Oxford Business Group's latest Global Platform video explores Oman's strategy for economic growth and sustainable tourism
Muscat, April 2025: Oman is advancing its long-term vision for economic diversification, with travel and sustainability at its core. A new Global Platform video by Oxford Business Group features an exclusive interview with Salim AlMahruqi, Oman's Minister of Heritage and Tourism, and Azzan Albusaidi, Oman's Undersecretary of Tourism, highlighting the country's ongoing efforts to position itself as a leading investment and travel destination.
Under Oman Vision 2040, tourism has been identified as a key pillar for economic growth, with a target of attracting 12m visitors by 2040. Strategic initiatives are being implemented to modernise the sector and enhance its global competitiveness, including the development of integrated tourism complexes (ITCs), luxury hospitality projects, and niche tourism experiences such as adventure and astral tourism. As part of these efforts, Oman is expanding its connectivity, with 500 shuttle flights set to operate between October and April, and the upcoming launch of a regional marketing office in Singapore to strengthen engagement with Asia-Pacific markets, including Australia and New Zealand.
Sustainability remains a central priority for Oman's tourism agenda, aligning with the UN Sustainable Development Goals and the country's national net-zero target for 2050. In line with this, Oman is developing the Yiti sustainable city, which will be the country's first carbon-neutral tourism development. Additionally, all tourism initiatives are required to incorporate sustainability principles, ensuring responsible sector growth.
Salim AlMahruqi emphasised the government's commitment to fostering investment and innovation in tourism.
'Oman offers a compelling combination of stability, rich cultural heritage, and breathtaking landscapes, making it an attractive destination for investors and visitors alike. Our focus on sustainability ensures that growth is achieved in a responsible and forward-looking manner,' he stated.
Azzan Albusaidi highlighted the importance of Oman's tourism strategy in driving economic expansion.
'The development of our tourism sector under Vision 2040 is not just about increasing visitor numbers; it is about creating high-value experiences that respect our cultural and environmental heritage. We are committed to fostering a sustainable industry that benefits both local communities and international investors,' he said.
Dana Agarbicean, OBG's Country Director in Oman, underscored the broader significance of Oman's tourism strategy. 'Oman Vision 2040 presents a clear roadmap for sustainable economic diversification, with tourism as a cornerstone of this transformation. The strategic initiatives being implemented will not only enhance Oman's appeal as a global tourism destination but also support long-term economic resilience,' she said.

The International Air Transport Association (IATA) released data for April 2025 global air cargo markets showing: Total demand, measured in cargo tonne-kilometers (CTK), rose by 5.8% compared to April 2024 levels (+6.5% for international operations). Capacity, measured in available cargo tonne-kilometers (ACTK), increased by 6.3% compared to April 2024 (+6.9% for international operations). 'Air cargo demand grew strongly in April, with volumes up 5.8% year-on-year, building on March's solid performance. Seasonal demand for fashion and consumer goods—front-loading ahead of US tariff changes—and lower jet fuel prices have combined to boost air cargo. With available capacity at record levels and yields improving, the outlook for air cargo is encouraging. While April brought good news, stresses in world trade are no secret. Shifts in trade policy, particularly in the US, are already reshaping demand and export dynamics. Airlines will need to remain flexible as the situation develops over the coming months,' said Willie Walsh, IATA's Director General. Several factors in the operating environment should be noted: Year-on-year, world industrial production rose 3.2% in March. Air cargo growth outpaced global goods trade, which increased by 6.5% over the previous month. Jet fuel prices dropped 21.2% year-on-year and 4.1% month-on-month, the third consecutive monthly decrease. The global manufacturing PMI rose to 50.5 in April, signaling expansion for the fourth consecutive month. However, the PMI for new export orders fell 2.8 points to 47.2, remaining below the 50 threshold for growth. April Regional Performance: Asia-Pacific airlines saw 10.0% year-on-year demand growth for air cargo in April. Capacity increased by 9.4% year-on-year. North American carriers saw 4.2% year-on-year demand growth for air cargo in April. Capacity increased by 4.6% year-on-year. European carriers saw 2.9% year-on-year demand growth for air cargo in April. Capacity increased 3.3% year-on-year. Middle Eastern carriers saw 2.3% year-on-year increase in demand for air cargo in April, the slowest among the regions. Capacity increased by 5.5% year-on-year. Latin American carriers saw a 10.1% year-on-year increase in demand growth for air cargo in April, the strongest growth among the regions. Capacity increased 8.5% year-on-year. African airlines saw a 4.7% year-on-year increase in demand for air cargo in April. Capacity increased by 9.7% year-on-year. ZEINOX, OQ Group to launch $2.6m plastics factory in Oman
A strategic cooperation agreement has been signed between Egypt's Arab Metals Company ZEINOX and Oman's OQ Group to establish a plastic manufacturing facility in the Sultanate of Oman, with a total investment of $2.6m. The project will be implemented under Oman's LADAYN industrial programme and is aimed at strengthening local production capacity and boosting regional exports. The signing ceremony was attended by Abdullah bin Nasser Al-Rahbi, Oman's Ambassador to Egypt, who described the agreement as a reflection of the deepening economic ties between the two countries and a tangible outcome of diplomatic and business collaboration. The upcoming factory will produce a broad range of plastic products for the Omani market and neighboring Arab countries, contributing to regional industrial integration and supporting Oman's diversification efforts under Vision 2040. Maged El-Zeiny, Chairperson of ZEINOX, said the initiative aligns with the company's strategy to deepen regional partnerships and support Oman's ambitions to localize manufacturing. 'This investment creates promising opportunities and reinforces industrial cooperation between Arab states,' he added. Ambassador Al-Rahbi praised the growing interest from Egyptian investors in Oman and emphasized the importance of such ventures in enhancing trade volume and mutual economic growth. 'This investment reflects Oman's strong industrial position in the plastics sector and the increasing appeal of its investment environment,' he noted. Mundher Al Rawahi, Head of the LADAYN programme, said the initiative—led by OQ Group in coordination with entities such as MADAYN—has already secured 18 investment agreements totaling $160m. The programme is focused on attracting strategic industrial projects that support Oman's broader economic transformation goals. Wael Abbas, Vice Chairman of ZEINOX, highlighted the partnership as a key step in the company's efforts to diversify its investment portfolio and expand its regional and global footprint. Investcorp to Invest in Port of Duqm expansion - Middle East Business News and Information
$550 million to be invested through an investment consortium Manama, Bahrain — May, 2025 – Investcorp, a leading global alternative investment firm, today announces that its infrastructure platform has signed a cooperation agreement to invest in a $550 million infrastructure project in Port of Duqm in Oman. Investcorp Aberdeen Infrastructure Partners ('AIIP') – a joint venture with Aberdeen plc, will be the shareholder in the Project, alongside the Port of Duqm Company, the DEME Group and Port of Antwerp Bruges (jointly formed a consortium named 'CAP INFRA'). This investment is closely aligned with AIIP's mandate to invest in long-term concessions across the GCC countries and the broader MENA region, and its strategy to develop long-term partnerships with key industry players, such as the Port of Duqm Company and CAP INFRA. As part of the marine infrastructure works, dredging and construction of a new quay wall are envisaged which will service a new low-carbon industrial plant within the Special Economic Zone at Duqm. The plant aims to produce low CO2 iron metallics products and, ultimately, hydrogen powered steel, or 'green steel'. The port expansion and ultimate creation of a green steel plant aligns with Oman's Vision 2040 and the country's commitment to sustainable infrastructure development. The opportunity to invest in the project was a competitive process, with AIIP securing the mandate over four other parties.
