MSMEs are key to leading green mission: Manjhi
Hyderabad: Union Minister for Micro, Small and Medium Enterprises (MSMEs), Jitan Ram Manjhi said that in the present era of global warming, only MSMEs are using traditional practices, which are not harmful to the environment. Hence, the MSMEs are playing a crucial role to protect the environment and lead the green environment mission.
The Union Minister was addressing after inauguration of the State Level Vendor Development Programme for SC, ST Entrepreneurs conducted at National Institute for MSME, Yousufguda by National SC-ST Hub.
He said that to protect the environment 33 per cent area of the earth should be green, which can produce better oxygen. However, in the present era, there are a large number of industries, which are emitting carbon dioxide.
The Minister stressed to design a new integrated education system, which can develop our new generation to become self-dependent. He appealed to rethink about situations and make MSMEs flourish for a better world. He appreciated the Vishwakarma scheme, which is providing skill development facilities as well as other assistance to the traditional artisans.

Centre simplifies GFR rules for procurement of scientific equipment, consumables
New Delhi: In a major step towards the ease of doing research, the General Finance Rules (GFR) have been simplified for procurement of scientific equipment and consumables, said Jitendra Singh, Union Minister of State (Independent Charge) for Science and Technology on Saturday. GFRs are the governing financial regulations for the government, outlining procedures for managing public finances. Applicable to Central government ministries, departments, for autonomous bodies with their own approved financial regulations, the GFRs cover aspects like budgeting, procurement, expenditure, and accounting. In a post on social media platform X, Singh noted that the move will enhance autonomy for young researchers. 'Here is a heartening news and a major breakthrough for young aspiring startups, innovators, and researchers: In a landmark step enabling ease of doing research, the GFR rules have been simplified for procurement of scientific equipment and consumables,' Singh said. 'This will reduce delays, also enhance autonomy and flexibility for research institutions -- empowering them to innovate faster,' he added. The MoS also lauded Prime Minister Narendra Modi 'for this transformative reform which will accelerate the technology-driven journey of Viksit Bharat'. An Office Memorandum, dated June 5, permitted Vice-Chancellors, directors of scientific organisations, and academic institutions 'to make non-Government e-Marketplace (GeM) procurement of scientific equipment and consumables'. The order is valid only for departments of Science and Technology; Biotechnology; Scientific and Industrial Research; Atomic Energy; Space; Earth Sciences; Defence Research and Development Organization; Indian Council of Agricultural Research (ICAR), including its affiliated institutions and Universities; Health Research (DHR), including Indian Council of Medical Research; educational and research institutes conducting post-graduate/ doctoral level courses or research, under any Ministry/ Department, the memorandum said. With the simplified rules, the limit of purchase of goods without quotation has been increased from the current Rs. 1,00,000 to Rs. 2,00,000. Similarly, the limit on the purchase of goods by the Purchase Committee has been increased to Rs. 2,00,000 and up to Rs. 25,00,000. For the Limited Tender Enquiry (LTE), the amended limit is up to Rs. 1 crore, while for Advertised Tender Enquiry, the new limit is above Rs. 1 crore, the memorandum said. The amendment is likely to provide greater flexibility to scientific Ministries to import and buy equipment necessary for research.

‘Virasat se vikas ki ore': Delhi Assembly marks 100 days with Visionary Report Card
New Delhi: In a grand ceremony held today, the Delhi Legislative Assembly unveiled its 'Report Card' marking the completion of the first 100 days of its 8th term. The report highlights key achievements, innovative initiatives, and a people-centric legislative approach aimed at inclusive growth. The event was graced by Union Minister of State for Road Transport, Highways and Corporate Affairs, Harsh Malhotra, who attended as the Chief Guest. Speaker of the Delhi Assembly, Vijender Gupta, presided over the ceremony, joined on stage by Social Welfare Minister Ravindra Indraj Singh, Deputy Speaker Mohan Singh Bisht, and Chief Whip Abhay Verma. In his address, Malhotra praised the Delhi Assembly's functioning and commended the report card as a 'reflection of noteworthy accomplishments.' He lauded the report's theme, 'Virasat se Vikas ki Ore' and fondly recalled his early days in public service under the mentorship of Speaker Vijender Gupta, whose discipline and dedication, he said, continue to inspire his parliamentary work. Among the key accomplishments of the past 100 days was the successful implementation of the National e-Vidhan Application (NeVA), which enabled the Assembly to transition to a completely paperless format—an important step toward digital governance. In support of environmental sustainability, the Assembly also laid the foundation for a 500-kilowatt solar power plant, reinforcing its move toward green energy practices. Additionally, the traditional Assembly library was transformed into a Digital Knowledge Center, providing better access to legislative resources. A comprehensive plan has also been initiated for the conservation of the Assembly's architectural and historical heritage, ensuring that its legacy is preserved for future generations. The report card also outlined several initiatives designed to promote engagement and excellence within and beyond the legislative environment. These included the introduction of the "Best Legislator Award" to recognize outstanding performance among MLAs, as well as orientation programs for newly elected legislators to help them understand procedural and policy matters.

