
Singapore's anti-scam law casts critical eye on ‘benevolent paternalism'
Singapore – Last year, Charlotte Goh received a call from someone claiming to be an officer with Singapore's Cyber Security Agency.
The caller told Goh that her number was linked to a scam targeting Malaysians and directed her to the 'Malaysian Interpol' to file a report.
As a sales professional who often lists her number in public spaces, Goh, who asked to use a pseudonym, found the story plausible.
Over two hours, Goh shared personal details such as her name and identification number, though she hesitated to disclose her exact bank details.
'I wasn't sure if it was a scam – it sounded so true – but I was also afraid it might be,' she told Al Jazeera.
When she was asked to photograph herself with her official identity card, Goh realised she was being scammed and hung up. Luckily, Goh, 58, was able to quickly change her passwords and transfer funds into her daughter's account before any money could be stolen.
Others in her circle of friends have not been so fortunate.
'Some friends lost thousands,' she said.
Singapore, one of the world's wealthiest and internet-savvy countries, has become a prime target for global scammers.
In the 2023 edition of the Global Anti-Scam Alliance's annual report, Singapore had the highest average loss per victim of all countries surveyed, at $4,031.
In the first half of 2024, reports of scams hit a record high of 26,587, with losses topping $284m.
To combat this, the government has turned to unprecedented measures.
Earlier this month, Singapore's parliament passed first-of-its-kind legislation granting authorities new powers to freeze the bank accounts of suspected scam victims.
Under the Protection from Scams Bill, designated officers can order banks to block an individual's transactions if they have reason to believe they intend to transfer funds, withdraw money, or use credit facilities to benefit a scammer.
Those affected still retain access to funds for daily living expenses.
Singaporean police say that convincing victims they are being scammed is a persistent challenge.
Despite numerous anti-scam initiatives, education efforts, and banks' introduction of features like kill switches, 86 percent of all reported scams in the city-state between January and September 2024 involved the willing transfer of funds.
Common tactics used by scammers include impersonating government officials and creating the illusion of a romantic relationship.
'This Bill allows the police to act decisively and close a gap in our arsenal against scammers,' Minister of State for Home Affairs and Social and Family Development Sun Xueling told parliament.
While the law has been hailed by its supporters as a critical tool to fight rampant scams, it has also stoked debate about the Singaporean government's famed tendency to intervene in private matters, a model of governance sometimes described as 'benevolent paternalism'.
Critics see the law as an extension of the paternalistic governance embodied by Singapore's founding leader, the late Lee Kuan Yew, who once declared that he was 'proud' for the city-state to be known as a nanny state and claimed its economic success was made possible by intervening in personal matters such as 'who your neighbour is, how you live, the noise you make, how you spit'.
In his speech to parliament before the bill's passage, Jamus Lim, an MP with the minor opposition Workers' Party, expressed concern about the intrusive nature of the law, suggesting individuals be allowed to opt out of its protections or designate trusted family members as administrators of accounts instead.
'One may be uncomfortable specifically with how the bill grants law enforcement an enormous amount of latitude to intervene and restrict what is ultimately a private transaction,' Lim said.
Bertha Henson, a former editor with the Straits Times newspaper, said the legislation was only the latest example of the government intervening in 'so many parts of our lives'.
'Can we be adults and not keep running to the State for protection?' Henson said in a Facebook post. 'Because we really should think a lot further and ask who is going to protect the individual from the State as well. Or whether we can always be assured that the right hands are on the helm.'
The discussion comes as the government is rolling out a range measures to enhance public security, including plans to double the number of police surveillance cameras to more than 200,000 by the mid-2030s and legal amendments granting police new powers to detain individuals with mental health conditions that are deemed to be a safety risk.
Other recent laws, such as the Protection from Online Falsehoods and Manipulation Act and Manipulation Act and the Foreign Interference (Countermeasures) Act, reflect efforts to address misinformation and external influence.
While cast as measures to protect national security and social stability, they also grant authorities broad discretionary powers.
Walter Theseira, an associate professor of economics at the Singapore University of Social Sciences (SUSS), said the government's anti-scam legislation reflects the steep economic and social costs of fraud in the city-state.
Theseira noted that many retirees opt to manage significant amounts of money outside Singapore's mandatory savings scheme used to fund retirement, healthcare and housing needs, putting them 'at risk of losing it all'.
'Unfortunately, the right to do what you want with your funds may have to be limited if your decisions end up making you dependent on society or encourage more criminal activity,' Theseira told Al Jazeera.
