LiDAR technology helping provide ‘holistic picture of the roadway' in areas across Nashville
NASHVILLE, Tenn. (WKRN) — The Vision Zero Advisory Committee got an update about Nashville's ongoing collection and use of data from LiDAR technology.
On Tuesday, the Vision Zero Advisory Committee met for their regular meeting. Vision Zero is a Metro-wide initiative aiming for zero pedestrian deaths along Nashville's roadways. William Barbour, a senior research scientist and adjunct professor with Vanderbilt University, spoke before the committee to provide an update about how the LADDMS program could help achieve that goal.

The LADDMS program utilizes LiDAR and some video camera technology to analyze near-miss pedestrian crashes at intersections, including near the intersection of 24th Avenue North and Clarksville Pike in North Nashville. Barbour explained that the sensors return an anonymized view of all objects on the roadway, meaning that leaders can get a sense of cyclists, pedestrians, cars and buses in the roadway without recording personally identifying markers.
'This holistic picture of the roadway, we believe, is something extremely powerful because it addresses lots of different use cases,' Barbour said. 'Safety being a primary one.'
Barbour said that the technology recorded each instance when pedestrians did not use a designated crosswalk to cross the roadway. He added that he once sat at the same intersection for 12 hours and did not notice the phenomenon, so the technology was useful to identify otherwise-invisible patterns in pedestrian behavior. The data also let officials know to adjust infrastructure at the location to better meet the needs of pedestrians there.
In addition to learning more about near-miss pedestrian crashes in North Nashville, Barbour said that officials have used the technology to study the timing of traffic signals along Demonbreun Street. LiDAR has also been implemented on Shelby Avenue in East Nashville to look at the best design for bike lanes.

'We certainly have ambition to do more with this. There is a whole list of pedestrian safety countermeasures from FHWA [the Federal Highway Administration] that are on our list that we would like to study as these things are rolled out across Nashville,' Barbour said. 'It's a very ripe opportunity for before and after studies to find out what works best and in what situations.'
Barbour added that they want to put the mobile unit in the 12 South neighborhood to study pedestrian crashes there next.

Whitehorse considers dropping speed limits across town
The City of Whitehorse is considering lowering the speed limit on all residential streets across the city to 40km/h. The amendments to the city's traffic bylaw were proposed at the June 3 city council meeting. Currently, the entirety of the downtown core has a speed limit of 40km/h - save for certain spots, where the speed limit is 30km/h. Across town, speed limits range from 30 km/h to 70 km/h. The change to the traffic bylaw would limit drivers from driving faster than 40 km/h throughout residential neighbourhoods in the city: it would not affect speed limits on arterial collector roads, however, like Hamilton Boulevard or Two Mile Hill. Speed is an important factor in whether someone is likely to walk away from a car accident, according to the city staff report on the speed limit reduction. When speeds were reduced from 50 km/h to 20 km/h, the risk of serious injury to pedestrians dropped from 90 per cent to 10 per cent. That said, the city will not be dropping speed limits to 20 km/h. Rob Dickson, the city manager for engineering services, told council that there were a number of factors considered in setting the proposed speed limit at 40 km/h. For example, he said, city staff had to consider how enforceable would a given speed limit be, and how likely would drivers be to comply with it. The RCMP are the ones responsible for enforcing speed limits across town, said Dickson. Both the Official Community Plan and the Transportation Master Plan outline commitments to City of Whitehorse to address safety concerns for active transportation. The Transportation Master Plan outlines safety and security as one of its core goals, which includes working towards a Vision Zero strategy — eliminating traffic fatalities and serious injuries. Some councillors voiced support for the measure. Coun. Lenore Morris said it makes sense for the speed limit to be reduced in neighbourhoods. 'I was thrilled to see that my old street, Alsek Road in Riverdale, which is a bit of a collector street, it's a long, wide street — could be a speedway sometimes — that it's going to be dropped for 40 for most of it and 30 for one section,' she said. 'And I just think that will make it a lot safer.' Coun. Jenny Hamilton also said the measure was great. She said when speed limits were dropped downtown a couple of years ago, she felt skeptical about drivers obeying the speed limits. 'I myself was skeptical, nobody's going to slow down, but people have, and I have noticed that accidents have been reduced,' she said. 'I think it's going to be easier for enforcement as well, because it will be even all across the neighbourhoods.' The bylaw amendment will be considered for adoption at a future council meeting. Archaeologists Found an Ancient Roman Camp Outside the Empire's Known Limits
Here's what you'll learn when you read this story: A Roman army camp discovered in the Netherlands expands the knowledge of how far north the empire's boundary extended. Located north of the Rhine River, the camp was found in the Veluwe region of the Netherlands. Experts believe the site was a stopover camp for troops marching to new locations. A new discovery of a Roman army marching camp changes what we know about the frontier boundaries of the empire beyond the Rhine River. The camp was located within the forested Veluwe in the Netherlands, near Hoog Buurlo, about 15 miles north of the Rhine, long considered the empire's northernmost border in the area. 'What makes this find so remarkable is that the camp lies beyond the northern frontier of the Roman Empire,' Saskia Stevens, Utrecht University associate professor and researcher, said in a statement. As part of the Constructing the Limes project undertaking by Utrecht University staff and students at Saxion University of Applied Sciences, Amsterdam Center for Ancient Studies and Archaeology, and Radbound University Nijmegen, researchers aim to explore the functioning of Roman borders that ran through the Netherlands and western Germany. The newly discovered 22-acre camp features a ditch, a 10-foot-wide defensive rampart, and several entrances. The team believes it was a temporary marching camp, used to shelter troops for no more than a few days to weeks as they moved to new camps. They posit it was a stopover between Hoog Buurlo and Ermelo-Leuvenum, a day's march away. 'Only four such temporary Roman camps are known in the Netherlands,' Stevens said, though dozens have been found in Germany and hundreds in Britain. 'We are particularly interested in these kinds of camps because they provide valuable insights into Roman military presence and operations in frontier regions. They help us understand the routes taken by Roman troops and show how the Romans made extensive use of territories beyond the formal boundaries of their empire.' Finding the camp at Veluwe required LiDAR technology. Coupled with aerial photographs, researchers were able to see subtle variations in the landscape heights. That launched field work that included metal detectors and three different trench examinations at a site owned by the Dutch Forestry Commission, which has ensured it has remained largely preserved. Since the team didn't come away with a bounty of artifacts during the on-the-ground search, Stevens said it is difficult to precisely date the site, although the traces of remnants left suggest the camp is from the second century A.D. 'The feeling of bringing tangible evidence from the past to light was an unforgettable experience for all of us,' student Sabine Boschma wrote in a translated statement. 'With this find, we contribute to the further reconstruction of the Roman Limes and the way in which this history still plays a role in our contemporary landscape.'
