the objectives of B-BBEE. These are necessary given three and a half centuries of systematic discrimination and disempowerment under colonial and apartheid rule. South Africa is 31 years into democracy but remains the world's most unequal society.' Parks said the policy was a necessity to help historically disadvantaged persons and communities to enter the economy, not only as wage earners but also as owners of businesses. He said Cosatu cannot remain satisfied with progress when the colour of one's skin still largely determines one's economic status. 'This is a ticking time bomb that we must address. It's not racism against whites and, in fact, white women and white South Africans with disabilities are included. White South Africans and investors are not excluded,' he said. 'All the policy seeks to do is to boost the economic empowerment of those still disadvantaged. It has helped to begin the journey of building a nonracial society. While some progress has been made in building a black middle class and black industrialists, it is not enough given the inequalities still so prevalent.' Parks said more must be done to ensure 'it benefits workers and not just the elite and worker ownership and employee shareholder ownership programmes should be ramped up'. He added more must be done to ensure investors honour their B-BBEE shareholders and equity equivalents. Equity equivalents offer alternative for foreign investors When asked if Cosatu supports the equity equivalents, Parks agreed and said that has been one of two options under the B-BBEE Act for many years. He said they provide a useful option for international investors who are not able to do the B-BBEE shareholders' option. 'These have benefited many local businesses, workers and communities. They have been successful in many sectors, including clothing and motor manufacturing. Many companies have utilised this option before.' Malatsi's draft policy Communications and Digital Technologies Minister Solly Malatsi was recently criticised for unveiling a draft policy direction in the Government Gazette 'proposing an alternative to the B-BBEE ownership requirements for the ICT [Information and Communication Technology] sector'. 'The new model would allow companies to meet empowerment obligations through equity equivalent programmes rather than direct ownership transfers,' one critic said. The proposed amendment to the Act could facilitate the entry of investors such as Elon Musk's Starlink into South Africa's telecommunications market and contribute to the empowerment of the previously disadvantaged people without having done a direct transfer of ownership. Malatsi's critics said he was trying to pave a way for Starlink to do business in SA. Musk has previously criticised the B-BBEE policy, saying it was racist.