Eugene Tan, an associate professor at Singapore Management University's (SMU) School of Law, said the growing losses from scams had spurred a shift towards a 'preemptive approach' focused on preventing scams before they occur.
'If not more is done urgently and robustly, then we are not far from an unmitigated disaster,' Tan told Al Jazeera.
'The government is alive to the social cost and it will be remiss in its duties not to deal with the imminent crisis.'
Trust in government
Proponents of the law have argued it is tightly defined in its scope. The legislation specifies that restriction orders will only be issued as a last resort, if all other efforts to convince the individual have failed.
Individuals also have the right to appeal restriction orders, which initially last for 30 days and can be extended up to five times.
While the law could appear intrusive to outsiders, Singaporeans widely expect the government to take an active role in overseeing the welfare and wellbeing of the public, said Tan Ern Ser, an associate professor of sociology at the National University of Singapore (NUS).
'In a sense, Singaporeans want 'parental support' but not the 'control' aspect of paternalism,' Tan told Al Jazeera, describing the public's expectation for a 'selective, narrower form of paternalism'.
What sets Singapore apart is the public's high trust in the government, Tan said, citing surveys such as the Asian Barometer and World Values Survey.
Tan pointed out that Singaporeans widely accepted stay-at-home orders, compulsory mask-wearing and contact tracing during the COVID-19 pandemic, which was not 'politicised to any significant degree'.
Yip Hon Weng, an MP with the governing People's Action Party, said that the expanded police powers were a necessary response to the growing problem of scams.
'This ability to act swiftly is a game changer for victims who have been repeatedly targeted, as it prevents further financial losses at critical moments,' Yip told Al Jazeera, sharing the case of an elderly resident in his constituency who had lost his life savings to a scammer posing as a government official.
'Temporarily restricting account access is a drastic step but one that could save individuals from financial ruin. However, such measures must be exercised with care to avoid undermining public trust.'
Yip said the law's 'intrusiveness – temporarily restricting access to accounts – requires a delicate balance' between safeguarding personal agency and robust implementation.
While the law is suited to Singapore's political context, such measures may not be so easily adopted in the global context, some analysts say.
'Countries will have to decide what will work for them and whether there is buy-in for the legislative regime to deal with the scams,' the SMU's Tan said, suggesting that there is a limit to how much state can intervene, and that 'the political cost of such measures cannot be overlooked'.
Already, the law has attracted negative online chatter and cost the government some political capital, said Theseira of SUSS, adding that it 'created a talking point that may be used against them in the upcoming elections'.
Singapore's general elections, which are scheduled to take place by November, come amid growing discontent over housing affordability, rising living costs, income inequality, increasing polarisation and perceived restrictions on dissent in civil society.
The NUS's Tan said it was unlikely the anti-scam law would set a global precedent in an era of growing distrust in politicians and government.
'All in all, my view is that a high degree of trust in government/institutions, social cohesion and consensus is necessary when an intervention is designed to restrict or restrain for a good, legitimate cause, but with society becoming more fractured and polarised, and entering a post-truth era, 'fair and foul, and foul is fair',' Tan said, quoting Macbeth.

US presses NATO to agree defence spending hike
United States Secretary of Defense Pete Hegseth has pressed NATO members to agree to Donald Trump's demand for a major increase in defence spending ahead of a summit later this month. The US president has said NATO allies should boost investment in defence to 5 percent of gross domestic product (GDP), up from the current target of 2 percent. 'To be an alliance, you got to be more than flags. You got to be formations. You got to be more than conferences. You need to be, keep combat-ready capabilities,' Hegseth said as he arrived for a meeting of defence ministers in Brussels on Thursday. 'We're here to continue the work that President Trump started, which is a commitment to 5 percent defence spending across this alliance, which we think will happen,' Hegseth said, adding: 'It has to happen by the summit at The Hague later this month.' In an attempt to compromise with the new target, NATO Secretary General, Mark Rutte has proposed that members of the military alliance boost defence spending to 3.5 percent of GDP and commit a further 1.5 percent to broader security-related spending. 