Tesla CEO Elon Musk has sold a compelling robotaxi vision. Execution is next.
Whatever one feels about Tesla's controversial CEO, Elon Musk, one thing is clear: the EV company and its leader know how to sell a robotaxi vision.
As a testament: Tesla doesn't have a single robotaxi on the road providing paid rides, years after Musk has promised multiple times that it's just around the corner. The closest glimpse of an unmanned Tesla on public roads only came on June 10 with a short clip on X that showed a black Model Y appearing to drive itself on Austin's road with another Tesla trailing behind.
Meanwhile, Alphabet's Waymo is demonstrating its autonomous taxi in multiple cities and that humans are willing to pay for it. In May, the company announced that it crossed the milestone of 10 million paid rides.
Yet, Tesla is never left out of the robotaxi conversation. Some analysts have been pricing the mere idea of a robotaxi service into Tesla's stock.
Seth Goldstein, a Morningstar analyst, told Business Insider he could even see Musk's company pulling ahead.
"Tesla's vehicles will be cheaper than Waymo. The camera-only approach means that, in theory, a Tesla Full-Self Driving system can operate on any road even if a Tesla has never driven there before," he said. "Versus, if you look at the way Waymo's system works, they have to spend at least a year in a new location, geo-fencing the entire area."
The Tesla thesis is compelling.
What Tesla and its CEO promise is a robotaxi that has a lighter sensor stack — that is, only cameras — that will help the company's ability to scale a robotaxi service at lower costs. In addition, Tesla says it has the manufacturing capability to rapidly produce a two-door, purpose-built robotaxi called the Cybercab. And yet another proposition is that Tesla owners also will be able to turn their cars into autonomous chauffeurs.
Combined with an AI-powered driver system that has been trained on "billions of miles of anonymous real-world driving data," according to Tesla, Musk's company is proposing what he says will be a cheaper and more intelligent robotaxi service that can scale faster than its competitors, like Waymo, at a fraction of the cost.
"I predict there will be millions of Teslas operating fully autonomously in the second half of next year," Musk said during Tesla's first-quarter earnings call in April.
Tesla's success, however, rests on a lot of assumptions.
Alex Roy, general partner at New Industry VC and former director at Argo AI, a self-driving startup, is bullish on Tesla's robotaxi vision — but he lists several hurdles the company has to jump over.
For one, Tesla has yet to show evidence of a significant operations arm — the boring but crucial side of the ride-sharing business that includes maintenance of the vehicles.
"If you don't have a significant operations arm to maintain, store, and repair the vehicles and that is very close or inside the deployment geofence, you can't be in the robotaxi business," Roy said.
In this area, he said Waymo's being first is crucial and makes the company a leader in the robotaxi game.
The other half of Tesla's thesis — that is, Tesla's proposal to turn any one of the millions of privately-owned cars into a robotaxi — is still at a wait-and-see moment, Roy said.
The VC believes that Tesla's AI driver will only be as good as what Tesla's suite of cameras allows the AI driver to see, regardless of the vast amount of real-world data the EV company touts. Roy is thinking about conditions where visibility will be an issue, such as foggy weather.
Waymo previously demonstrated at Google I/O how its lidar and imaging radar system are able to detect humans in the middle of a sandstorm or a pedestrian whose view is blocked by a bus, therefore undetectable by cameras.
Roy said that he "absolutely" believes Tesla can deploy with cameras only, but with limitations.
"It cannot drive faster or better than the limitations of what it can see," he said. "Whereas, a Waymo has sensors with additional capabilities that a camera can't see."
Putting aside the limitations of cameras, Roy said Tesla will have to figure out two other components to deliver a robotaxi service powered by personally-owned vehicles: a good user experience and, again, an operations solution for managing the fleet of personally-owned Teslas.
The VC said Tesla can either support private owners with cleaning and maintenance through its own operations, or the owners themselves can do it. Turo, the car rental app, is an example of what the latter solution would look like, Roy said.
"It's like Airbnb — a lot of hosts are great. They're not all great," he said. "Furthermore, we also know from Turo that if vehicles have to come from further away, that could be inconvenient."
The robotaxi race is an expensive endeavor
Cruise, once a formidable player in the robotaxi space, burned through $10 billion before it was shut down by its parent company, General Motors, last year.
Waymo, a subsidiary of Alphabet, announced last year that it raised $5.6 billion from outside investors. In addition, Alphabet CEO Sundar Pichai said last July that the company would commit $5 billion in a multi-year investment toward its robotaxi ambitions.
