Ladakh Reservation Act amended: Reservation cap set at 85%, EWS excluded
The Ministry of Law and Justice has issued a new ordinance amending the Jammu and Kashmir Reservation Act, 2004, to apply specifically to the Union Territory of Ladakh. The ordinance, titled the 'Union Territory of Ladakh Reservation (Amendment) Regulation, 2025', was published in the official Gazette notification.
According to the amendment, 'The total percentage of reservation shall in no case exceed 85 per cent, excluding reservation for Economically Weaker Sections'. This provision, which applies to various sections of the Act, aims to cap the reservation limit while ensuring that the Economically Weaker Sections (EWS) quota is treated separately.
The new regulation clarifies, 'Provided that the total percentage of reservation shall in no case exceed 85 per cent, excluding reservation for Economically Weaker Sections.'
The changes specifically exclude the EWS quota from the 85 per cent cap, reflecting the Centre's attempt to maintain reservation balance while addressing the unique demographic and socio-economic needs of Ladakh. The amendments apply to Sections 3, 5, 6, and 9 of the Jammu and Kashmir Reservation Act, 2004.
Other amendments in the ordinance
Under Section 5 of the Act, a new sub-section has been added, stating: 'Nothing contained in this Section shall apply to Economically Weaker Sections and filling up of vacancies for such Sections shall be in such manner as may be prescribed.'
Similar provisions have been inserted in Sections 3, 6, and 9, each reiterating the 85 per cent cap (excluding EWS).
The regulation empowers the Central Government to notify the date from which these amendments will come into force. The ordinance was promulgated by the President, Droupadi Murmu, under Article 240 of the Constitution, in conjunction with the relevant sections of the Jammu and Kashmir Reorganisation Act, 2019.
What is the J&K Reservation Act, 2004?
The Jammu and Kashmir Reservation Act, 2004 is aimed at ensuring social justice through reservation in public employment and admissions to professional institutions for marginalised communities in the region. Enacted by the Jammu and Kashmir State Legislature and receiving the Governor's assent in 2004, the Act has played a significant role in shaping affirmative action policies in the erstwhile state and, subsequently, the Union Territories of Jammu & Kashmir and Ladakh.
The Act was designed to provide reservation benefits in:
* Appointments to government jobs (direct recruitment and promotions)
* Admissions to professional educational institutions
The beneficiaries include Scheduled Castes (SC), Scheduled Tribes (ST), Other Socially and Educationally Backward Classes (OBC/SEBC), and residents of areas adjoining the actual line of control (LoC) and, after amendments, the International Border.
What are the key provisions of the Act?
The Act mandates a fixed percentage of vacancies in government services to be reserved for the above-mentioned categories. It also includes provisions for carrying forward unfilled reserved vacancies to subsequent years. The Act extends reservation benefits to promotions within government services for eligible categories.
Seats in professional colleges and institutions are reserved for the same communities, ensuring equitable access to higher education. Reserved category candidates are allowed to compete for open merit seats as well, ensuring they are not restricted solely to reserved quotas.
The Act details the process for issuing, verifying, and appealing reservation certificates, with penalties for contravention.
Amendments and changes post-2019
Following the abrogation of Article 370 and the reorganisation of Jammu and Kashmir in 2019, the Act was amended to extend its applicability to the Union Territories of Jammu & Kashmir and Ladakh, with modifications to include residents along the International Border as beneficiaries. The percentage of reservation is proportional to the population of the respective categories, and amendments have continued to refine the list of eligible backward classes and the procedures for their identification.

Odisha government invites applications for V-C posts in 13 state universities
BHUBANESWAR: The Higher Education department on Wednesday set in motion the process to appoint vice-chancellors (V-Cs) to 13 public universities of the state. This effectively means, after a gap of three years, new vice-chancellors will be appointed to the state universities. With the Odisha University (Amendment) Act, 2024 coming into force, the department has invited applications from eligible academicians. The appointments are being sought for the V-C posts which are either vacant and being managed by in-charge V-Cs, or those which will be vacant in the next three to four months. The institutions include Utkal University,Ravenshaw University, Maharaja Sriram Chandra Bhanjadeo (MSCB) University, Gangadhar Meher University, Fakir Mohan University, Khallikote University, Shri Jagannath Sanskrit Vishvavidyalaya, Rama Devi Women's University, Rajendra University, Dharanidhar University, Vikram Dev University, Madhusudan Law University, and Maa Manikeswari University. Appointment of V-Cs in public universities was stalled in May 2022 following a stay on the Odisha University (Amendment) Act, 2020 by the Supreme Court since the law formulated by the previous BJD government violated the University Grants Commission's guidelines on V-C appointment. Under the previous law, V-Cs were appointed for a period of four years or till they attained the age of 70. With the legislation stayed, when V-Cs retired, the government either extended their tenure, or allowed the posts to be managed by seniormost professor of the university or V-Cs of neighbouring universities.