'We have to go further and we have to go faster,' Rutte told reporters on Wednesday. 'A new defence investment plan will be at the heart of the NATO summit in The Hague,' he added. Reporting from Brussels, Al Jazeera's Hashem Ahelbarra said for some European countries, including Spain, Germany and Belgium, meeting a 5 percent target will be 'extremely difficult'. 'But they have decided they are going to further coordinate their military strategy particularly when it comes to acquiring air defence systems, long-range missiles and also train their troops to be ready for the potential of any geopolitical change,' Ahelbarra said. Since Russia launched its full-scale invasion of Ukraine in February 2022, European NATO members have been steadily increasing their defence spending. Rutte has proposed reaching the target by 2032, which some countries consider too late, while others think it's unrealistic, considering current spending and industrial production levels. Lithuanian Defence Minister Dovile Sakaliene said on Wednesday that the 2032 target was 'definitely too late, and pushed for a target of 2030 at the latest. Swedish Defence Minister Pal Jonson told reporters on Thursday that Stockholm also wants to see the bloc reach the 5 percent target by 2030. Israeli attacks kill 27 aid seekers in Gaza, says health ministry
Agencies Gaza Israeli forces have killed at least 27 Palestinians and injured 90 more as they opened fire close to an aid distribution site in Rafah, according to the Ministry of Health in Gaza. The latest killings came early on Tuesday at the Flag Roundabout, near an aid hub operated by the Gaza Humanitarian Foundation (GHF). It was the third such incident around the Rafah hub in as many days. Gaza's authorities report that more than 100 aid seekers have been killed since the United States- and Israel-backed GHF started operating in the enclave on May 27, with reports of violence, looting and chaos rife. The Israeli military said it had fired shots as 'a number of suspects' deviated from the regulated routes, on which a crowd was making its way to the GHF distribution complex. The 'suspects' were about 500 metres (approximately 550 yards) from the site, the military said in a statement on Telegram, adding that it was looking into reports of casualties. The death toll was confirmed by Zaher al-Waheidi, head of the Gaza Health Ministry's records department. A spokesperson for the International Committee of the Red Cross, Hisham Mhanna, said 184 wounded people had been taken to its field hospital in Rafah, 19 of whom were found dead on arrival, and eight others died later of their wounds. Video verified by Al Jazeera's Sanad fact-checking agency showed the arrival of dozens of injured people at the hospital. Gaza's Government Media Office accused Israel of 'a horrific, intentionally repeated crime', saying it has been luring starving Palestinians to the GHF centres – controversially opened following an 11-week total blockade to take over most aid distribution from the United Nations and other aid agencies – and then opening fire. It said Tuesday's death toll brought the number of aid seekers killed at aid sites in the Rafah governorate and the so-called Netzarim Corridor since GHF launched operations to 102, with 490 others injured. The United Nations on Monday demanded an independent investigation into the repeated mass shootings of aid seekers in Gaza. 'It is unacceptable that Palestinians are risking their lives for food,' said Secretary General Antonio Guterres. 'I call for an immediate and independent investigation into these events and for perpetrators to be held accountable.' 'We heard from witnesses that there was chaos,' said Al Jazeera's Hind Khoudary, reporting about Tuesday's killings from Deir el-Balah in central Gaza. 'The Israeli forces just opened fire randomly, shooting Palestinians … using quadcopters and live ammunition.' Health Ministry officials and doctors said most of the wounded have been hit in their chest and head, she added. Another witness, Neima al-Aaraj, from Khan Younis, described the shooting as 'indiscriminate'. 'I won't return,' she said. 'Either way, we will die.' The Israeli military, in its statement on Telegram, said troops had fired warning shots as people deviated from 'designated access routes' and 'after the suspects failed to retreat, additional shots were directed near a few individual suspects who advanced toward the troops'. However, it denied firing on civilians or blocking them from accessing aid. This account echoes statements around similar incidents on Sunday, when 31 aid seekers were reportedly killed, and on Monday, when three more were killed.

Russia-Ukraine direct talks: No ceasefire, but what did they agree to?