The consensus among analysts is that robotaxis will be a few-winners-take-most outcome, with data and capital being key to survival in a brutal business.
Companies with access to "data and capital (to fund compute) remain well positioned to drive the next leg of AV deployments," Brian Nowak, a Morgan Stanley analyst, wrote in a note on Wednesday.
Roy and some AV players argue that the type of data self-driving companies have access to may be more important than the quantity of data they have.
Amnon Shashua, CEO of Mobileye, said at a Los Angeles conference in April that the amount of real-world data available has been "exhausted," which is why simulated data has been helpful for exploring rare driving cases.
"People have said, 'Oh data is the new oil.' Well, actually no, data is the new unrefined materials that goes into manufacturing oil," Roy said. "There are many types of data, and data varies in quality. There's a lot more to it. It's just not that simple."
For Roy, the conversation around data or the "lidar versus camera narrative" is largely an "obfuscation of the real issues."
"The only thing that matters is will people pay for this," he said, adding that customers don't want a robotaxi that pauses or hesitates or has "suboptimal remote operations and suboptimal customer service."
Goldstein, the Morningstar analyst who is bullish on Tesla's success, told BI that he believes safety is the one factor holding back Musk's company from delivering a robotaxi service that will be available to the broader public. Tesla's robotaxi debut in June will be invite-only and limited to 10-20 robotaxis.
Musk himself said in an X post that Tesla is being "super paranoid about safety" and that the June 22 launch date can shift.
Morningstar published a study this year that compared average miles driven between disengagements — miles driven before a human or remote operator had to intervene — for Waymo and Tesla's Full Self-Driving v13 software. The study found that Tesla was still behind Waymo. Tesla was around 10,000 miles between disengagements, and Waymo was around 17,500 miles between disengagements.
Goldstein said that he believes Tesla will be able to operate robotaxis once it goes beyond the threshold of 10,000 miles between disengagements.
"For consumers, once a Tesla is safer than a human driver, I think that will be enough to drive consumer adoption," he said.

How big is the rocket? Starship is regarded as the world's largest and most powerful launch vehicle ever developed. At more than 400 total feet in height, Starship towers over SpaceX's famous Falcon 9 rocket – one of the world's most active – which stands at nearly 230 feet. The launch vehicle is composed of both a 232-foot Super Heavy rocket and the 171-foot upper stage spacecraft, or capsule where crew and cargo would ride. Super Heavy alone is powered by 33 of SpaceX's Raptor engines that give the initial burst of thrust at liftoff. The upper section, also called Starship or Ship for short, is the upper stage powered by six Raptor engines that will ultimately travel in orbit. SpaceX is developing Starship to be a fully reusable transportation system, meaning both the rocket and vehicle can return to the ground for additional missions. The explosion occurred around 11 p.m. local time Wednesday, June 18, while SpaceX was preparing for Starship's upcoming flight test, known as Flight 10, from Starbase – the company town in South Texas near the U.S.-Mexico border. The Starship spacecraft was standing alone on the test stand prior to being mounted on top of the booster when it blew up. The company attributed it to a "major anomaly,' and said all personnel were safe. Why did the Starship rocket explode? SpaceX test-fires the engines on the Starship before it is mated with Super Heavy. In this case, the Starship vehicle had already undergone a single-engine fire earlier in the week and SpaceX was preparing to test all six when the explosion occurred. The mishap, which SpaceX later referred to on its website as "a sudden energetic event," completely destroyed the spacecraft and ignited several fires that caused damage in the area surrounding the test stand. While SpaceX is investigating the mishap, Musk said in a post on X that preliminary data suggests that a pressurized tank failed at the top of the rocket. 'If further investigation confirms that this is what happened, it is the first time ever for this design,' Musk added. When does Elon Musk envision launching Starship to Mars? Musk has aggressively sought for his commercial spaceflight company to develop its Starship spacecraft to fulfill his ambitious dream of sending the first humans to Mars. In a video SpaceX shared Thursday, May 29, after the most recent Starship test flight, Musk told his employees that he still believes it's feasible to send the first uncrewed Starship to Mars by the end of 2026. Under his vision, human expeditions aboard the Starship could then follow in the years after What's next for Starship testing? But Starship still has a long way to go in its development before it's ready to take humans to the moon or Mars. It does not appear as if the Federal Aviation Administration will not conduct an investigation into the latest explosion since "the activity and anomaly were not associated with licensed activity," the agency said Friday, June 20, in an email to the USA TODAY Network. But in addition to simply being able to fly safely – in other words, without exploding – Starship