According to a report by NDTV, the incident came to light when the minor, who had been staying with her father following her parents' separation, revealed the abuse she suffered during her visits to her mother's residence. Acting on the child's disclosure, police carried out a medical examination that reportedly confirmed the allegations. The mother and her live-in partner were taken into custody shortly after the initial findings. Authorities have filed charges under the Protection of Children from Sexual Offences (POCSO) Act, along with other relevant sections of the Indian Penal Code. Senior officers overseeing the case stated that the investigation points to deliberate negligence and active complicity on the part of the mother. The girl alleged that her mother not only failed to shield her but knowingly allowed her partner and others to exploit her sexually. The BJP's local unit has clarified that the accused woman no longer holds any position within the party. District president Ashutosh Sharma informed NDTV that she was relieved of her duties in August last year and has had no official affiliation with the BJP since then. Projects worth Rs 35,000 crore underway under NHAI: Delhi CM
New Delhi [India], June 5 (ANI): Delhi Chief Minister Rekha Gupta on Wednesday said that major projects worth Rs 35,000 crore under NHAI are currently being built in the national capital, while earlier projects worth Rs 64,000 crore have been completed. More projects worth Rs 24,000 crore are also set to begin soon. The meeting was held at the Ministry of Road Transport and Highways, Delhi. Gupta thanked the Central Government and Union Minister Nitin Gadkari for approving and completing several major road and infrastructure projects in the city. During the press conference, Rekha Gupta said, 'I want to thank the Central Government and Union Minister Nitin Gadkari for the massive support given to Delhi through several important road and infrastructure projects. Right now, a major project worth Rs 35,000 crore is being built in Delhi under the National Highways Authority of India (NHAI). Earlier, projects worth Rs 64,000 crore were successfully completed. In the near future, projects worth another Rs 24,000 crore, whose detailed project reports (DPRs) are ready, will also begin.' Gupta said that several major road projects are being planned to reduce traffic jams and pollution in the city. She announced that a 7-kilometre tunnel from Shiv Murti to Nelson Mandela Road, new highways linking Delhi to Katra, Amritsar and Dehradun, and an elevated road from INA to the airport are part of the plan. Roads like Rohtak Road, Nangloi, Ashram, and Badarpur will also be made signal-free soon. 'All these efforts aim to reduce traffic congestion and pollution in Delhi. To improve traffic flow, a 7-kilometre underground tunnel will be constructed from Shiv Murti to Nelson Mandela Road. There will also be an elevated road connecting INA to the airport, which will later extend to Faridabad and Gurgaon. A new highway from Delhi to Katra and Amritsar will be developed and linked to the Urban Extension Road (UER 2). Another major highway will run from Alipur to Tronica City and will connect Delhi to Dehradun. This means people travelling from Haryana to Dehradun or from Dehradun to Noida won't need to enter Delhi, easing traffic inside the city. A tunnel from Sarai Kale Khan to Indira Gandhi Airport is also being considered. Several other roads in Delhi, including Rohtak Road, Nangloi, Ashram, Badarpur, and MJ Road, have been taken over by NHAI and will be made signal-free. Their work will start soon,' Gupta said. 'NHAI will look into the drainage system, and from that drainage systems will also be improved along these roads, solving long-standing issues of waterlogging caused by multiple agencies. PWD will also look into it. Additionally, Rs 150 crore has been approved for Road Over Bridges (ROBs) and Road Under Bridges (RUBs),' Gupta said. She said that ongoing and upcoming projects worth over Rs 1.25 lakh crore will help reduce traffic jams, lower pollution, and improve travel in and around Delhi. 'Overall, I thank the Central Government for the projects worth Rs 1.25 lakh crore that are helping transform Delhi into a modern, clean, and green city. With continued support, Delhi will become a world-class capital,' Gupta said. In the meeting, Union Minister Nitin Gadkari and Delhi Lt Governor Vinai Kumar Saxena were also present in the meeting.