Russia and Ukraine have agreed to a new prisoner swap and the return of thousands of dead soldiers during direct talks in Istanbul, although little headway was made towards ending the war. The rival delegations met on Monday at the Ottoman-era Ciragan Palace in the Turkish city, and officials confirmed that both sides will exchange prisoners of war and the remains of 6,000 soldiers killed in combat. The Istanbul meeting, which lasted less than two hours, marked the second time the warring countries have convened for direct talks in less than a month, but expectations were low amid recent military escalations from both sides. The first round of direct talks on May 16 also ended without a breakthrough, but the two sides agreed on a prisoner swap. 'The exchange of prisoners seems to be the diplomatic channel that actually works between Russia and Ukraine,' Al Jazeera correspondent Dmitry Medvedenko said, reporting from Istanbul. 'We've actually had exchanges of prisoners throughout this war, not in the numbers that have been happening as a result of these Istanbul talks,' Medvedenko added. Negotiators from both countries confirmed that they had reached a deal to swap all severely wounded soldiers as well as all captured fighters under the age of 25. 'We agreed to exchange all-for-all seriously wounded and seriously sick prisoners of war. The second category is young soldiers who are from 18 to 25 years old – all for all,' Ukraine's lead negotiator and Defence Minister Rustem Umerov told reporters in Istanbul. Russia's lead negotiator, Vladimir Medinsky, said the swap would involve 'at least 1,000' on each side – topping the 1,000 for 1,000 POW exchange agreed at talks in May. Ukrainian President Volodymyr Zelenskyy, speaking from Vilnius, Lithuania, said the two parties 'exchanged documents through the Turkish side' and Kyiv was preparing for the next group of captives to be released. He also said his negotiators had given their Russian counterparts a list of nearly 400 abducted Ukrainian children that Kyiv wanted Moscow to return home, but that the Russian delegation agreed to work on returning only 10 of them. As for a truce, Russia and Ukraine remain sharply divided. 'The Russian side continued to reject the motion of an unconditional ceasefire,' Ukrainian Deputy Foreign Minister Sergiy Kyslytsya told reporters after the talks. For its part, Russia said it had offered a limited pause in fighting. 'We have proposed a specific ceasefire for two to three days in certain areas of the front line,' Russia's lead negotiator Medinsky said, adding that this was needed to collect the bodies of dead soldiers from battlefields. However, Oleksiy Goncharenko, a Ukrainian member of parliament, told Al Jazeera he was not very optimistic about the talks in Istanbul. 'Russia clearly shows that they don't want to end the war because Ukraine proposed a 30-days ceasefire in March, and the American and Europe proposition was the same, but only one country [Russia] refused,' Goncharenko said. Meanwhile, Ukraine has ramped up its military efforts far beyond the front lines, claiming responsibility for drone attacks on Sunday that it said damaged or destroyed more than 40 Russian warplanes. The operation successfully targeted airbases in three distant regions – the Arctic, Siberia and the Far East – thousands of kilometres from Ukraine. Zelenskyy said the setback for Russia's military would increase pressure on Moscow to return to the negotiating table. At the negotiating table, Russia presented a memorandum setting out the Kremlin's terms for ending hostilities, the Ukrainian delegation said. Ukraine's Defence Minister Umerov told reporters that Kyiv officials would need a week to review the document and decide on a response. After the talks, Russian state news agencies TASS and RIA Novosti published the text of the Russian memorandum, which suggested as a condition for a ceasefire that Ukraine withdraw its forces from the four Ukrainian regions that Russia annexed in September 2022 but never fully captured. As an alternate way of reaching a truce, the memorandum presses Ukraine to halt its mobilisation efforts and freeze Western arms deliveries, conditions that were suggested earlier by Russian President Vladimir Putin. The document also suggests that Ukraine stop any redeployment of forces and ban any military presence of third countries on its soil as conditions for halting hostilities. The Russian document further proposes that Ukraine end martial law and hold elections, after which the two countries could sign a comprehensive peace treaty that would see Ukraine declare its neutral status, abandon its bid to join NATO, set limits on the size of its armed forces and recognise Russian as the country's official language on par with Ukrainian. Ukraine and the West have previously rejected all those demands from Moscow. Looking ahead, Ukraine has proposed further talks on a date between June 20 and June 30. Zelenskyy has repeatedly said he is ready to meet with Putin. Andrey Fedorov, a former deputy foreign minister of Russia, says little progress was made in Monday's talks and the rival sides are still at odds on key points. 'All the main political questions were left unopened,' he told Al Jazeera, adding that while both sides presented the other with memorandums for peace proposals, they were 'very contradictory to each other'. Turkish President Recep Tayyip Erdogan called the talks 'magnificent'. 'My greatest wish is to bring together Putin and Zelenskyy in Istanbul or Ankara and even add [United States President Donald] Trump along,' he said. Both Trump and Putin have said for months they are eager to meet each other, but no date has been set. White House spokesperson Karoline Leavitt on Monday said that Trump was 'open' to a leader-level meeting with Zelenskyy and Putin. Trump is 'open to it and wants leaders to sit down at the table', Leavitt said replying to a question. Trump, after piling heavy pressure on Ukraine and clashing with Zelenskyy in the Oval Office in February, has lately expressed growing impatience that Putin may be 'tapping me along.' 'Nothing's going to happen until Putin and I get together,' Trump told reporters on board Air Force One on May 15. Then, on May 26, Trump described Putin as 'absolutely crazy' after Moscow launched its largest aerial attack of the war on Ukraine, killing at least 13 people. Since returning to the White House in January, Trump's unpredictability has often provoked dismay from Ukraine and its European allies.