also needs to be capable of refueling in orbit. The maneuver would be an especially difficult one that's never before been accomplished. SpaceX is planning to increase the number of Starship launches after receiving key regulatory approval to conduct 25 flight tests a year. Just four Starship test missions were conducted in 2024. Following the latest Starship launch in late-May, Musk had previously said the next 3 test flights would occur in quicker succession, with a Starship launch taking place every three to four weeks. How many times has Starship exploded? The previous three missions have fallen far short of previous Starship flight tests. For three tests between June and November 2024, Starship flew halfway around the world before reentering Earth's atmosphere and splashing down as planned in the Indian Ocean. In its most recent demonstration May 27, Starship spun out of control roughly halfway through its flight and disintegrated in a fireball before achieving some of its most important objectives. Still, the distance the vehicle traveled far surpassed the previous 2025 flights in January and March, when Starship exploded within minutes. In both January and March 2025, the vehicles used in the tests instead met their demise in dramatic explosions that sent cascades of fiery debris streaking across the sky in Caribbean countries and Florida – disrupting air traffic. In both cases, the upper stage, the vehicle where astronauts and cargo would ride, came apart mere minutes into its flight during the ascent. While both explosions occurred at about the same point in the flight, the causes were 'distinctly different,' SpaceX said in an update May 22. In the latest fiery mishap in March, it wasn't a fire in the attic, but rather a "flash" closer to the bottom section that caused "an energetic event" that led the vehicle to shut down, lose communication and trigger its own self destruction, SpaceX determined. Driverless disruption: Tech titans gird for robotaxi wars with new factory and territories
As three key players vie for dominance, the race to put driverless taxis on roads across the country is heating up. Waymo, owned by Google's parent company Alphabet, already offers paid autonomous rides in a handful of cities, including San Francisco and Los Angeles. Amazon's robotaxi effort, known as Zoox, opened a new production facility in the Bay Area this week. The company has been testing its unique pill-shaped vehicles in California and Nevada since 2023. Meanwhile, in Austin, Texas, Elon Musk just started testing driverless Teslas with the hopes of launching a commercial service soon. Musk unveiled a prototype for Tesla's Cybercab late last year, touting his vision for an autonomous future and "an age of abundance." The arrival of self-driving tech could eventually affect society as much as the internet and smartphones did years ago, some experts predict. With Waymo leading the way and Tesla and Zoox trying to catch up quickly, a new status quo could be on the horizon, said Karl Brauer, an analyst with "Tesla has tried to catch up, and Zoox is a more recent competitor that's hoping to be a serious player," he said. "Waymo has been slow and steady and, as a result, is winning the race." According to some industry insiders, the U.S. is about 15 years from seeing widespread use of robotaxis, Brauer said. While Waymo taxis have become a common sight in the cities where they operate, weather conditions and charging infrastructure still limit their expansion. On Wednesday, Waymo expanded its service area in Los Angeles County, where its vehicles now roam an area of more than 120 square miles. The company also increased its service area in San Francisco, expanding access to suburbs and Silicon Valley. Days after Waymo's announcement, Zoox opened a 220,000-square-foot facility in Hayward, Calif., that the company says will be able to produce 10,000 robotaxis per year. Zoox is preparing to launch its public ride-hailing service in Las Vegas and San Francisco this year. Unlike Waymo vehicles, which are retrofitted Jaguars, Zoox is developing a purpose-built taxi with no steering wheel or gas pedals. Zoox also has a manufacturing plant in Fremont, Calif., where the company develops its test fleets of retrofitted Toyota Highlanders. Tesla has a manufacturing facility in Fremont as well. Musk has promised for years to deliver autonomous vehicles and a robust ride-hailing service. Lawmakers in Austin requested this week that he delay the rollout of his service in the city. Tesla, Zoox and Waymo are the three remaining major U.S. companies in what was once a more crowded field, Brauer said. General Motors' autonomous taxi company Cruise suspended operations in 2023 after one of its vehicles struck and dragged a pedestrian in San Francisco. Last year, Uber and Cruise announced a partnership that could put Cruise vehicles back on the road. A company called Argo AI, backed by Ford and Volkswagen, was also developing driverless technology until it shut down in 2022. The continued expansion of robotaxis depends on safe and successful testing, Brauer said. There have been several incidents related to Tesla's Full Self-Drive mode, a technology currently available but still in development. Waymo has issued recalls of some of its vehicles on multiple occasions. "If there's a tragic result for any of these three companies during the testing and development process, it would likely slow down the entire industry," Brauer said.