Govt launches portal for Waqf properties
The Union government on Friday launched the Unified Waqf Management, Empowerment, Efficiency, and Development (UMEED) portal, a centralised platform aimed at creating a digital inventory all Waqf properties, with minority affairs minister Kiren Rijiju calling it a 'historic' move that would ensure Waqf assets are utilised effectively and fairly for poor Muslims. 'The UMEED portal will add a new chapter in the history of Waqf property management and administration in India. It will not only bring transparency but will also help the common Muslims, particularly women and children,' Rijiju said after launching the portal. He was accompanied by minister of state for minority affairs George Kurian. Calling it a historic step, Rijiju emphasised that the UMEED central portal — developed by the ministry of minority affairs — is more than just a technological upgrade. 'It is a symbol of the government's firm commitment to safeguarding the rights of minority communities and ensuring that community-owned Waqf assets are utilised effectively and fairly, for the poor Muslims, for whom, it was originally meant,' the Union minister said. The central portal, named after the eponymous UMEED Act of 1995, is intended to streamline the management of Waqf properties, ensure real-time data collection, and provide open access to verified information. It also aims to improve greater transparency, accountability, and public participation, officials familiar with the matter said, adding that all Waqf properties across the country are required to be registered on the portal within six months from the date of launch. Rijiju said that all state waqf board representatives, who participated in the portal launch virtually, have been informed to keep the six-month deadline in mind, while pointing out that not adhering to the same would cause additional delays and 'trouble' for the ministry. Registrations will be carried out by the respective state Waqf boards. Properties that remain unregistered beyond the deadline, and extension, if any, will be classified as disputed and referred to the Waqf tribunal, officials said. Ministry of minority affairs secretary Chandra Shekhar Kumar said the UMEED portal will mandate submission of official documents for registering a Waqf property, aiming to prevent the inclusion of 'illegal or encroached' land. For properties lacking such documentation, he added, the mutawalli will be required to approach the waqf tribunal for verification. Notably, the portal also includes a field that asks whether the waqf property is located on government land. 'Since land is a state subject, it will ultimately be up to the state government to confirm or deny whether the land in question is indeed waqf,' Kumar told HT. The portal launch comes in the backdrop of the enactment of the Waqf (Amendment) Act, 2025, on April 5 this year. Several petitions challenging the constitutional validity of the Waqf Act are pending before the Supreme Court. The development comes a day after the All India Muslim Personal Law Board (AIMPLB) opposed the launch of the portal in view of the petitions against the Waqf law being pending before the apex court. Rijiju, however, said, 'I hope the court recognises that this is a landmark law, and it has now been enacted. The opposition must accept this fact and cooperate with the government to ensure smooth implementation. As for the Waqf rules, it is a natural process—we are actively working on it.' According to the guidelines, properties must be registered with detailed descriptions including dimensions, ownership documents, and geotagged locations. Properties recorded under the names of women will not be eligible to be declared as Waqf. Ministry secretary Kumar said that women, children, and economically weaker sections will be among the primary beneficiaries of Waqf assets. The portal generates a 17-digit unique identification number for each property. It features dropdown-based structured data input, integration with GIS mapping and e-Governance tools, and an online grievance redressal mechanism. Public users will have access to basic property information. A three-tier user verification process has been instituted. The 'Maker' is a mutawalli or an authorised person of the Waqf Board who will initiate data entry. The 'Checker' is a district-level officer or a designated official to verify the data. The 'Approver' is the CEO or another officer authorised by the State or UT Waqf Board who will grant final approval. All data on the portal will be governed by existing data protection and privacy regulations. A toll-free helpline has been made available for technical assistance and support.
