THE provincial government says the future of the Oude Molen property remains in its control despite Heritage Western Cape's (HWC) decision to reject the Department of Infrastructure's proposed plans for the area.
HWC recently found that the Heritage Impact Assessment (HIA) did not fully meet the requirements outlined in Section 38(3) of the National Heritage Resources Act (Act 25 of 1999).
The Department of Infrastructure's plans for the site included a mixed use and mixed income housing development.
The Oude Molen Precinct forms part of the broader Two Rivers landscape, an area of significant tangible and intangible heritage value to the people of the Western Cape, HWC said.
Interested parties last year expressed concern over what they said could be another 'tick box exercise' as the public were given a chance to comment on proposed development plans for the Oude Molen Precinct (OMP). Currently, Oude Molen houses several organisations, small businesses, two schools, the Goringhaicona Kraal and stables, among others, in green natural surroundings.
Following the move by the heritage protection body, the community lauded the decision amid ongoing tensions about the land's future.
'HWC turned down the HIA and this is an important step towards greater transparency, participation and meaningful consultation regarding this controversial project. This decision is a significantly positive outcome welcomed by the community of Oude Molen Eco Village and to all interested and affected parties that have lodged their objections and comments so far in this ongoing process. The Oude Molen Eco Village community joins hands with its allied organisations, groups, individuals and traditional bodies in applauding this decision.
'As a diverse community of interested and affected parties, we are respectful of HWC's role as a statutory heritage body that holds a responsibility and mandate to protect the intangible and tangible heritage resources within the Two Rivers Urban Park and in such resources on the Western Cape.
"HWC has asserted its commitment to preserving a precinct that has been nationally recognised as a historical epicentre of liberation and resistance that holds cultural, environmental and ecological significance to South Africa and beyond. Western Cape Heritage committee members personally visited the Oude Molen Eco Village and commented about their positive experience of the natural peaceful environment,' Oude Molen Eco Village exco members said in a statement.

The HWC said its decision was not final.
'The development team has been requested to undertake further refinements to the assessment. HWC remains committed to a thorough and transparent review process that respects and protects this heritage. A final decision will be made once a revised HIA that meets HWC's requirements is submitted and reviewed,' said HWC chief executive, Michael Janse van Rensburg.
The provincial infrastructure department meanwhile maintained they would forge ahead with their plans, as the custodians of the land.
'The Department of Infrastructure intends to respond to HWC to clarify certain matters that arose during the discussion at the HWC; and to prepare an addendum to the HIA to address the technical issues highlighted by the HWC,' said department spokesperson, Melt Botes.
He said the Department of Infrastructure remains the custodian of this property and landlord to the tenants.
'Any future plans for this property have always been premised on the DoI and the Western Cape Government's commitment to ensure that the property reaches its highest and best potential in serving the wider communities of the Western Cape, while facilitating an integrated development that provides a residentially led mixed use development inclusive of affordable housing (including social housing) with access to job opportunities, education and natural and heritage resources to all; not just a select few,' he added.

Matalan urgently recalls children's swimwear due to fear of 'strangulation'
Summer's on the horizon and families will be gearing up to possibly go off on holiday. For those with little ones, there has been an urgent warning regarding swimwear bought from Matalan. The high street retailer has said that it is "immediately recalling" three items from its boys' swimwear range, with fears that the items could cause a risk of "strangulation" and "entrapment." The products, which were on sale from January 12, 2025 to March 17, 2025, are as follows: Shark Rash Vest with Blue Shorts Set - B369646/647 Seersucker Swim Shorts - B369742/743 Boys Tie Dye Swim Shorts - B369750/751 A notice posted by the Office for Product Safety and Standards (OPSS) read: "The products present a risk of entrapment and strangulation due to the length of the functional draw cords. "The products do not meet the requirements of the General Product Safety Regulations 2005." Matalan said in its recall notice that the products do not meet their "usual high standards for quality and safety", and that customer safety is its "highest priority." As a result, customers are being urged not to use the products, but to instead return them at their earliest convenience to their nearest Matalan store. The firm has said that its staff members will be happy to provide a refund, even when a receipt is not provided during the return. Join the Daily Record WhatsApp community! "We wish to thank you for your co-operation and we once again apologise for any inconvenience this may cause you. We look forward to welcoming you back to Matalan soon." It comes after multiple Tower Air Fryers were recalled last month after it was discovered that they posed a fire risk to users due to a "manufacturing defect." Four models of the kitchen gadget that were manufactured between January 2022 and April 2023 were affected, with the full details available to check out here. It's not just products and clothing that has been recalled recently, as a few food alerts have also been issued. Just last week, Iceland's Daily Bakery 4 Sub Rolls were pulled from shelves due to an undeclared ingredient. The popular bakery rolls, which featured the best before date of June 2, 2025, were found to contain barley, which could possibly cause a health risk for anyone with an allergy or intolerance to gluten.

US President Donald Trump held a long and 'very good' phone call yesterday with his Chinese counterpart Xi Jinping, according to a Truth Social post by the former. 'I just concluded a very good phone call with President Xi, of China, discussing some of the intricacies of our recently made, and agreed to, Trade Deal,' Trump wrote. President Trump held a long and 'very good' phone call yesterday with his Chinese counterpart Xi Jinping, the former announced on Truth Social. The 90-minute call “resulted in a very positive conclusion for both Countries,†he noted. The conversation focused “almost entirely on TRADEâ€. Teams from both sides would meet soon, at a yet-to-be-determined location, to work out further trade arrangements. 'The call lasted approximately one and a half hours, and resulted in a very positive conclusion for both Countries,' he noted. A Chinese state-run news agency confirmed that the conversation was initiated by Trump. Trump's social media post said the conversation focused 'almost entirely on TRADE' and clarified that issues such as Russia/Ukraine or Iran were not discussed. Both the countries had struck a 90-day agreement on May 12 to roll back certain tariffs imposed during the ongoing trade war. However, tension over critical minerals continued. Teams from both countries would meet soon, at a yet-to-be-determined location, to work out further trade arrangements, Trump's social media post announced. The US side will be represented by treasury secretary Scott Bessent, commerce secretary Howard Lutnick and US trade representative Jamieson Greer. 'President Xi graciously invited the First Lady and me to visit China, and I reciprocated,' Trump added. Fibre2Fashion News Desk (DS)
