Proposals to regulate artificial intelligence have been delayed by at least a year as UK ministers plan a bumper bill to regulate the technology and its use of copyrighted material. Peter Kyle, the technology secretary, intends to introduce a 'comprehensive' AI bill in the next parliamentary session to address concerns about issues including safety and copyright. This will not be ready before the next king's speech, and is likely to trigger concerns about delays to regulating the technology. The date for the next king's speech has not been set but several sources said it could take place in May 2026. Labour had originally planned to introduce a short, narrowly-drafted AI bill within months of entering office that would have been focused on large language models, such as ChatGPT. The legislation would have required companies to hand over their models for testing by the UK's AI Security Institute. It was intended to address concerns that AI models could become so advanced that they posed a risk to humanity. This bill was delayed, with ministers choosing to wait and align with Donald Trump's administration in the US because of concerns that any regulation might weaken the UK's attractiveness to AI companies. Ministers now want to include copyright rules for AI companies as part of the AI bill. 'We feel we can use that vehicle to find a solution on copyright,' a government source said. 'We've been having meetings with both creators and tech people and there are interesting ideas on moving forward. That work will begin in earnest once the data bill passes.' The government is already locked in a standoff with the House of Lords over copyright rules in a separate data bill. It would allow AI companies to train their models using copyrighted material unless the rights holder opts out. It has caused a fierce backlash from the creative sector, with artists including Elton John, Paul McCartney and Kate Bush throwing their weight behind a campaign to oppose the changes. This week, peers backed an amendment to the data bill that would require AI companies to disclose if they were using copyrighted material to train their models, in an attempt to enforce current copyright law. Ministers have refused to back down, however, even though Kyle has expressed regret about the way the government has gone about the changes. The government insists the data bill is not the right vehicle for the copyright issue and has promised to publish an economic impact assessment and series of technical reports on copyright and AI issues. Beeban Kidron, the film director and crossbench peer who has been campaigning on behalf of the creative sector, said on Friday that ministers 'have shafted the creative industries, and they have proved willing to decimate the UK's second-biggest industrial sector'. Kyle told the Commons last month that AI and copyright should be dealt with as part of a separate 'comprehensive' bill. Most of the UK public (88%) believe the government should have the power to stop the use of an AI product if it is deemed to pose a serious risk, according to a survey published by the Ada Lovelace Institute and the Alan Turing Institute in March. More than 75% said the government or regulators should oversee AI safety rather than private companies alone.

The TSA is developing a high-tech tool that could revolutionize airport security: pat-downs using virtual reality gear that let agents 'feel' for threats - without ever laying a finger on passengers. The concept, called the Wearable Sensor for Contactless Physical Assessment (WSCPA), is still in early development. If approved, it would allow officers to employ VR headsets, haptic gloves, and touchless sensors to simulate the feeling of touch - helping them identify hidden objects without intruding on a passenger's personal space. 'The innovation uses touchless sensors to register the object's contours and generate feedback to physically replicate the target object,' according to a Department of Homeland Security overview of the project. 'It enables physical sensation and assessment without direct contact.' Here's how it works: The WSCPA system scans the body using advanced imaging methods like millimeter wave, LiDAR, or backscatter X-ray. That information is turned into a 'contour map' of the object or body part being examined. This map is relayed to the glove, where haptic feedback - subtle vibrations or pressure - mimics the sensation of touching the mapped area in real time. 'A user fits the device over their hand. When the touchless sensors in the device are within range of the targeted object, the sensors in the pad detect the target object's contours to produce sensor data,' the DHS said. The result is a virtual pat-down that still allows for a physical assessment - but one that's private, contactless, and more dignified for passengers. DHS describes several key advantages to the system, including the ability to 'preserve privacy during body scanning and pat-down screening,' 'elevate user safety when assessing a potentially dangerous object,' and 'enhance situational awareness for visually impaired individuals.' Beyond transportation security, DHS suggests the device could eventually be adapted for medical exams, visual assistance tools, and immersive educational programs. The project is being led by TSA researcher William Hastings, and the DHS's Office of Industry Partnerships is currently seeking commercial partners to help advance the technology. It's being offered for licensing through the agency's Technology Transfer and Commercialization Branch (T2C). The technology is currently in the 'conceptual' phase, according to DHS, but it is protected under a U.S. Patent Application. Illustrations included in the patent show a user strapping the device to their hand and holding it near a body part or object to conduct a contactless assessment - a process that could one day replace the standard pat-down at TSA checkpoints. The device is still in the conceptual stage but is being offered for commercial licensing If fully realized, the WSCPA system could offer a more respectful and streamlined experience for passengers while maintaining the effectiveness of airport security protocols. Instead of being physically searched, travelers might one day be assessed by an officer using what amounts to virtual fingertips - all powered by sensors and simulation. While it may sound futuristic, the TSA is actively exploring ways to bring this technology to life, signaling a broader shift toward noninvasive, tech-driven screening methods. As DHS puts it, the WSCPA could provide 'realistic virtual reality immersion' while remaining 'handheld and portable for use in small spaces.'

As a result, Mazda is establishing a portfolio balancing internal combustion engine (ICE), hybrid, and all-electric models, adapting to market demand. Mazda's current SKYACTIV-Z initiative aims to create a gas-powered engine that can combust with leaner fuel mixtures, resulting in better fuel economy, lower emissions, heightened performance, greater reliability, and simplified maintenance. SKYACTIV-Z tech also converts heat normally escaping from an engine into power for improved thermal (engine) efficiency. Expert engineer Masahisa Yamakawa at Mazda said that heat insulation was the only unexplored area among the seven controlled factors that improve thermal efficiency. SKYACTIV-Z strives to offer high thermal efficiency at any RPM or speed range, achieving better fuel efficiency when an engine is running on its own while supplying greater synergistic benefits when combined with electric motors. While carbon negativity is often linked with all-electric vehicles, Mazda is working toward carbon negativity with gas-powered engines. More specifically, the automaker is exploring SKYACTIV-Z's potential to be used with carbon-neutral fuels and testing carbon capture tech using a substance called zeolite in the exhaust pipe to absorb CO2. Combined, these two strategies could facilitate carbon neutrality in an ICE vehicle. Mazda is also working toward fulfilling the potential of internal combustion engines to release air with less CO2 than they take in, thus cleaning the environment. Michiharu Kawano, another leading ICE developer at Mazda, said: 'As things stand, it's unlikely that all cars will be replaced by battery EVs. Which is why I believe we were right to persevere with the internal combustion engine. Whether generating electricity with an engine to turn the wheels or using a motor to complement the engine's power, hybrid systems require an internal combustion engine. Even with electrification, with the exception of battery EVs, we'll still be considering solutions based on internal combustion engines. With highly efficient internal combustion engines, we can make motors smaller, which should also help control electrification costs.' The seven control factors related to ideal combustion were thus identified as compression ratio, air-fuel ratio, combustion period, combustion timing, wall surface heat transfer, pumping loss, and mechanical loss.
